(City Council) Approve the design and construct the new senior center in Huntington Central Park to be equivalent to a "Certified" Leadership in Energy and Environmental Design (LEER) building utilizing as many environmentally "green" elements in the building as feasible within the project funding. Recommended Action: Approve the design and construct the new senior center in Huntington Central Park to be equivalent to a "Certified" LEED building. Approved as amended to direct staff to look for additional efficiencies/alternatives toward 2.2 Silver equivalent certification through potential savings in the bid process. 6-1 (Hardy No) 12. (City Council) Approve and authorize execution of Amendment No. 1 to the Professional Services Contract with Ferguson Group, LLC in an amount not to exceed $89,005 annually, reflecting a ten percent (10%) reduction in their current contract for professional services related to the acquisition of federal funds for priority projects within the City and related legislative issues. Recommended Action: Approve and authorize the Mayor and City Clerk to execute "Amendment No. 1 to Agreement Between the City of Huntington Beach and the Ferguson Group, LLC". Approved 7-0 13. (Redevelopment Agency) Approve and authorize the Chairperson and Agency Clerk to execute amendments between the City of Huntington Beach Redevelopment Agency and 1) Kimley-Horn and Associates, Inc., in the amount of$126,000 for additional consulting services associated with the update of the Downtown Parking Master Plan, and authorize increasing the total contract amount to $271,453; and, 2) RRM Design Group, Inc. in the amount of$65,000 for additional consulting services associated with planning and urban design services to update the Downtown Specific Plan, and authorize increasing the total contract amount to $680,574. On June 1, both consultants agreed to the ten percent (10%) reductions requested by the City/Agency, to be deducted on each invoice. Funding Source: N/A Recommended Action: Motion to: Approve the design and construct the new senior center in Huntington Central Park to be equivalent to a "Certified" LEED building. Alternative Action(s): Direct staff to return to City Council with the specific costs required to attain "Silver" LEED certification. Analysis: On February 4, 2008, City Council approved the design of the new senior center building and associated amenities, such as parking and landscaping. City Council discussed the possibility of designing and constructing the building to meet Leadership in Energy and Environmental Design (LEED) certification. LEED is the accepted accreditation standard for an environmentally "green" building. Council directed staff to seek the equivalent of a "Certified" LEED rating. There was also discussion that a higher LEED rating, such as "Silver", would be desirable if it could be accomplished with the funding available for the new senior center project. LPA, a LEED-certified consultant, indicated at the Council meeting, that to receive a formal LEED review and rating of a building is expensive. City Council, at that time, did not indicate interest in getting the building LEED certified due to the extra cost; but instead, Council wanted to strive for an environmentally "green" building by using the equivalent of LEED certification criteria. REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 9/8/2009 DEPARTMENT ID NUMBER: CS 09-010 Makar was directed to hire consultants who were LEED certified to design the building. Additionally, city staff and consultants worked with the City's Energy Project Manager to confirm the work performed by Makar consultants met the LEED compliance criteria and points system. Based on the current design, the building meets the "Certified" LEED criteria. Makar consultants indicate that in order to achieve a "Silver" LEED certification would require up to an additional $600,000 in construction and design. This additional funding is not available in the project budget. It is important to note that the project has concluded the Design Development Phase. Redesigning the senior center to achieve a higher LEED certification would delay the project. Because Makar is using LEED-certified consultants and their assessment meets the LEED criteria, staff does not recommend paying the additional cost of having the project officially evaluated by the LEED organization. The LPA consultant indicated that to hire LEED to perform this official evaluation would add approximately $140,000'to the project's cost. Based on the cost for LEED certification and the additional expense of attaining a rating of "Silver" LEED, staff is recommending that the project be approved in its current form, which is equivalent to a "Certified" LEED level. This certification will be based on the LEED compliance criteria met by Makar's LEED-certified consultants and verified by the City's project team, including the Energy Project Manager. Strategic Plan Goal: Maintain, Improve, and Obtain Funding for Public Improvements. The approved senior center is being funded through the Park Fees of the Pacific City Project. It is being designed to the equivalency of a "Certified" LEED level.
