Statement of Issue: The listed contracts are no longer presented to the City Council but
are entered into between City Departments and consultant firms pursuant to the Huntington
Beach Municipal Code. Funds are in the City budget. These contracts have been
transmitted to the City Clerk for official filing for the public record.
Funding Source: No funds are required.
Recommended Action: Motion to: Receive and file the List of Professional Service
Contracts Approved by Department Heads Pursuant to Huntington Beach Municipal Code
Chapter 3.03 and Submitted to the Office of the City Clerk during the period of July 1, 2009
through September 30, 2009.
Alternative Action(s): Provide alternative direction to staff.

Analysis: On November 19, 2001Dthe City Clerk requested that the City Council establish a
policy for the City Clerk's office to follow in the administration of all contracts entered into
between City Departments and consultant firms pursuant to Huntington Beach Municipal
Code Chapter 3.03. This City Council policy ensures public review of new contracts through
identification on the Council agenda.
The City Charter mandates the City Clerk to be responsible to maintain contracts entered into
by the City. This policy assists the City Clerk's office in its responsibilities in the
implementation of Huntington Beach Municipal Code Section 3.03.
Strategic Plan Goal: Improve internal and external communication.

Statement of Issue: Submitted for City Council review is the 2008 Annual Report for the
City Clerk's Passport Acceptance Facility operations. In 2008 City Clerk staff served 4,386
citizens, generating a gross revenue estimate of$143,865. Huntington Beach residents
constituted the majority of customers (3,563) followed by Fountain Valley (363), Westminster
(112), Garden Grove (78) and Costa Mesa (37). The additional 233 customers were.from
various other cities. The city receives $25.00 (fee set by the U.S. Department of State,
Bureau of Consumer Affairs) for each passport processed by the City Clerk's Office. This fee
decreased from $30.00 on February 1, 2008. The City Clerk's Office also offers photo
services at $10 per set of 2.

Recommended Action: Motion to: Receive and file the Annual Passport Acceptance
Facility Report for 2008, as prepared and submitted by the Office of the City Clerk.
Alternative Action(s): None.
Analysis: It has now been nine years since the City Council approved the City Clerk's
Office designation as a Passport Acceptance Facility by the U.S. Department of State. Since
inception 33,223 customers have been served in our office. Records have proven that the
facility continues to generate revenue. The total revenue since inception in February 2000 is
approximately $909,899.57.

The number of passport applicants decreased by 1,598 in 2008 from the previous year. "The
decline in passport applications in 2008 was most likely attributable to current economic
conditions as well as Congress' decision to delay the implementation of the second phase of
the Western Hemisphere Travel Initiative (WHTI) to June 1, 2009," (Passport News, 11/08).
Phase II of the WHTI will require all U.S. citizens traveling between the U.S. and Canada,
Mexico, Central and South America, the Caribbean, and Bermuda by land, rail and sea
(including ferries), to present a valid U.S. passport or other documents as determined by the
Department of Homeland Security.
Passport photo service continues to be a reliable resource for generating revenue. In 2008
3,114 patrons utilized this optional service, generating $31,140 in general fund dollars. Our
customers appreciate the convenience of having this service available, allowing them to
accomplish their application requirements at one facility.
Our challenge this year is to maintain our commitment to provide the highest level of
customer service to our patrons, and to increase passport acceptance revenue by 10%. We
expect this measure to be met through an anticipated increase in applicants, created by
implementation of Phase II of the WHTI in June 2009.
