SUBJECT: Approve for introduction, Ordinance No 4086 amending the Huntington Beach
Municipal Code (HBMC) by modifying Chapters 2 14, 2 15 and 2 33 relating to
change of a department name and title changes of department head positions
Statement of Issue
Updates to the Huntington Beach Municipal Code are requested to reflect changes to certain
department head position titles and amend the name of the Department of Planning and Building to
the Community Development Department as amended in the Fiscal Year 2015-16 Operating
Budget
Financial Impact
There is no financial impact for these updates All title and/or name changes to normal operating
supplies will take place as normally budgeted and/or replaced
Recommended Action
Approve for introduction Ordinance No 4086, "An Ordinance of the City of Huntington Beach
Amending the Huntington Beach Municipal Code by Amending Chapters 2 15, 2 30, 2 33, 2 56,
2 86 and 2 114 Thereof' relating to the change of a Department Name and Title Changes of
Department Head Positions

Do not adopt Ordinance No 4086 amending the department name and title changes of select
department head positions
Analysis
Updates to the HBMC are needed to reflect modifications to the department name for the Planning
and Building Department and the position titles for three department head positions The position
title of Finance Director will be changed to Chief Financial Officer, the Director of Planning and
Building will be changed to Community Development Director to correspond with the change to the
department title as reflected in the FY 15/16 budget, and the Director of Information Services will be
changed to Chief Information Officer as reflected in the recent recruitment brochure There will be
no changes to the duties or responsibilities of the re-titled positions The re-titled positions for
Finance and Information Services reflect industry trends and enhanced accountability for overall
fiscal and information/innovation technology, respectively The draft ordinance also makes clean
up amendments to be consistent with the City Charter to include appointing authority of the Director
of Community Development, Director of Library Services, Director of Public Works, and Chief
Information Officer

AMENDING THE HUNTINGTON BEACH MUNICIPAL
CODE BY AMENDING CHAPTERS 2 15, 2 30, 2 33, 2 56. 2 86 AND 2 114 THEREOF
The City Council of the City of Huntington Beach does hereby ordain as follows
SECTION 1. That Section 2 15 030 of the Huntington Beach Municipal Code is hereby
amended to Lead as follows.
2.15.030 Chief Financial Officer—Powers and Duties
The Chief Financial Offcei shall be appointed by the City Manage) The Chief Financial Officer
shall have the following powers and duties
A Diiect, plan, organize and coordinate piogiams and activities of the Finance Department
B Establish and maintain a system of financial procedures, accounts and coati ols for the

H Establishes and controls all bank accounts, negotiates services and contracts with bank,
and handles ietuined checks and ieconciliation thereof
I Collects and deposits of causes to be deposited monies owed to the City whether by tax,
fee, charge, judgment, settlement or otherwise, utilizes letters, phone calls, and collection
agencies as required, and may write off uncollectible items up to $10,000 00 without
further authorization, between $10,000 00 and $50,000 00 with the prior approval of the
City Manager and in excess of$50,000 00 with City Council approval only, in
furtheiance of the City Tieasuiei's duties under the City Charter
J Makes cash flow projections on a weekly and monthly basis
K Receives all City monies including taxes, fees, water, sewer and trash fees including oil
well ioyaltles and transient occupancy taxes in furtheiance of the City Tieasurer's duties
under the City Charter
L Maintains all tr usts, bonds, secul ity ag1 eements, and funds for the City including the
filing, depositing, refunds and releases, letters of release, and inquiries relating thereto.
SECTION 2 That Section 2 15 040 of the Huntington Beach Municipal Code is hereby
amended to lead as follows
2.15.040 Appointment of Subordinates
The Chief Financial Officei, with the approval of the City Managei, shall appoint all other
officers, assistants, deputies and employees of the Finance Department
SECTION 3 That Section 2.15 050 of the Huntington Beach Municipal Code is hereby
amended to lead as follows
2.15.050 Financial and Accounting Duties of City Clerk Transferred
In accordance with Government Code Sections 37209 and 40805 5, the financial and accounting
duties imposed upon the City Clerk by Government Code Sections 40802 through 40805 aie
hereby transferred to the Chief Financial Officei
SECTION 4 That Section 2 30 030 of the Iuntington Beach Municipal Code is hereby

There is heteby created the Depaitment of Community Development of the City of Huntington
Beach
2.33.020 Director—Appointment
1 he Director of Community Development shall be the head of the department and such diiectot

2.33.030 Department Objectives
The obJectives of the depaitment shall be as follows

Design Review Board, Enviionnnental Board, Subdivision Committee, Environmental

G Utilize automation to improve the access to information and services
H Provide plan review and inspection services in a professional, flexible and equitable

enforcement of appropriate sections of Titles 8, 15 and 17 of the Huntington Beach

California Labot Code Section 6404 5 (smoking in closed places of employment)

C. Directs the pieparation of the annual budget, administers the approved budget and
controls expenditures.
D Responsible for the selection and evaluation of employees in accordance with

F Dnects the maintenance of the libiaiy, statistics, iecoids and related reports
