Flynn, City Clerk SUBJECT: Receive and File Annual Passport Acceptance Facility Report for 2006 Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: Submitted for City Council review is the 2006 Annual Report for the City Clerk's Passport Acceptance Facility operations. In 2006 City Clerk staff served 3,416 citizens, generating a gross revenue estimate of $110,673. Huntington Beach residents constituted the majority of customers (2,974) followed by Fountain Valley (129), Westminster (62) and Costa Mesa (28). The additional 223 customers were from various other cities. The city receives $30.00 (fee set by the U.S. Department of State, Bureau of Consumer Affairs) for each passport processed by the City Clerk's Office. Funding Source: Not applicable. Recommended Action: Motion to: Receive and file the Annual Passport Acceptance Facility Report for 2006, as prepared and submitted by the Office of the City Clerk. Alternative Action(s): None. Analysis: It has now been six years since the City Council approved the City Clerk's Office designation as a Passport Acceptance Facility by the U.S. Department of State. Since inception 22,853 customers have been served in our office. Records have proven that the facility continues to generate revenue. The total revenue since inception in February 2000 is approximately $545,600. In 2005 the City Clerk began submitting an annual report to Council rather than quarterly reports. Daily accounting is still prepared, and should Council wish to see a report prior to the annual report each January, the City Clerk would be happy to provide one. REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 1/16/2007 DEPARTMENT ID NUMBER: CK 07-01 The number of passport applicants decreased by 256 in 2006 from the previous year. We served 228 less Fountain Valley residents in 2006 than we did in 2005. This decrease may be due in part to the opening of two (2) new facilities in the City of Fountain Valley. Fountain Valley City Hall, located at 10200 Slater Avenue, started offering passport acceptance services in late 2005. In 2006 they served 994 customers. The Fountain Valley Post Office located at 17227 Newhope Street, started offering passport acceptance services in February 2006. Their agents state that they issue on average 6 to 10 passports daily to area residents. Our challenge for next year is to increase revenue by 5%. We have instituted additional outreach/public education efforts. The Department of State is proposing a reduced processing fee due to a perceived economy of scale, but since we are not seeing increased numbers, this drop in fee will force us to work harder to see a revenue increase. In July 2006, the City Clerk's Office began offering an optional passport photo service at a reasonable cost of $10.00 per customer. This enhancement eliminates the need for our customers to visit two separate establishments to accomplish one purpose. In the 6 months we have taken photographs, we have generated revenue in the amount of $8,110. This is one way we hope to reach our performance goal of a 5% increase in revenue.
