Hopkins, PE, Director of Public Works SUBJECT: Authorize appropriation of funds for the Northwest Catch Basin Retrofit Project Statement of Issue: The City was awarded an Orange County Transportation Authority (OCTA) Tier 1 grant for the Northwest Catch Basin Project. An appropriation of funds is needed to provide the up front cost of the project. The City will be reimbursed when the project is complete. Financial Impact: An appropriation of $199,588, which is equal to the grant, is needed to cover up front costs for the project. The City's share of the project costs will be provided by in -kind services, including ongoing maintenance and operations. Recommended Action: Authorize the appropriation of $199,588 of grant funds to OCTA Grant Fund Account 87390013.82500. Alternative Action(s): Do not authorize the appropriation. This action may result in forfeiture of the grant funds. Analysis: In March 2013, the Orange County Transportation Authority (OCTA) announced a call for projects for the Environmental Cleanup, Tier 1, Grant Program under Orange County Local Transportation Ordinance No. 3. At the November 4, 2013, Regular Meeting, the City Council approved resolution 2013-59 authorizing the City's application for these grant funds and the City was subsequently awarded funding for the Northwest Catch Basin Retrofit Project. The project proposes to retrofit 126 catch basins with the Bio Clean Round Curb Inlet Filters and Grate Inlet Skimmer Boxes. The inlet filters and boxes will reduce the amount of litter and debris entering into the Bolsa Chica and Westminster channels. Unfortunately, the grant award came too late to include the project in the Fiscal Year 2013-2014 Capital Improvement Program. Therefore, an appropriation of the funds is required. The OCTA Tier 1 Grant was awarded in the amount of $199,588, which is the amount estimated for purchase, installation and project management for the project. The City is responsible for a minimum local match of 25% of the total project costs, which includes ongoing maintenance and operation. The matching funds can be provided by cash contributions and/or in -kind services. In - kind services can include salaries and benefits for employees who work directly on the project. The Item 3. - 1 HB -40- Dept. ID PW 14-020 Page 2 of 2 Meeting Date: 4/7/2014 City's match contribution for the project is $93,839 and staff proposes using in -kind services to meet this match. The project is scheduled for completion by the end of June 2014. Public Works Commission Action None. Environmental Status: Not applicable.
