Re: Household Hazardous Waste Collection Center Closure Dilemma
Dear Les:
Since the County of Orange closed the Household Hazardous Waste,
Collection Centers during the week, several major problems have and
continue to occur.
Prior to the reduction of hours, the Huntington Beach Collection
Center averaged over 60 cars per day Monday through Friday and over
125 cars on Saturday, averaging 500 cars per week. Approximately
80% of the people who used the Center were residents of Huntington
Beach. Since the County has limited the hours of operation, we are
only seeing 100 cars. per week.
On Saturday mornings, there is a line of cars backed up all the way
to Warner Avenue, sometimes even further (see photos enclosed).
People are angry, frustrated and confused. Driveways are being
blocked and people are getting testy with one another while
jockeying for space in the line.
The brunt of their anger and frustration is being placed on the
City and Rainbow Disposal.
The most significant problem is that the illegaldumping of
hazardous materials occurs every day on our property as well as the
City streets, with irate people often threatening to dump their
hazardous materials down the storm drains. It is a major health
and safety problem which needs to be addressed immediately.

As you know, all Countywaste haulers currently pay $22.75 per ton
to dump at the County landfills. Of that $22.75 per ton, $1.59 per
ton is allocated for the operation of -the HHW Collection Centers.
There is additional information which we are able to provide to you
about the operation as well as the history of this useful and
necessary facility.

SUBJECT: H ITEM FOR 4/17/95 COUNCIL MEETING AGENDA
I would like to request that Council petition the County of Orange to extend the hours of
operation at the Hazardous Waste Material Station in Huntington Beach.
Currently, the hours of operation at the Hazardous Waste Station is Saturday from 2:00 p.m. to
9:00 p.m. or 100 cars, whichever is least. The consequences of this practice is that hazardous .
waste is being dumped randomly throughout the city or being dumped at Rainbow Disposal pick-
up service. I believe this practice to be environmentally hazardous and feel that the County
should bear some of the responsibility for dealing effectively with this dangerous practice.
