Wilson, City Manager PREPARED BY: Lori Ann Farrell, Director of Finance Patrick McIntosh, Fire Chief SUBJECT: Approve an appropriation in the amount of $1.2 million for purchase of a replacement Fire Truck Statement of Issue: The City Council is requested to approve an appropriation of $1.2 million for the purchase of a replacement fire truck. Financial Impact: The City was recently informed that the State of California will be providing $1.6 million in SB 90 funds for State mandated cost reimbursement. It is recommended that $1.2 million of this funding be used for the purchase of a replacement aerial ladder truck. Recommended Action: Approve an appropriation of $1.2 million from the $1.6 million in SB 90 reimbursement funds to the Equipment Replacement business unit (10040209.85350) for the purchase of a replacement aerial ladder truck. Alternative Action(s): Do not appropriate the funds and direct staff accordingly. Analysis: The FY 2014/15 budget includes $295,000 in equipment replacement funding for the first year of a five-year lease -purchase of a replacement aerial ladder truck. Since budget approval, it was determined that an outright purchase of the truck would provide General Fund savings by reducing annual debt service charges. In addition, the City was recently informed that the State of California will be providing $1.6 million in one-time reimbursement for SB 90 mandated costs. It is recommended that $1.2 million of this funding be combined with the $295,000 currently approved in the FY 2014/15 budget for the purchase of the replacement aerial ladder truck. The proposed purchase will replace a 20 year old fire truck with 95,000 in mileage. This truck requires frequent repairs, including fixing a cracked cab, and has become more difficult to keep maintained and in service. The reliability of this apparatus is critical because of its use in providing emergency responses, including fire suppression, hazardous materials, rescue and medical responses. Also, the City's current standard for fire apparatus replacement, which follows National Fire Protection Association (NFPA) standards, recommends replacement of fire apparatus with 20 years of service.
