CITY OF HUNTINGTON BEACH City Council Interoffice Communicati®n To: Honorable Mayor and City Council Members From: Erik Peterson, City Council Memb r Jim Katapodis, Mayor Pro Tem Date: April 13, 2015 Subject: CITY COUNCIL MEMBER ITEM FOR THE APRIL 20, 2015, CITY COUNCIL MEETING — FINANCE COMMISSION STATEMENT OF ISSUE: Recognizing the importance of economic and financial affairs with regards to the City of Huntington Beach and the importance of government transparency, a Finance Commission should be established. The City of Huntington Beach had a Finance Board that was merged with the Investment Advisory Board then dissolved in late 2010. The loss of this board removed regular public oversight of the City's finances and an invaluable tool of City Council. RECOMMENDED ACTION: Establish a Finance Commission to advise the City Council regarding the funding of activities and programs; review actual vs. planned revenue and expenditure levels, and help ensure efficiency.
