ENGLE, COMMUNITY SERVICES DIRE SUBJECT: APPROVE CONCEPTUAL PLAN FOR RECONFI TION'OF EDISON COMMUNITY PARK Statement of issue,Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Status,Attachment(s) Statement of Issue: There is a need to approve a conceptual plan for reconfiguration of Edison Community Park to better accommodate youth sports. Funding Source: N/A. The request is for conceptual approval only. The city has a $1.2 million grant, but funding will be addressed at the time that construction bidding is requested. Recommended Action: Motion to: Approve - the concept, as presented for the reconfiguration of Edison Community Park as a youth sports complex. Alternative Action(s): Do not approve the conceptual plan for reconfiguration of:Edison Community Park as a youth sports complex at this time, and direct staff to address specific elements within the proposed master plan. Analysis: In 1999, - as part of the Community Sport Facilities Inventory and Needs Assessment Study, City Council approved nine Policy Recommendations to address the need for sports fields and youth sports facilities. Policy Recommendation #1 included the reconfiguration of Edison Community Park to create additional lighted youth sports fields. REQUEST FOR CITY COUNCIL ACTION MEETING DATE: January2, 2007 DEPARTMENT ID NUMBER: CS07-004 Existing Site Conditions (Turf area) - Turf areas of Edison Park include two existing lighted softball fields and a lighted practice area that does not include a defined field overlay. The softball fields have permanent outfield fences and until the development of the Central Park Sports Complex, were used mainly for the city's Adult Softball Program. Other turf areas include grass mounds, mature trees and pathways. The southern end of the park includes a 10-acre easement from -Southern California Edison (SCE), developed with turf and landscaping underneath transmission lines. The northwest portion of the turf area of the park is adjacent to the Kettler School field. Proposed Field Space Improvements --The existing layout of the turf areas at Edison Park provide limited opportunities for youth sports organizations. By reconfiguring portions of the park, additional lighted practice areas and field space can be created. The goal of the plan is to create four (4) additional practice fields and one (1) regulation size multipurpose field. The existing chain link outfield fences at each of the softball fields would need to be removed in order to accommodate a regulation size field as well as provide other lighted turf area that can be used for practice. The turf area of the SCE easement will also include three practice areas lighted from poles placed on the city-owned portion of the park. SCE staff has reviewed and commented on the conceptual plan:- The main goal of the turf reconfiguration is to create lighted field space for the widest variety of sports possible it is not to create a "home field" for a particular youth group, Other Site Improvements -'Based on the city's parking standards and the design consultant's computation, 437 parking spaces will be needed to accommodate existing park uses and the proposed additional amenities. An additional 244 spaces will be added to the exiting 132 spaces. This combined with 93 parallel parking spaces along the park side of Hamilton Avenue will bring the total parking space count to 469 spaces.' To accommodate the additional spaces, the existing parking lot will'.be reconfigured and expanded to the northwest section of the park. A new lot and turnaround drive will be created between the community center and the Magnolia Street Fire Station. Two additional lots will also be added adjacent to Hamilton Avenue, on the SCE easement property. Additional improvements included in the conceptual plan are a 9-station fitness course, two bocce ball courts, a skate park area and five art elements. The concrete area between the community center building and tennis courts will also be enhanced with additional landscape. The conceptual'plan for reconfiguration of Edison Park has been reviewed and approved by the Community <Services Commission. Notices for the meeting were posted in the local newspapers and mailed to interested-parties and residents'within 1000 feet of the park inviting public comment on the proposed plan.
