HomeMy WebLinkAboutCity Councilmember Item - Councilmember Delgleize - RequestCITY OF HUNTINGTON BEACH City Council Interoffice Communication To: Honorable Mayor and City Council Mem From: Barbara Delgleize, City Council Member Date: November 16, 2015 Subject: CITY COUNCIL MEMBER ITEM FOR THE NOVEMBER 16,2015, CITY COUNCIL MEETING — PROPERTY ASSESSED CLEAN ENERGY FINANCING OPTIONS STATEMENT OF ISSUE: At the March 16, 2015, City Council Meeting, staff brought forward an item to increase the options for residents to participate in Property Assessed Clean Energy (PACE) financing programs Since 2014, residents of the City have been able to enter into PACE financing through only the Home Energy Renovation Opportunity (HERO) program and, to date, 177 projects have been completed at over $3 5 million I previously asked for this item to continued based on the real estate industry's concern with this financing mechanism in regard to first lien position, and subsequently the Council did not move forward with increased resident options However, my concerns have since been addressed by the industry and I believe now that our residents and business owners deserve more choice than just one program vendor RECOMMENDED ACTION: Direct the City Manager to bring back a Request for Council Action to expand the choice of PACE program options to include California First, YGrene, and Figtree xc Fred Wilson, City Manager Ken Domer, Assistant City Manager Joan Flynn, City Clerk Michael Gates, City Attorney
