STATEMENT OF ISSUE:
Funds were budgeted in 1989-90 for renovations and improvements to Gothard and Bushard Fire
Stations. Fire Department efforts to obtain vendors were initiated in January, 1990, but due to
the oil spill and other delays the project was not fully initiated and, therefore, funds were not
encumbered prior to the close of Fiscal Year 1989/90. Funds must be reappropriated by the
City Council if the project is to be completed.
RECOMMENDATION:
Appropriate $193,000 to Account E-CP-300-6-31-00 for additions and renovations to Gothard
and Bushard Fire Stations.
ANALYSIS:
Facility space is needed in order to accommodate equipment and staff. At Gothard Station, an
additional vehicle bay and a Battalion Chief's office will be added. If funds are sufficient to
complete the project as envisioned, Bushard Station will also be enlarged in the sleeping and
bathroom areas. The project will protect the City's capital investment and reduce crowding.
FUNDING SOURCE:
Funds for this project would come from Unappropriated Capital Improvements Fund (Account
G-CP-301-01). The monies for this project were budgeted in 1989/90 as follows: E-CP-FR-300-
6-31-00 $160,000, E-CP-FR-302-6-31-00 $30,000, and E-CP-FR-302-6-59-00 $3,000.

Cancel, downscale or delay improvements.

As requested under the authority of Resolution 4832, a Fiscal Impact Statement has been
prepared and submitted relative to the proposed reappropriation of funding for renovations
and improvements to Gothard and Bushard Fire Stations, due to their lack of being
encumbered prior to the close of Fiscal Year 1989/90. Estimates are that an appropriation
of$193,000 would be adequate for this purpose.
An affirmative response by the City Council would reduce the balance of the City's
unaudited, undesignated Capital Improvement Fund to $2,077,990.

Dear Sir,
Regarding propoeed Fire Station site #9 located in the Senator
John H. Murdy, Jr. industrial tract and located west of the
railroad tracks and the south side of Edinger, please be advised
that a representative of the Senator has asked that we have the
property appraised and start purchase proceedings.
This site is 100' x WI in size and/or about 1.15 acres and is
to be a combination fire station and water well site. This site
is one of two proposed in the 1961-62 budget and should be
processed as soon as possible.

Honorable Mayor and City Council:
Would you please take the necessary steps and purchase property
for future Fire Station sites .
The City limits are fixed and permanent on the sides next to
Newport Beach, Costa Mesa, Fountain Valley, Westminster and
Seal Beach. The only future expansion that can take place
is the annexation of the Bolsa Chica, Sunset Heights , Sunset
Beach areas of some 42 square miles.
With fixed boundaries we are able to establish proper sized
running areas for fire apparatus and pinpoint fire station sites .
We are presently able to predict the growth in certain of these
running areas to the extent that fire station sites have been
located, should be purchased and plans drawn for fire stations .
We have approached the time when our fire department is all
located in one building centrally located and responds to all
areas of the' City. We are now operating 3 pumpers and 2 rescue
trucks out of our Headquarters station. These pumpers should be
spread out throughout the City for shorter runs and leaving only
one pumper at Headquarters .
We realized from the start of annexations that the distance of
response from our downtown station would be too far and would
take too long so a contrRct was made with Orange County for the
Ocean View, Midway City and Sunset Beach Stations to care for
alarms in the north Battalion and half of the City.
Present trend in growth of the City require that growth and
expansion will take place in a manner that station sites should
be purchased in the following sequence 7-8-5-1-2-9-4-10-3-6-11-12 .

The City Council of 1959
sold to the 4arrish Brothers 1.99 acres of the City's
land north of the Edison Steam Station.
A piece of land 110 X 150 or 3/8 of an acre was withheld
at the request of the Fire Department ad a possible future
fire station site.
Please be advised that this piece of land will not be properly
located for a future fire station site as it is too far west
and north of the center of the lower valley.
In order that this land may be used for other purposes the
Fire Department withdraws their request that the land be
held for fire purposes.
Attached is a drawing of the area with the property outlined
in red ink.
