SUBJECT: Adopt Resolution Reauthorizing Establishment of a Used Oil Collection
Program

Statement of Issue: The City Council is requested to adopt a resolution reauthorizing the
establishment of a used oil collection program.
Funding Source: If approved, funds up to $54,500 would be provided by the California
Integrated Waste Management Board (CIWMB) Used Oil Grant Program. No matching or in -
kind funds are required for this grant.
Recommended Action: Motion to:
1. Adopt Resolution 2008 - 55 : A Resolution of the City Council of the City of
Huntington Beach to Make Application for Grant Funds for the Establishment of a
Used Oil Collection program; and
2. Authorize the Fire Chief to execute all ancillary documents on behalf of the City,
without further approval of the City Council.
Alternative Action(s): Do not approve the attached resolution and direct staff to pursue an
alternative strategy for the establishment of a used oil collection program.

Analysis: The California Used Oil Block Grant Program provides funds to local communities
to encourage the establishment of used oil recycling programs. The City of Huntington
Beach has participated in this program since 1996. During this time, the City has recycled
thousands of gallons of used motor oil and thousands of used oil filters. This effort has
benefited the city by preventing the release of used oil into the environment, and the
subsequent costs incurred for clean up of illegal disposal of used oil and filters.
Pursuant to the California Oil Recycling Enhancement Act and the Household Hazardous
Waste Management Act, funding is provided for the establishment of used oil collection
programs. This funding is administered by the CIWMB through a block grant program.
The attached resolution (Attachment 1) reauthorizes City staff to submit grant applications,
amendments to applications, periodic reports, and payment requests to the California
Integrated Waste Management Board until September 30, 2011, which is the duration of this
grant funding.
At this time, the City Council is requested to adopt the attached resolution and authorize the
Fire Chief to execute all ancillary documents on behalf of the City, without further approval of
the City Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH TO MAKE APPLICATION FOR GRANT FUNDS
FOR THE ESTABLISHMENT OF A USED OIL COLLECTION CENTER
WHEREAS, the people of the State of California have enacted the California Oil Recycling
Enhancement Act that provides funds to cities and counties for establishing and maintaining local
used oil collection programs that encourage recycling or appropriate disposal of used oil; and
The California Integrated Waste Management Board has been delegated the responsibility
for the administration of the program within the State, setting up necessary procedures governing
application by cities and counties under the program; and
The applicant will enter into an agreement with the State of California for development of
the project;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Huntington Beach as follows:
I . Authorize the City's submittal of grant applications to the California Integrated
Waste Management Board for all available grants under the California Oil Recycling Enhancement
Act and all available household hazardous waste grants under the California Integrated Waste
Management Act for the period of October 2008 through September 2011.
2. The City's Fire Chief or his designee is hereby authorized and empowered to execute
all necessary applications, contracts, payment requests, agreements and amendments for the purpose
of securing grant fiords and to implement and carry out the purposes specified in the grant
applications.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular
meeting thereof held on the 15th day of September , 2008.
