SUBJECT: Request for Appropriation for Oil Production Site Safety Reviews

Statement of Issue: An additional appropriation is requested to fund site safety reviews of
oil production facilities. These reviews are needed to ensure that reactivation of such sites
proceeds in a safe manner and in accordance with all required statues and regulations. Any
amounts charged would be reimbursable by the requesting party.
I=unding Source: An appropriation of $25,000 into the Fire Department Fire Prevention
business unit account (10065201.69365) is recommended. Property owners requesting to
reactivate oil production facilities will be required to reimburse the City for all costs submitted
for the site review. This appropriation is offset by $25,000 of additional revenue not
anticipated during the adoption of the current year budget. The Fiscal Impact Statement is
attached (Attachment 1).
Recommended Action: Motion to: Approve an appropriation of $25,000 for oil
production site safety reviews and inspection. -
Alternative Action(s): Do not approve the appropriation and direct staff on how to
proceed regarding oil production site safety review procedures.
REQUEST FOR CITY COUNCIL ACTION

Analysis: Periodically the city receives requests for reactivation of oil production facilities.
Some of these locations have not been in operation for several years. Before the proposed
work can proceed, it is often necessary that a site safety review and inspection be
performed. This review and site safety inspection provides assurances that oil production
facilities operate in a safe manner. Fee for service charged would be fully reimbursable by
the requesting party.
Such reviews are necessary to ensure that the facility is compliant with the City of Huntington
Beach Fire Code, applicable city requirements, and other regulatory requirements from
agencies such as the California Department of Oil, Gas and Geothermal Resources,
California Department of Occupational Safety and Health, Orange County Sanitation District,
California Regional Water Quality Control Board, South Coast Air Quality Management
District, Department of Toxic Substance Control, County of Orange Health Care Agency, etc.
Providing life safety and protection of the environment are paramount responsibilities of the
fire department. Performing site safety reviews and inspections will provide assurances that
oil production facilities operate in a safe manner.
Strategic Plan Goal: Maintain and enhance public safety.
Environmental Status: The need for site safety reviews and inspection derives from the
City of Huntington Beach Fire Code, applicable city requirements and other regulatory
requirements, as referenced above.

Appropriation for Oil Production Site Safety Review."
If the Council approves this action, there will be no effect on the City's second tier or any other
fuac? balance since the amount of the appropriation requested ($25,000) is fully offset by revenue
not anticipated during the budget adoption process.
