The FMP, which was adopted in 2000, identifies potential local flood hazards and activities to mitigate flood damage. The update covers the period from July 1, 2007 through June 30, 2008 and indicates the progress made to complete the activities recommended in the FMP. The progress report must be submitted to the City Council and forwarded to the Federal Emergency Management Agency (FEMA) by September 15, 2008. The Planning Commission and staff recommend that the City Council accept the annual review of the FMP. Funding Source: Not applicable. Analysis: A. PROJECT PROPOSAL: Applicant: City of Huntington Beach Planning Department Location: Citywide The Flood Management Plan Annual Review represents a request to review the progress made over the past 12 months in implementing the recommended activities of the Flood Management Plan (FPM) pursuant to Section 9 (Implementation) of the document. Following Planning Commission and City Council review the report must be submitted to FEMA by September 15 of each year as part of the City's annual re-certification. Failure to adhere to this deadline will jeopardize the City's participation in the flood insurance program. This is the eight annual review of the FMP. The Planning Commission, City Council, and FEMA have accepted each past annual review as adequate and complete. The annual review and associated activities maintain the City's good standing with FEMA. -2- 8/4/2008 8:59 AM REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 8/18/2008 DEPARTMENT ID NUMBER: PL 08-09 B. BACKGROUND: The City joined the FEMA flood insurance program in 1983 with the adoption of floodplain regulations. Following City Council direction in 1994, the Planning Department submitted an application to FEMA for participation in the Community Rating System (CRS), a special program that rewards communities that implement more activities than the minimum requirements for participation in the flood insurance program. CRS works by awarding points for implementing certain activities. . The points are then related to a class rating which allows a reduction in flood insurance premiums. Following a reverification visit by FEMA's consultant, the City became a class 7 community effective October 1999. This allows property owners in flood zones AE, A, V, and VE a 15% reduction in flood insurance premium. A 5% reduction is the maximum available to property owners in flood zone X. C. PLANNING COMMISSION MEETING AND RECOMMENDATION: On July 22, 2008 the Planning Commission considered the annual review of the FMP as a non-public hearing item. The Planning Commission voted to accept the annual review and forward it to the City Council as submitted. D. STAFF ANALYSIS AND RECOMMENDATION: Section 8.0 (Recommendation) of the FMP contains recommended activities to implement the goals of the FMP to reduce flood damage. A matrix of the various activities, responsible departments, and status of each activity to date is included in this staff report (see Attachment No. 1). The purpose of the annual review is to demonstrate the progress that has been made in carrying out the recommended activities during the review period of July 1, 2007 through June 30, 2008. An update to various sections of the FMP is also identified below. Section 5.6 — Protective Measures in Effect or Under Construction County Projects During the past twelve months the County continued improvements to the Huntington Beach flood control channel located in the southeastern part of the City to make it 100-year flood compliant. The County recently completed the remaining unimproved segment of the Huntington Beach channel section from Indianapolis Avenue to Adams Avenue. The County is in the process of finalizing an application for a map amendment. It is anticipated that the final FEMA determination on the map amendment request will take at least one to two years. A letter of map revision was issued for Talbert Channel in July 2007 removing an area generally located between Yorktown Avenue and Adams Avenue from the flood zone. Completion of the remaining unimproved segments of the East Garden Grove Wintersburg flood control channel will result in additional reduction to the floodplain. Attachment No. 2 to this report is an excerpt from the County's seven-year flood control projects plan. It shows -3- 8/4/2008 8:59 AM REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 8/18/2008 DEPARTMENT ID NUMBER: PE 08-09 that portions of the East Garden Grove Wintersburg channel within the City are tentatively scheduled for $65,400,000 in improvements over the next few years. The Westminster flood control channel is also tentatively slated for improvement. Local Projects Several local projects have continued to progress. The Public Works Department has recently awarded storm drain projects in the consolidated redevelopment area with construction initiated in the spring of 2008. Design is nearing completion on the rebuild of the Heil Pump Station; however funding has yet to be authorized for construction of this project. In addition, the Newland Street widening, which involves the construction of a new storm drain to alleviate area flooding, is underway with an anticipated completion date of 2009. E. Summary: The Planning Commission and staff believe that the annual review demonstrates that the City continues to actively pursue implementation of the FMP and recommend that the City Council accept the annual review as adequate and complete. Strategic Plan Goal: The annual review of the FMP includes updates on the status of various City flood control improvement projects consistent with the following Strategic Plan goal: Improve the City's plan for funding and completing infrastructure needs and develop strategies for resolving critical infrastructure problems to preserve the physical foundation of the community and enable the community's value to grow. Environmental Status: The annual review is categorically exempt pursuant to Class 6, Section 15306 of the California Environmental Quality Act which states that information collection that does not result in major disturbance to an environmental resource is exempt from any environmental review. In 2007 the Fire Department upgraded and automated its warning sirens which are located at seven fire stations. The Police Department has a contract with a reverse 9-1-1 type telephone warning system called RapidNotify. Tsunami signs have been posted on the beach and on major streets along the coast to identify the tsunami hazard zone and evacuation route. 