been approved by the Assistant Secretary of the Army. We now have to see what the funding
ramifications will be for the coming years. Subvention funds continue to be a problem at the
state level. We have our work cut out for us to keep on top of these two issues.

Questions and Answers
What is the Santa Ana River Flood Protection Agency?
The Santa Ana River Flood Protection Agency (SARFPA) was formed on November 25, 1974 to support the
Santa Ana River Mainstem Project. As a joint powers agency, SARFPA's primary function is to seek
congressional authorization and appropriations for the Santa Ana River Mainstem Project. The agency
provides Orange County citizens with information on the Santa Ana River flood threat and supports, on their
behalf, the need for flood control improvements.
The Santa Ana River Mainstem Project involves the construction of flood Control improvements for the
communities of Orange. Riverside and San Bernardino Counties. Its main features include the construction
of the Seven Oaks Dam in San Bernardino County, Prado Dam Improvements in Riverside County and the
Lower Santa Ana River Channel Improvements in Orange County.
Who are the members of SARFPA?
SARFPA consists of representatives from the County of Orange, Orange County Flood Control District,
Orange County Water District, Orange County Sanitation District and seventeen Orange County cities. The
agency contracts for the services of an executive director and a legislative advocate in Washington DC.
How does SARFPA support the Santa Ana River Mainstem Project?
SARFPA addresses the vital importance of these flood control improvements to Congress and the U.S. Army
Corps of Engineers for the project's authorization and construction appropriations. Every year, SARFPA
participates in submitting testimony to the House of Representatives and Senate Appropriation
Subcommittees in Washington DC to support federal appropriations.
SARFPA advocates with the Orange County State Delegation and the Governor's Office for state
subventions to reimburse Orange County Flood Control District's state share of non-federal project costs.
SARFPA also supports the efforts of the Orange County Flood Control District to have the 100-year Santa
Ana River floodplain amended by the Federal Emergency Management Agency (FEMA)resulting in the
reduction of insurance premiums and, in many cases, the removal of the mandatory flood insurance
requirements. SARFPA will continue supporting the project until its scheduled completion in the year 2000.

Seven Oaks Dam
Construction Update: Outlet works, intake structure and abutment stripping construction for$26.7 million is
complete. Embankment/spillway is currently under construction($183 million). Shaft and Gates construction
is forecast to start on April 29, 1998 and finish on November 1. 1998,
13 Real Estate Update: All acquisitions are complete, except Robertson's Ready Mix. SBCFCD finalizing quit
claim deeds for land exchange with Robertson's; and will send to OCFCD and RCFC&WCD for execution.
Upon completion of land exchange. Final Order for Robertson's acauisition to be processed.

Environmental Issues: Corps has finished a report on the San Bernardino Merriam's Kangaroo Rat. Joint
Corps/SCE Spring 1997 Survey conducted for Endangered Species(Arroyo Toads and Red Legged Frog:j)
(newly listed species: none found in dam construction area or SCE proposed relocation area during Spring
1997 Survey,
13 SCE: Flume relocation construction expected to start August 1. 1997. (FERC approval also expected
approximately Auglist 1. 1997).
13 Dam Safety Triad: Corps is continuing to address construction issues raised by Department of Water
Resources-Division of Safety of Dams (DSOD)
Water Conservation Study: Public review is underway on the F-6 Report, Corps proposes to complete
Feasibility Study by end of 1997.

