Statement of Issue:
There is a need for the City Council to approve appointments to the Community Services
Commission per recommendations by the local school districts.
Financial Impact:
Not applicable.
Recommended Action:
A) Appoint-Jo4n--Bfiseee-ef Stephanie Green, Ocean View School District Representative to a term
of July 1, 2018, to June 30, 2019; and,
B) Reappoint Ian Collins, Fountain Valley School District Representative to a term of July 1, 2018, to
June 30, 2019; and,
C) Reappoint Bridget Kaub, Huntington Beach City School District Representative to a term of July 1,

Alternative Action(s):
Do not approve appointments for the Community Services Commission and direct staff accordingly.

having facilities within the City of Huntington Beach shall have representatives on the Community
Services Commission.
Chapter 2.64.040 states: The City Council shall appoint six members for terms of one-year. Each
elementary, high school and public community college district having facilities within the City may
recommend to the Council, on or before the third Monday of June of each year, two or more persons,
residents of the City of Huntington Beach, to represent their district. One of said persons shall be
appointed by the Council for a one-year term which will terminate on June 30 the following year. In
the event that any district shall not make such recommendations to the Council by the first day of
July, then the Council may appoint some qualified person to a one-year term to represent such
school district on the commission (1113-7/65, 1300-3/67, 2383-7/79, 2389-9/79, 3723-12/05, 3983-
1/14)
Huntington Beach Union High School District (HBUHSD), Fountain Valley School District (FVSD),
and Huntington Beach City School District (HBCSD) are recommending the re-appointment of their
current representatives as follows: Roy Miller for HBUHSD; Ian Collins for FVSD; and, Bridget Kaub
for HBCSD.
The Ocean View School District is recommending one of two individuals to represent their district,
either John Briscoe or Stephanie Green.
The Westminster School District has informed staff that they are not making a recommendation this
year. The Coast Community College District recommended re-appointing Albert Gasparian.
However, Mr. Gasparian has reached his term limit of eight-years and, therefore, must serve an
absence of one-year before being reappointed. At this point, the College District has not offered an
alternative recommendation.
Per Chapter 2.64, City Council has the option to appoint residents of the City to represent each
district should they so choose. Should City Council choose not to appoint the representatives, the
Commission would consist of the seven City Council appointees and representatives from HBUHSD,
FVSD, OVSD and HBCSD.

I've known Stephanie Green for nearly 12 years and can't say enough positive things about this Huntington
Beach resident. Stephanie has been a pillar in our community serving and working with kids of all ages. I've
worked for her and along side her in our local Ocean View Little League. Stephanie has been a dedicated
community volunteer serving our youth with pride, dedication and total commitment. As president of our
little league, Stephanie managed to govern our league with dignity and 100% commitment. Her efforts and
work ethic are unmatched. She was always thoughtful when it came to the financial state of the league and
was frugal with the leagues money considering the best possible options. She was never wasteful and thought
of resourceful options whenever possible.

I would like to voice my support for Stephanie Green being appointed to the Community Services Commission. I have
known her for over 12 years and have been impressed with her willingness to volunteer with youth groups,
school groups and be involved in community based activities. When I was President of Ocean View Little League,
Stephanie served on the Board of Directors and could always be counted on to assume a leadership role and to put the
kids first in her decision making. Her years as President of Ocean View Little League would have given her the experience
in dealing with local school districts and the City Recreation Department on facility usage issues that will prove beneficial
in this position.
As a long time resident and business owner in Huntington Beach I cannot think of anyone I would rather have providing
input on our Community Services than Stephanie Green.

City Council members:
It is my privilege to endorse and commend to you STEPHANIE GREEN as the Ocean View School District
representative on the Community Services Commission for the upcoming year. You will be voting on that
appointment as Item 10 in the Consent Calendar portion of your Monday evening meeting.
I have known my good friend Stephanie for about ten years, socially and in connection with all of her volunteer
work with the OVSD, where her endeavors strive always for the betterment of the students, and their teachers
and classrooms. One of her greatest quests (and probably one that will never be completed) is her passion for
park and playground 'development and maintenance, which is key to a successful Community Services
Commission. She continually advocates for the motto, "Parks Make Life Better," and, I might add, for a motto
that playgrounds make life better for kids. In her volunteer work with the District, she became something of an
expert on the "pocket parks," which are an important component of our City's park system.
Paramount in my list of local governmental concerns is fiscal responsibility and public finances. As friends, she
and I have had many discussions around the topic of"but where will the money come from?" and I can assure
you she is very fiscally conservative.
Over the years I have watched her as she served on various committees, and have admired how well she
works with others, often bringing fresh perspectives to the issue at hand. She is quick to identify the core of a
challenge, and to offer reasoned solutions. Give Stephanie a task, and consider it done.
Personally, she is charming, engaging, empathetic, and always with a great sense of humor. Stephanie
manages to foster positive discussions, and brings the best out of those with whom she interacts.
With her background, institutional knowledge, experience, and "people" skillset, your consideration for
Stephanie's appointment to this important Commission is very well placed.
