Statement of Issue:
The Orange County Resources & Development Management Department (RDMD) requests
City Council approval of plans and specifications for flood control improvements to the
Huntington Beach Channel (Facility No. D01) from Indianapolis Avenue to Adams Avenue.
Funding Source:
City funding is not required for this action
Recommended Action: Motion to:
1) Adopt Resolution No. ?spa=1�6 a Resolution of the City Council of the City of
Huntington Beach approving plans and specifications for the construction of
improvements to the Huntington Beach Channel (Facility No. D01) from Indianapolis
Avenue to Adams Avenue by the Orange County Resources & Development
Management Department (RDMD) and funded by the Orange County Flood Control
District (County).
Alternative Action(s):
Deny approval of plans and specifications. This action may cause the County to allocate
funds to other flood control projects within other cities in the County.

Analysis:
In accordance with the California Public Contract Code and before the County can proceed
with a project within the City, the City of Huntington Beach must adopt a resolution approving
the plans and specifications for improvements to the County's Huntington Beach Channel
(Facility No. D01) from Indianapolis Avenue to Adams Avenue.
The County's improvement project within this reach of the Huntington Beach Channel is
designed to protect the surrounding residential neighborhoods from flooding by increasing
the capacity of the channel to convey a 100-year intensity storm flow. Staff has reviewed the
County's plans and specifications and concurs with the request for City Council approval.
Construction is scheduled to begin in August and be completed in approximately ten months.
On April 13, 2004, the County held a community meeting with adjacent residents to explain
the project and respond to expressed concerns. Once this project is completed, a cathodic
protection project will follow and will complete the Talbert Valley Channel system within the
City.
Public Works Commission Action: Not required.
Environmental Status: The Environmental Impact Report for this project is on file with the
RDMD.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HUNTINGTON BEACH APPROVING PLANS AND
SPECIFICATIONS FOR THE CONSTRUCTION.OF IMPROVEMENTS .
TO THE HUNTINGTON BEACH CHANNEL(FACILITY NO. DO 1)FROM
INDIANAPOLIS AVENUE TO ADAMS AVENUE BY THE ORANGE COUNTY
RESOURCES AND DEVELOPMENT MANAGEMENT DEPARTMENT
AND FUNDED BY THE ORANGE COUNTY FLOOD CONTROL DISTRICT
WHEREAS,the Orange County Resources and Development Management Department
on behalf of the Orange County Flood Control District proposes to construct 100-year flood
control improvements to the Huntington Beach Channel (Facility No. DO1) from Indianapolis
Avenue to Adams Avenue, which project has been found to have beneficial impacts on drainage
within the City of Huntington Beach; and
Approval of plans and specifications for this project by the City of Huntington Beach is
required under provisions of the California Public Contract Code;
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
approve plans and specifications for the proposed project to widen Huntington Beach Channel
(Facility No. DO1) from Indianapolis Avenue to Adams-Avenue by the Orange County
Resources and Development Management Department. . .
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 17 th day of May , 2004.
