Statement of Issue: The City of Huntington Beach participates in the Community Rating
System (CRS) program sponsored by the Federal Emergency Management Agency to allow
flood insurance premium reductions. As a participant in the program, the City is now
required to prepare and adopt a Floodplain Management Plan. This plan must be adopted
by the City Council prior to October 1, 2000.
Staff is recommending that the City Council direct the Planning Department to prepare a
Floodplain Management Plan for adoption by the City Council. ,

Analysis:
A. Background:
In 1994, the City Council directed staff to apply for participation in the Community Rating
System (CRS), a program sponsored by the Federal Emergency Management Agency
(FEMA) to allow flood insurance premium reductions. The CRS program contains many
activities that exceed FEMA's minimum requirement for cities to adopt a floodplain
ordinance. Communities that demonstrate that they implement various CRS activities are
awarded credit points. The credit points are then translated into classes ranging from 10 to 1
(best). In 1995 the City received 1,112 points and a Class 9 rating and was upgraded to a
Class 8 rating in 1996. This Class 8 rating allows a 10% reduction for flood insurance
policies issued in the City. (This reduction is not available to properties designated as A99
on the current flood insurance rate maps; the A99 zone is a lower risk area and a lower
premium is applicable.)
A 5-year reverification visit from FEMA's consultant was recently conducted. The consultant
reviewed each activity cited in the original 1994 application and reviewed additional activities.
New activities submitted include: flood warning program, capital improvement program
drainage projects, and additional stormwater drainage items. CRS credit points are being
calculated. The final calculation may result in additional points, better class rating, and lower
insurance premiums.
B. STAFF ANALYSIS AND RECOMMENDATION:
Properties that have received financial assistance from the National Flood Insurance
Program (NFIP) two or more times within a 10-year period are considered by FEMA as
repetitive loss properties. As part of the CRS program, communities which have 10 or more
repetitive loss properties must prepare and adopt a Floodplain Management Plan. The City
has been notified that there are 15 repetitive loss properties in Huntington Beach.
Therefore, a plan must be completed and adopted by the City Council by October 1, 2000.

The purpose of the Floodplain Management Plan is threefold:
■ to identify potential flood hazards and problems
■ to identify methods and projects to reduce or mitigate damage to repetitive loss
properties, to properties located within the floodplain, or to the entire city, and
■ to comply with the requirements of the CRS program.
Additional credit points will be attained by City Council sanction of the preparation of a
Floodplain Management Plan and its adoption.
Although FEMA has tentatively determined that much of the City will be removed from the
floodplain due to completion of Santa Ana River and several flood control channel
improvements, preparation and adoption of the plan is still required. This plan will satisfy
FEMA and CRS requirements and afford insurance premium reductions to all properties
remaining in the floodplain.
If the City does not prepare or adopt a Flood Management Plan before October 1, 2000, the
City will revert to a Class 10 with no reduction in flood insurance premiums available to its
citizens and business owners. Presently there are approximately 17,500 flood insurance
policies with over 2.5 billion dollars of flood insurance coverage for structures within the City.
$2.3 million in losses have been paid by FEMA for 824 flood damage claims since the City
entered the flood program in 1983. Loss of the rate reduction will increase the amount of
insurance coverage based on current floodplain boundaries.
C. SUMMARY
Planning staff recommends that the City Council direct staff to complete a Floodplain
Management Plan for the following reasons:
■ It will provide guidance to the city and community to mitigate and minimize future
damage/loss to properties due to flooding.
■ It will continue to allow flood insurance premium reductions for residents and property
owners.
■ It will allow additional CRS credits that may result in a better class rating.
■ It will comply with one of the minimum requirements for participation in the CRS
program.
Environmental Status:
The proposed project is categorically exempt pursuant to Class 6, Information Collection
Section 15360 of the California Environmental Quality Act which states that basic data
collection, research, and resource activities as part of a study leading to an action which a
public agency has not yet approved, adopted or funded is exempt from environmental
analysis.

This letter is being sent to you as a reminder that based on the current 1999
Repetitive Loss list, Huntington Beach is now a Community Rating System (CRS)
Category C community. A Category C community is a community with 10 or
more repetitive losses. The current list shows your community has 15 repetitive
losses.
I would like to take this time to encourage you to contact FEMA, if you have not
already received your Repetitive Loss Correction Worksheets (AW-501), and
request that they be sent to you as soon as possible. Please review the sheets
and make any corrections that are necessary. If after the corrections are made
and your community still has 10 or more repetitive losses, you will need to do a
Floodplain Management Plan, as per CRS, which addresses these repetitive
losses.
For pertinent information regarding the preparation and adoption of this plan,
refer to the 1999 CRS Coordinator's Manual pages 500-3 through 510-26. If you
need additional help or information, contact our plan reviewer, David Stroud @
919-789-8030. If Huntington Beach remains a Category C community after the
worksheets are corrected, you will have until October 1, 2000 to complete,
implement and adopt the plan.