Prado Dam
a Project Alternatives: Corps/LAD has submitted a report to Corps/Headquarters on the Prado Dam Feature
being a separable element, and to amend the cost share provision in the Local Cooperation Agreement.
o Recreation Master Plan: Updated Plan draft revised. being reviewed by OCFCD and OCWD. Plan to
include only property up to elevation 556-feet.
Value Engineering: Preliminary Proposals have been reviewed by Corps. Flood Program Division is
finalizing studies based on updated cost estimates. V.E. for Area III complete: awaiting_decision(s) on Prado
Dam. River Road flood wall report complete. wall design being_finalized. Further study is on hold, subject to
a determination on the Prado Dam Project.
Alcoa Dike: Design Memorandum #17 and its Environmental Assessment are being revised by J. M.
Tettemer and Associates per comments made by Corns and Orange County. The agreement for OCFCD's
reimbursement to the City of Corona for the costs of preparing,DM17 has been signed by bothparties,
• Other Dikes: Revisions to the Auxiliary Dike and Women's Prison Dike alignments are on hold subject to a
determination on the Prado Dam Project.
• SR71: Construction start June 2. 1997. Still awaiting Corms determination on gas line prior rights issue. Road
closed July 15 to approximately November 15. 1997,
Cl Utilities: OCEMA and Corps staff continuing investigation on utility prior rights determinations. Southern
California Gas Company has orally advised that they do not believe they are responsible for relocating a main
30"gas line for the SR71 project. Corps Headquarters is to provide policy direction on this matter.
13 Norco Bluffs: After reviewing the Corps' reconnaissance study on the Norco Buffs properties,the OCFCD
concurs with the Corps' structural solution of stabilizing the bluffs. This approach will be incorporated in first
phase construction(to improve enhancement, etc.) by mid-December.
Surveying: Previously authorized surveying assignments are being completed by A/E contractors. Other
assignments are being conducted by OCEMA staff or being placed on hold. S R CaUYon packages to be
completed in 1997.
Real Estate: Hardship applications are continuing to be reviewed when they are submitted. Appraisal for
hardship cases are being processed. Appraisal work for reservoir lands continues to be on hold.
Santiago Creek
• Santiago Basin:Negotiations with OCWD on Santiago Basin("the pits" area) are continuing nv iga ion
by the Corns to present slope stability. proposal final report at June 3. 1997 meeting,.
• Construction: Corps is scheduled to complete design plans and specifications January 15, 2001. Construction
start scheduled for 2001.

Lower Santa Ana River
Santa Ana River Canyon: Revising text and exhibits to reflect comments and new organization on the Santa
Ana Canyon Management Plan. Flood Program staff held an in-house seminar to review and discuss County
obligations/responsibilities. RCFC and SBCFCD are reviewing. Expect to send final draft to Corps by the end

oune. Appraisals being prepared/reviewed for Canyon parcels.
o Landscaping: General Landscape and Maintenance Company.
- Reach 1 and Reach 10: First phase of landscaping completed on April 30. 1996. One year warranty with
con in ued plant replacement continues through June 1997 with an additional 6 months on irrigation lines.
- Reach 2: Landscaping contract to be awarded Fall 1997.
- Reach 3 and 4: Landscaping construction scheduled for Fall 1998, however. that is dependent on funding.
-Reach 5 and 6: Reaches 5 and 6 landscaping Plans and Specs started in April. 1997.
Marsh Restoration: A three-year monitoring/planting program continues. Marshland planting- Phase II was
started in October. 1996 and forecast to complete by June. 1998. Corns considering a name.
13 Construction:
- Reach 1: Corps to remove sodium contaminated soil in staging area and replace with soil from
Within the park site. Work to start mid June 1997.
- Reach 2: Corps removed sand, and repaired area experiencing settlement at some joints and the subdrain
system. Corps retesting system. will soon certify ,o erg ability.
- Reach 3 & 4: Corps testing system,will soon certify operability.
-Reach 7: Reach 7 contract awarded to Hubbs Corporation on March 22, 1996 for$12.5 Million, and is 93%
complete at this time(May. 192). It is forecast to be completed in August. 1997.
- Reach 8: Plans and Specs for channel improvements were completed in December. 1996. However..
advertising for bid put on hold until construction funding is available Funding for part of Reach 8 may
become available in Summer of 1997.
-Reach 9: Plans and Specs for Reach 9 for the channel portion are forecasted to be complete in June, 1998.

• The President's Budget for Federal Fiscal Year 1997 includes$51.02 Million for the SARP.
• OCFCD submitted$117.4 million in claims to the Department of Water Resources(DWR). $47 Million has
been paid; an additional$3 Million in claims have been approved by DWR for payment when funds become
available, probably by mid- 1997.
