1. Code Amendment No. 92-4 complies with the National Flood
Insurance Program requirement of adopting the current flood
insurance rate map effective for Huntington Beach.

ENVIRONMENTAL STATUS:
Code Amendment No . 92-6 is categorically exempt pursuant to Class
20, Section 15320 of the California Environmental Quality Act as
expanded by City Council Resolution 4501.
ANALYSIS•
The Federal Emergency Management Agency (FEMA) has advised the City
that the current Flood Insurance Rate Map (FIRM) effective for the
City of Huntington Beach must be adopted to avoid possible
suspension from the National Flood Insurance Program (NFIP) .
Effective February 5, 1992, a county-wide FIRM became the official
map for flood insurance purposes, although no changes have been made
to the individual panels dated September 15, 1989 , applicable to
Huntington Beach. Adoption of the current county-wide FIRM to be
used in conjunction with the 1989 panels will insure the
availability of flood insurance to the property owners of property
that is located within special flood hazard areas that could be
inundated by a flood having a one (1) percent or greater probability
of being equaled or exceeded during any given year . This flood,
which is referred to as the 100-year flood (or base flood) , is the
national standard on which the floodplain management and insurance
requirements of NFIP are based.
The FIRM was prepared based on flood insurance studies prepared
specifically for the City in 1982 as well as the county-wide study
dated February 5, 1992 . Any subsequent revisions or amendments to
the FIRM or flood insurance studies will not be necessary for
separate adoption because the draft ordinance addresses this
possibility.
FUNDING SOURCE:
Not applicable to this Code Amendment .
ALTERNATIVE ACTION:
The City Council may take the following alternative actions :
1. Continue Code Amendment No. 92-4 and direct staff accordingly;
or,
2 . Deny Code Amendment No. 92-4 . This action, however, may result
in the suspension of the City of Huntington Beach from the
National Flood Insurance Program.

AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING SECTION 9400.4 OF THE
HUNTINGTON BEACH ORDINANCE CODE
The City Council of the City of Huntington Beach does hereby
ordain as follows:
Section 1. The Huntington Beach Ordinance Code, Article
940, Section 9400.4 is hereby amended to read as follows :
9400 .4 Establishment of Areas. The areas of
special flood hazard identified by the Federal
Emergency Management Agency or the Federal Insurance
Administration in a scientific and engineering
report entitled, "Flood Insurance Study for the City
of Huntington Beach, " dated August 16, 1982, and
accompanying Flood Insurance Rate Map (FIRM) dated
February 16, 1983 (revised September 15, 1989) , the
Orange County, county-wide FIRM and Flood Insurance
Study, dated February 5, 1992 and all subsequent
revisions and/or amendments are hereby adopted by
reference and declared to be a part of this
article. The Flood Insurance Studies are on file in
the office of the City Clerk. The Flood Insurance
Studies are the minimum area of applicability of
this article and may be supplemented by studies for
other areas which allow implementation of this
article and which are recommended to the City
Council by the Director.
Section 2. This ordinance will take effect 30 days from
the date of its adoption.
