STATEMENT OF ISSUE:
Revenues derived from rental of the Joint Powers Training Center (JPTC) require City Council
appropriation in order to be spent for improvements, maintenance, and supplies needed for Center
operation.
RECOMMENDATION:
Appropriate from Revenue Account R-DA-00-000-8-31:
- $99,000 Construction of a burn room (Account E-CI-304-6-31-00).
- $ 2,000 Installation of a fire prevention sprinkler system (Account E-CI-304-6-31-00).
- $ 6,500 Supplies (Account E-AA-304-2-21-00).
- $ 6,500 Contractual services (Account E-AA-304-3-90-00).
ANALYSIS:
The Joint Powers Training Center provides training and communications support for five municipalities
(Costa Mesa, Fountain Valley, Huntington Beach, Newport Beach, and Westminster) and the County of
Orange. The Center is maintained and operated using funds provided by all user groups and
participating agencies. Some of this revenue is generated through rental of portions of the facility to
non -participating agencies. This income is used to provide special training programs, improve the
facility, and obtain needed supplies and services. Huntington Beach receives training center revenues
and processes purchases made from these monies. For this reason, the City Council must appropriate
funds from revenue accounts to expenditure accounts prior to use of the funds.
Funds for the burn room were appropriated by City Council in 1989/90. A potential dispute between the
City and the low bidder on the project has delayed the project and prevented conclusion of a contract
and encumbrance of funds authorized by the City Council last fiscal year.
FUNDING SOURCE:
Miscellaneous Joint Powers Training Center revenues. No General Fund monies are required for items
in this request. Approximately $76,000 remained in the Joint Powers revenue account on July 1, 1990.
An additional $39,000 in revenues are projected for 1990/91. Funds will only be expended if anticipated
revenues are realized.
ALTERNATIVE ACTIONS:
Do not appropriate funds as requested.
