Wilson, City Manager PREPARED BY: Stephanie Beverage, Director of Library Services SUBJECT: Approve the concept and wording for a sign at the Main Street Branch Library as recommended by the Historic Resources Board and Library Board of Trustees Statement of Issue: The National Park Service recently placed the Main Street Library on Triangle Park on the National Register of Historic Places. At the request of the Historic Resources Board (HRB), the Library Board of Trustees has approved the concept of a sign describing the history and architectural significance of the Main Street Library, with proposed wording for the plaque. There is a need for City Council to review and approve the concept of a sign and proposed wording for the plaque per Resolution 2004-90, regarding park naming and memorials. Financial Impact: N/A - Funding for the sign will be privately funded, no General Funds will be used. Recommended Action: Approve the concept of placing a sign in front of the Main Street Branch Library; and approve the proposed wording for the sign as recommended by the Historic Resources Board and the Library Board of Trustees. Alternative Action(s): Do not approve the concept of placing a sign with the proposed wording in front of the Main Street Branch Library and direct staff on how to proceed. Analysis: The Library Board of Trustees ("Library Board") received a request from the Historic Resources Board (HRB) for a custom identification sign to include a sign describing the history and architectural significance of the Main Street Branch Library. The request for an identification sign was based upon the recent official naming of the Main Street Branch Library and Triangle Park to the Register of Historic Places. The Library Board conducted a public meeting on Tuesday, July 16, 2013, to review the issue. The HRB made a presentation of the proposed language and location for a sign in front of the branch library. The proposed sign will be in a similar style and construction as the recently approved signs for Triangle Park. The Library Board approved the wording proposed by the HRB and approved the concept of a sign recognizing the listing of the Main Street Branch Library on the National Register of Historic Places. Environmental Status: The project is classified as exempt under Section 15303 of CEQA guidelines. Strategic Plan Goal: Enhance economic development Attachment(s): Proposed Wording for Sign at the Main Street Branch Library HB _b51- Item 24. - 1 #1 ATTACHMENT Item 24. - 2 xB -652- [Proposed Wording for the Sign] Main Street Branch Library The Huntington Beach Public Library on Triangle Park, known as the Main Street Branch Library, has been placed on the National Register of Historic Places by the United States Department of the Interior on April 16, 2013. Built in 1951 and designed by the Los Angeles architectural firm of McClellan, MacDonald and Markwith, it has retained its integrity as a largely unaltered library and is a locally designated city landmark. Built of site -cast, concrete tilt -up construction, it is in the International Style of the post -World War II period of the Modern Movement.
