Request to Rename the "Tree Committee" to the "City
Beautificatio Through Landscaping Committee"

Request that this committee on its near term agendas consider the following: �-
1. Completion of policy on sharing costs between city and homeowner groups:`
2. Completion of Landscaping Ordinance which is triggered when a business is,,
transferred or sold.
I Requirements to be designated a "Tree City."
4. A comprehensive long-range program for funding the following:
a. landscaping all medians
b. replacement of the approximately 8,000 trees which have been lost.
C. Completion of landscaping the bluffs between Goldenwest and Seapoint.
5. Landscaping all flood control channels in cooperation with the county.
6. Landscaping of Sanitation Plant.
7. Covering all walls with vines.
8. Code Enforcement of existing landscaping requirements such as the inland side of
Pacific Coast Highway between Goldenwest and Seapoint.
9. Landscaping of industrial property along Goldenwest near Garfield and Garfield
east of Goldenwest.
10. Landscaping in front of the AES Plant, Cabrillo Mobile Home Park, and Action
Boat Sales.
11. Landscaping of state owned building at 17'` and Pacific Coast Highway.
It would be of value to coordinate the efforts of the Landscaping Committee with the
efforts of the Nuisance House Task Force, the Neighborhood Improvement Program, and
the Infrastructure Committee.

Conditional Use Permit (CUP) when businesses turn over or building use
changes
3. Landscaping of all flood control channels

5. Landscaping on the inland side of Pacific Coast Highway from the Santa Ana
River to "The Bluffs"
6. Completion of landscaping of the beachfront park north of the Pier to "The
Bluffs"
7. Landscaping projects in front of the A.E.S. Plant and the general area within
the 305 acres bounded by Beach Boulevard, Pacific Coast Highway,
Magnolia and Hamilton Streets
8. Landscaping projects within the industrial area north of the Seacliff Shopping
Center, especially along Goldenwest, Garfield and Main Street
9. Replantation of trees in the approximately 8,000 vacant tree spots around the
City
10. Promulgation of the wall vine planting project. Encourage the covering of all
brick walls with vines
11. Pass appropriate legislation to have Huntington Beach designated a "Tree
City" such as occurred in Irvine
12. General landscaping program on Beach Boulevard

SUBJECT: LANDSCAPE IMPROVEMENTS
On December 20, 1999, 1 presented an "H" Item regarding a letter sent to me from the H.unti6bton
Harbour Property Owners Association, Inc. requesting my support for their project to landsbape
barren areas along Edinger Avenue and Countess Drive in the Huntington Harbour area.
At the December 20th meeting, City Council requested a report from staff on these issues and the
report is attached.
As you know, for some time now, I have discussed my concerns that there are areas throughout the
City that have been without required beautification, are very unattractive and provide for a rather
unpleasant drive through out the City.
With this in mind I would request the City Council consider establishing a process where by direction is
given to staff to submit a plan and annual budget for City Council consideration to begin making
improvements to these unattractive areas.
My thoughts are that when a citizens group, such as the HHPOA requests assistance in landscaping or
beautifying a public property area, the City Council establish a threshold of assistance say, fifty
percent (50%) of cost, where by the citizens involved, pay (50%) of cost, the Council will consider
funding the remaining cost.
With regards to the several areas I mentioned in my "H" item, in addition to the HHPOA request, I am
requesting City Council ask the Mayor to send a letter to our Supervisor, Jim Silva, requesting his
assistance in getting the County to make landscape improvements along all of the County flood
channels listed in my "H" item. I am sure this may require a meeting or two between the City and
County and I will volunteer to be the elected official to represent the City should Mr. Silva be
interested or involved.
Perhaps a Study Session with the Council would be appropriate to discuss this general subject.

ITEM 4 The area of improvements requested by the Huntington Harbour
