CITY OF HUNTINGTON BEACH
City Council Interoffice Communication
To: Honorable Mayor and City Council Members
From: Billy O'Connell, City Council Member
Date: February 12, 2018
Subject: CITY COUNCIL MEMBER ITEM FOR THE F BRUARY 20, 2018, CITY
COUNCIL MEETING — A RESOLUTION IN OPPOSITION TO THE
TRUMP ADMINISTRATION'S PLAN TO LIFT THE BAN ON OFFSHORE
OIL DRILLING ALONG THE HUNTINGTON BEACH COASTLINE
STATEMENT OF ISSUE:
Our City's coastline is our most precious resource and the lifeblood of Surf City. As duly -elected City
Council Members, it is our duty to protect the long-term viability of our treasured beaches and wetlands
that generate thousands of tourism -related jobs and millions of dollars in City revenues each year.
California's offshore oil and gas leasing moratorium has been in place since 1989. In 1994, after the
infamous American Trader oil spill damaged our pristine Surf City coastline in 1990, the California
Legislature found that offshore oil and gas production off Huntington Beach poses an unacceptably high
risk of damage and disruption to the marine environment.
President Trump's proposed five-year National Offshore Oil and Gas Leasing Program represents a
renewed call for opening waters off Huntington Beach to new drilling and lifting moratoriums on energy
production that could lead to more oil spills here. The City of Huntington Beach and its residents consider
new oil and gas development off our City's shores to be an existential threat to our City's economy and
our way of life. The Trump Administration exempted Florida out of concern for its coastal economy. The
Trump Administration, by this exemption, acknowledges that offshore oil drilling will harm Surf City's
economy and tourism.
RECOMMENDED ACTION:
1) That the City Council adopt a resolution requesting the Trump Administration exempt the State of
California, and thereby, Huntington Beach, from the Administration's plan to reopen offshore drilling
off our coast.
2) Transmit a copy of this resolution to:
a) President and Vice President of the United States
b) Governor of California
c) Majority and Minority Leaders of the United States Senate
d) Speaker and the Minority Leader of the House of Representatives
e) Each Senator and Representative from California in the Congress of the United States
f) Secretary of the United States Department of the Interior
g) Director of the Federal Bureau of Ocean Energy Management
h) Each Member of the California State Senate and Assembly

Subject: Offshore drilling
As a resident of beautiful Huntington Beach I am against offshore oil drilling along our
coastline. Not only would it be an environmental disaster should an oil spill occur but it
would be an economic disaster to Huntington Beach because of all the tourism business that
would be lost.
I sincerely hope that the city council would support a resolution to eliminate offshore
drilling as well as supporting State Assembly bill 1775 to eliminate offshore drilling as our
sister States of Washington and Oregon have done.
Thank you,
Laurence Elfenbein
