Statement of Issue:
The Orange County Environmental Management Agency requests City Council approval of
plans and specifications for construction work within Talbert Channel from Banning Avenue
and Hamilton Avenue.
Recommended Action:
Adopt the attached resolution approving plans and specifications for construction of Talbert
Channel from Banning Avenue to Hamilton Avenue.
Alternative Action(s):
Deny approval of plans and specifications. If the project is not approved by the City Council,
the project will not proceed and the County will have the option to expend the allocated
funds on other projects within the County.

Analysis:
The Orange County Environmental Management Agency has prepared plans and
specifications for the construction of Talbert Channel between Banning Avenue and
Hamilton Avenue, which includes the removal and construction of a pedestrian bridge over
this section of the channel.
On June 5, 1995 The City Council of Huntington Beach approved the Agreement No. D94-
028 between the Orange County Flood Control District (OCFCD) and the City of Huntington
Beach for the removal and construction of the pedestrian bridge.
In order to satisfy the provisions under of the 'California Public Contract Code, Section
21020.9, the City of Huntington Beach must adopt a resolution approving plans and
specifications for the project.
Environmental Status: The Orange County Flood Control District E.I.R. No. 445, certified
in 1987, is on file at the District.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH APPROVING PLANS AND
SPECIFICATIONS FOR -THE CONSTRUCTION OF
IMPROVEMENTS TO THE TALBERT CHANNEL FROM
BANNING AVENUE TO HAMILTON AVENUE INCLUDING
THE CONSTRUCTION OF A PEDESTRIAN BRIDGE,
BY THE ORANGE COUNTY ENVIRONMENTAL MANAGEMENT
AGENCY AND FUNDED BY THE CITY OF HUNTINGTON BEACH
AND THE ORANGE COUNTY FLOOD CONTROL DISTRICT
WHEREAS, the Orange County Environmental Management Agency on behalf
of the Orange County Flood Control District proposes to construct 100-year
flood control improvements to the Talbert Channel from Banning Avenue to
Hamilton Avenue including the construction of a pedestrian bridge from Tract
No. 3898 to Eader Elementary School, which project has been found. to have
beneficial impacts on drainage within the City of Huntington Beach; and
Approval of plans and specifications for this project by the City of
Huntington Beach is required under provisions of the California Public
Contract Code;
NOW, THEREFORE, The City Council of the City of Huntington Beach does
hereby approve plans and specifications for the proposed project to widen
Talbert Channel from Banning Avenue to Hamilton Avenue by the Orange County
Environmental Management Agency.
PASSED AND ADOPTED by the City Council of the City of Huntington
Beach at a regular meeting thereof held on the 1 9th day of jn n P , 1995.