8.3.3-Educate the public regarding the potential X Ongoing At outreach seminars the EOC provides threat of a tsunami the public with information on a tsunami threat and what residents should do if a tsunami warning is issued. In addition a Hazard Analysis was completed for schools identifying which should prepare for tsunamis. A Hazard Mitigation Plan was developed and one of the six hazards included is tsunami. The City Council,State OES,and FEMA have approved the plan. A Tsunami Plan was completed in 2007. A Tsunami Education Campaign was started in 2007 sending 21,000 letters to residents in the tsunami area. Booths are set up monthly to hand out tsunami and flood preparedness info to the public. A Mitigated Negative Declaration has been prepared for the Talbert Lake proiect and is in the public comment period. The annual review covers the period from July 1, 2007 through June 30, 2008. Following Planning Commission and City Council review the report must be submitted to FEMA by October 1 of each year as part of the City's annual re-certification. RECOMMENDATION: Motion to: "Accept the Flood Management Plan annual review as adequate and complete and forward to the City Council for their review." ALTERNATIVE ACTION: The Planning Commission may take alternative action such as: "Continue the Flood Management Plan Annual Review and direct staff accordingly." PROJECT PROPOSAL: Flood Management Plan Annual Review represents a request to review the progress made over the past 12 months in implementing the recommended activities of the Flood Management Plan(FMP) pursuant to Section 9 (Implementation) of the document. Following Planning Commission and City Council review the report must be submitted to FEMA by October 1 of each year as part of the City's annual re-certification. Failure to adhere to this deadline will jeopardize the City's participation in the flood insurance program. This is the eighth annual review of the FMP. The Planning Commission, City Council, and FEMA have accepted each past annual review as adequate and complete. The annual review and associated activities maintain the City's good standing with FEMA. BACKGROUND: The City joined the FEMA flood insurance program in 1983 with the adoption of floodplain regulations. Following City Council direction in 1994, the Planning Department submitted an application to FEMA for participation in the Community Rating System (CRS), a special program that rewards communities that implement more activities than the minimum requirements for participation in the flood insurance program. CRS works by awarding points for implementing certain activities. The points are then related to a class rating which allows a reduction in flood insurance premiums. Following a reverification visit by FEMA's consultant, the City became a class 7 community effective October 1999. This allows property owners in flood zones AE, A, V, and VE a 15% reduction in flood insurance premium. A 5% reduction is the maximum available to property owners in flood zone X. ISSUES: General Plan Conformance: The FMP continues to be consistent with the following applicable General Plan goals: EH 4—Eliminate, to the greatest degree possible, the risk from flood hazards to life,property,public investment and social order in the City of Huntington Beach. U 3 —Provide a flood control system which is able to support the permitted land uses while preserving the public safety; upgrade existing deficient systems; and pursue funding sources to reduce the costs of flood control provision in the City. EH 5 —Protect human life, to the greatest extent feasible, from tsunamis and seiche hazards. Zoning Compliance: Not applicable. Application Processing Dates: DATE OF COMPLETE APPLICATION: MANDATORY PROCESSING DATE(S): Not applicable October 1, 2008 ANALYSIS: Section 8.0 (Recommendation) of the FMP contains recommended activities to implement the goals of the FMP to reduce flood damage. A matrix of the various activities, responsible departments, and status of each activity to date is included in this staff report (Attachment No. 1). The purpose of the annual review is to demonstrate the progress that has been made in carrying out the recommended activities during the review period of July 1, 2007 through June 30, 2008. An update to various sections of the FMP is also identified below. Section 5.6-Protective Measures in Effect or Under Construction County Projects During the past twelve months the County continued improvements to the Huntington Beach flood control channel located in the southeastern part of the City to make it 100-year flood compliant. The County recently completed the remaining unimproved segment of the Huntington Beach channel section from Indianapolis Avenue to Adams Avenue. The County is in the process of finalizing an application for a map amendment. It is anticipated that the final FEMA determination on the map amendment request will take at least one to two years. A letter of map revision was issued for Talbert Channel in July 2007 removing an area generally located between Yorktown Avenue and Adams Avenue from the flood zone. PC Staff Report—7/22/08 -3 - (08sr23 FMP Annual Review) Completion of the remaining unimproved segments of the East Garden Grove Wintersburg flood control channel will result in additional reduction to the floodplain. Attachment No. 2 to this report is an excerpt from the County's seven-year flood control projects plan. It shows that portions of the East Garden Grove Wintersburg channel within the City are tentatively scheduled for $46,800,000 in improvements over the next few years. The Westminster flood control channel is also tentatively slated for improvement. Local Projects Several local projects have continued to progress. The Public Works Department has recently awarded storm drain projects in the consolidated redevelopment area with construction to begin in the spring of 2008. Design is nearing completion on the rebuild of the Heil Pump Station; however funding has yet to be authorized for construction of this project. In addition, the Newland Street widening, which involves the construction of a new storm drain to alleviate area flooding, is underway with an anticipated completion date of 2009. Flood Insurance According to the National Flood Insurance Program the number of flood insurance policies citywide remains steady while the amount of insurance premiums paid has increased as follows: May I16 II I1 .
