SUBJECT: ADOPT RESOLUTION FOR FLOOD CONTROL IMPROVEMENTS

Statement of Issue:
The Orange County Public Facilities & Resources Department (PF&RD) requests City
Council approval of plans and specifications for flood control improvements to the Huntington
Beach Channel (Facility No. D01) from Atlanta Avenue to Indianapolis Avenue.
Funding Source:
City funding is not required for this action.
Recommended Action: Motion to:
1) Adopt Resolution No.2063-a--/ , a Resolution of the City Council of the City of
Huntington Beach approving plans and specifications for the construction of
improvements to the Huntington Beach Channel (Facility No. D01) from Atlanta Avenue to
Indianapolis Avenue by the Orange County Public Facilities and Resources Department
and funded by the Orange County Flood Control District.
Alternative Action(s):
Deny approval of plans and specifications. .This action may cause the County to allocate
funds to other flood control projects within the County. i

REQUEST FOR ACTION

Analysis:
In accordance with the California Public Contract Code and before the PF&RD can proceed
with a project within the City, the City of Huntington Beach must adopt a resolution approving
the plans and specifications for improvements to their Huntington Beach Channel (Facility
No. D01) from Atlanta Avenue to Indianapolis Avenue.
The County's improvement project within this reach of the Huntington Beach Channel is
designed to protect the surrounding residential neighborhoods from flooding by increasing
the capacity of the channel to convey the 100-year storm flow. Staff has reviewed the
County's plans and specifications and concurs with the request for City Council approval.
The project will be presented to the PF&RD Board in early May. Construction is scheduled to
begin in June and be completed in approximately ten months. Over the past few months, the
County held community meetings with adjacent residents to explain the project and respond
to expressed concerns.
Public Works Commission Review:
The Public Works Commission reviewed and-approved this item at its regular meeting of
February 19, 2003, by a vote of 6-0-1 (Commissioner Johnson was absent).
Environmental Status:
The Environmental Impact Report for this project is on file with the Orange County Flood
Control District.

SPECIFICATIONS FOR THE CONSTRUCTION OF IMPROVEMENTS TO THE
HUNTINGTON.BEACH CHANNEL (FACILITY NO. DOI)

BY THE ORANGE COUNTY PUBLIC FACILITIES
AND RESOURCES DEPARTMENT AND FUNDED BY THE
ORANGE COUNTY FLOOD CONTROL DISTRICT
WHEREAS,the Orange County Public Facilities and Resources Department on behalf of
the Orange County Flood Control District proposes to construct 100-year flood control
improvements to the Huntington Beach Channel (Facility No. DO 1) from Atlanta Avenue to
Indianapolis Avenue which project has been found to have beneficial impacts on drainage within
the City of Huntington Beach; and
Approval of plans and specifications for this project by the City of Huntington Beach is
required under provisions of the California Public Contract Code;
NOW,THEREFORE,the City Council of the City of Huntington Beach does hereby
approve plans and specifications for the proposed project to widen Huntington Beach Channel
(Facility No. DO I) from Atlanta Avenue to Indianapolis Avenue by the Orange County.Public
Facilities and Resources Department.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 17th day of KArch ,2003.

Statement of Issue:
The Orange County Flood Control District (OCFCD) requests City Council approval of plans
and specifications for flood control improvements to the Huntington Beach Channel from
1,750 feet upstream of Newland Street to Atlanta Avenue. The improvements will provide
additional flood control protection to properties in the City of Huntington Beach.
Funding Source:

Recommended Action: Motion to:
Adopt Resolution No.,?006 —77 approving plans and specifications for the flood control
improvements to the Huntington Beach Channel from 1,750 feet upstream of Newland Street
to Atlanta Avenue.
Alternative Action(s):
Deny approval of plans and specifications. This action may cause the County to allocate
funds to other flood control projects within the County.
Analysis:
Before the OCFCD can proceed with a project within the City, the City of Huntington Beach
must adopt a resolution approving the plans and specifications for the construction of their
Huntington Beach Channel improvements between 1,750 feet upstream of Newland Street to
Atlanta Avenue, in accordance with the California Public Contract Code.
The County's widening project within this reach of the Huntington Beach Channel is designed
to protect surrounding residential neighborhoods from flooding by enlarging the channel to
convey the 100-year storm flow. Staff has reviewed the County's plans and specifications
and concurs with their request for City Council approval.
Public Works Commission Review:
The Public Works Commission endorsed the project on July 19, 2000, by a vote of 6 ayes, 1
absent.
Environmental Status:
The E.I.R. for this project is on file with the OCFCD.
