Recommended Action:
Form an Ad Hoc Committee comprised of Councilmembers Peterson,
Semeta and Posey to review the City's contract with Republic Services for
Waste Management, and work with the City Manager and City Attorney's
offices to compile a report for presentation to the City Council within 60
Days.

Recommended Action:
A) The City Manager will work with City Departments and the Downtown BID
to compile a list of repair and maintenance issues related to public areas within
30 days. The list of action items in descending order of importance and
dollar amount shall include graffiti and sticker removal, steam -cleaning of
sidewalks and gutters, general repairs, maintenance, and any other sub-
standard conditions, and assignment of action.
B) City Manager to provide a report to City Council at the June 19 City Council
meeting with a status report covering each issue identified.

COUNCIL MEETING — DOWNTOWN MAINTENANCE AND REPAIRS
STATEMENT OF ISSUE:
The Downtown Main Street Business District including the Pier and Pierside Pavilion, what
many think of as "Downtown," is, for most of our 11-15 million annual visitors, the place they
think of when they think of Huntington Beach. It is a figurative gateway to the City where most
visitors start their visit and, as such, it is where the City makes its first impression.
For residents, Downtown is that familiar place where one is likely to run into old friends; where
you feel like you're part of the community. It's the gathering place for many community events
throughout the year including the weekly Surf City Nights and the annual 4th of July Parade.
Because of the popularity of this area, it experiences steady and accelerated wear and tear
that is difficult to keep up with. The key to addressing this challenge lies in marshalling the
resources of the various stakeholders. This includes the City, the Downtown Business
Improvement District (BID), and property and business owners. And, because downtown is a
cornerstone of the tourism that represents an extremely important component of our local
economy, it is vital to our common interests that it be maintained to a high standard.
The City recently completed significant work at the Main Promenade parking garage, adding
new brighter lighting, repairing elevators, reinforcing structural elements, refreshing paint, and
replacing broken fixtures. Soon, the public bathrooms will be getting an overhaul to include
added stalls. Starting the night of May 16, Main Street will be repaved over 48 hours.
In addition to these improvements, the Downtown BID will be conducting an organizational
assessment and best practices review over the next several months to help position itself to
ensure Downtown Huntington Beach is an attractive, safe, family -friendly environment for
locals and tourists alike.
And, there have been major investments recently from the private sector for new and
remodeled businesses and restaurants. We believe this investment shows that downtown
private property and business owners are ready to join the City's and the BID's lead in giving
the downtown district a well -deserved cosmetic facelift. Doing so will make downtown more
inviting to tourists and locals alike.
These are all positive steps in the right direction and still more can be done to ensure that we're
keeping up with the wear and tear that comes with the heavy traffic of downtown. The City
should enhance this public/private partnership while focusing its efforts on public right-of-way
improvements and general maintenance and repairs within its public duty.

RECOMMENDED ACTION:
The City Manager will work with City Departments to compile a list of repair and maintenance
issues related to public areas and to commence work to address these issues within 30 days.
Lists should include graffiti and sticker removal, steam -cleaning of sidewalks and gutters,
general repairs, maintenance, and any other sub -standard conditions.
City Manager to provide a report to City Council at the June 19 City Council Meeting with a
status report covering each issue identified. Going forward, City Manager will provide to City
Council a monthly progress report. Every six months, City Manager will direct staff to perform
a physical inspection to assess conditions in order to ensure that all issues are identified and
tracked.
The area to be included is bounded by 1 st Street, 6th Street, PCH, and Pecan Avenue. Also
included would be the Municipal Pier, Pierside Pavilion, and the Beach Boardwalk (i.e., service
road).

of Steve Daniel, President of the HBDBID. He regrets he cannot attend the meeting in
person this evening. He and a few of our other DT businesses had already signed up for
the Every 15 Minutes Golf Tournament. I am a volunteer on the Every 15 Minutes
board, and helping at the tournament, and so I will also miss tonight's meeting.

appreciation for this item.

Dear Honorable Mayor Delgleize, Pro-Tem Posey
and Distinguished City Councilmembers,
On behalf of the Huntington Beach Downtown Business Improvement District, we
would like to thank Councilmembers Brendan and Posey for bringing forth the
Item 7 agenda item regarding improvements to our downtown destination.
The HBDBID is very excited for this positive step to improve the experience for
all of our visitors —both those from out of town, and those who call Huntington
Beach their home. The HBDBID is proud of the many ways our organization
works to make a positive difference in downtown and we are looking forward to
working closely with the city to make an even greater impact.
We encourage all of our councilmembers to support this measure.
