Statement of Issue: Submitted for City Council review is the report of the City Clerk's
Passport Acceptance Facility operations. From October 2004 through December 2004 the
Passport Acceptance Facility served 504 citizens with a projected revenue of $9,260.52.
Huntington Beach residents constituted the majority of customers (403) followed by
Fountain Valley (41), Westminster (16) and Costa Mesa (7).
The city receives $30.00 from the U.S. Department of State for each passport processed by
the City Clerk's Office. Prior to August 19, 2002 the payment to the city was $15.00 per
passport. This increase, and the growing number of customers to the facility, has resulted in
increased revenue.
Recommended Action: Motion to: Receive and File the Quarterly Passport Acceptance
Facility Report showing projected revenue of $9,260.52 for the period of October 1, 2004 to
December 31, 2004 as prepared and submitted by the Office of the City Clerk.

Funding Source: NIA
Analysis: In 1999 the City Council approved the City Clerk's Office becoming a Passport
Acceptance Facility designated by the U.S. Department of State, Bureau of Consumer
Affairs. The facility opened February 2000. The staff has received favorable comments from
the public for the City Council offering this convenient location to apply for their passport.
Additional advertising opportunities are being utilized in hopes of increasing passport
applications.
The total net profit since the Passport Facility was established by Council in February 2000
is $225,317.69 through the end of the current reporting period of December 2004.
It has now been 5 years since the inception of the Passport Acceptance Facility in the Clerk's
Office, and records during that time have proven the facility continues to generate revenue.
The City Clerk will present an annual report for 2004 at the February 22"d meeting, and
thereafter will submit an annual report to Council. Daily accounting will continue to take
place as part of the oversight of this program, and should Council wish to see a report sooner
than February of each year, the Clerk will make one available.
