Statement of Issue: Adopting a resolution to create policies that are mindful of protecting
the environment will promote the City's sustainability and environmental programs, and unify
various existing green practices. The resolution promoting environmentally aware
purchasing is required in order to apply for various state and federal grant funds.
Funding Source: No funding is necessary for this action.
Recommended Action: Motion to: Adopt Resolution No. 2009-05 , A Resolution of
the City Council of the City of Huntington Beach Creating Public Policy that Better Protects
the Environment from Pollution.
Alternative Action(s): Do not adopt the resolution.

Analysis: The City Council has taken several steps toward implementing environmentally
conscious policies and practices. The Ad-Hoc Green Committee was established to identify
threats to the environment and community and to improve further the goal of becoming an
environmentally safe and healthy community. City departments have implemented various
practices, such as installing energy efficient lighting, recycling print cartridges, installing
waterless urinals, and using recycled paint for graffiti abatement. The intent of this resolution
is to provide a framework for environmentally sound purchasing standards and practices
under a single policy.
The proposed resolution provides the basis for a comprehensive policy for environmentally
friendly and sustainable purchasing practices. It is intended that upon adoption of the
resolution, comprehensive guidelines will be established and managed as an Administrative
Regulation (AR). The AR will include guidelines for source reduction, -recycled content,
conservation of energy, fuel, and natural resources, and reduction of toxics and pollution in
the specification and purchase of items such as supplies, equipment, vehicles, and services.
The draft AR will be developed by staff from all affected departments, and submitted to the
Ad-Hoc Green Committee for endorsement. Within 90 days of City Council adoption of the
resolution, the draft AR will be provided to the City Administrator. Regular review of the AR
will allovV the City the flexibility to revise practices as technology and information changes.
Certain state and federal grants require an environmentally preferred purchasing policy to be
adopted by resolution. Potential state grants include funds for the purchase of rubberized
asphalt concrete, recycled crumb rubber playground surfacing, and household hazardous
waste handling.
Public Works Commission Action: Not required.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH CREATING
PUBLIC POLICY THAT BETTER PROTECTS
THE ENVIRONMENT FROM POLLUTION
WHEREAS, the City of Huntington Beach ("City") would like to bring together existing
environmentally-friendly practices and develop new policies and practices that, in part, conserve
natural resources and minimize environmental impacts by reducing the release of pollution and
toxins into the environment, reducing water and energy consumption, increased recycling and
less landfill use, increase the City's purchase and use of environmentally-friendly products and
distribution systems; and
Create purchasing policies that encourage the purchase and use of environmentally-safe
goods and services; and
Craft new public policy that encourages manufacturers, vendors and the community to
adopt environmentally conscious principles.
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve to:
1. Institute policies where practicable that reduce the City's energy consumption,
minimize the amount of waste material generated by the City, and thereby minimize the impact
on the environment.
2. Where practicable purchase goods that include recycled content, are durable and
long-lasting, conserve energy and water, use agricultural fibers and residues, are sustainably
harvested, reduce greenhouse gas emissions, use chemical-free manufacturing processes and are
non-toxic.

3. Authorize the Director of Finance and the Director of Public Works to adopt
regulations, purchasing criteria and guidelines necessary to implement the environmental
protection goals of this resolution.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 5th day of January , 2009
