SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON
BEACH ESTABLISHING SPECIFIC EVENT ALCOHOL ADVERTISING ON
CITY BEACHES AND PARKS /HE'S `/S-
Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis,
Statement of Issue: Should the city policy regarding beer/wine sponsorships/advertising
for specific events be continued?
Funding Source: N/A
Recommended Action: Adopt the Resolution establishing specific event alcohol sponsor-
ships/advertising on city beaches and parks.
Alternative Action(s): Discontinue the policy regarding beer/wine sponsorships/adver-
tising and direct staff to not allow alcohol advertising or sponsorship for specific events on
city beaches and parks.
Analysis: Last February, after Council established the guidelines for allowing alcohol
sponsorships for specific events, staff worked with numerous promoters and organizers to
implement specific events with alcohol sponsorship. Such activities as Women's Pro Beach
Volleyball, Hoop -It -Up Basketball Tournament, GTE The Everything Pages Equestrian
Classic, Police Officers Association Rodeo, and the Bud Light Pro Surfing Tour have been
held in the city with alcohol sponsorship.
The one-year trial period of the alcohol policy has allowed the city to negotiate future
agreements with Men's Pro Beach Volleyball and Pro Beach Roller Hockey, as well as to
obtain sponsorships for fund-raising events. Staff believes that Council's current policy on
alcohol sponsorship/advertising has been successful and should remain in place. For

• There has been no problem with alcohol consumption at events where it is not allowed.
• None of the events presented problems for the police.
• The advertising included 20 percent alternative message signs such as "Don't Drink
and Drive."
• No hard liquor or tobacco advertisers were allowed.
• The established fees for alcohol sponsorship were paid by all promoters.
• There were no cleanup or trash problems associated with these events.
• No complaints were received by staff regarding the appropriateness of the advertising.
The alcohol advertising policy has enabled the city and various promoters to take
advantage of advertising budgets and revenue potential that allow for upgraded events
and the ability to pay city fees so that events are not a net loss for the city. Staff is,
therefore, recommending that Council continue the current policy and direct staff to review
the policy annually. If the city wishes to continue to host major sporting events on its
beaches and parks, it will have to continue to allow alcohol advertising.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ESTABLISHING SPECIFIC EVENT
ALCOHOL ADVERTISING ON CITY BEACHES AND PARKS
WHEREAS, several specific event promoters have requested that the City Council reconsider
the city policy regarding allowance of beer sponsorship for specific events on city beaches and parks,
indicating their reliance on alcohol beverage company sponsorship to pay for the high costs of putting on
their events.
The City Council desires to keep its major surfing and volleyball events as well as other
destination attraction events in the city and to continue its policy of promoting a drug and alcohol free
lifestyle, while acknowledging the need for alcohol beverage company advertising in connection with
sponsorship of these events,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as
follows:
1. It shall be the policy of the City of Huntington Beach that the advertising of alcohol in
association with approved specific event permits shall be limited to beer and wine products only, no hard
liquor or tobacco, for a period of one (1) year from the date of resolution.
2. Any specific event application submitted to the city requesting alcohol beverage
advertising at the event site must include a site plan and merchandising handout plan for approval by the
Director of Community Services. Approval of the site sign plan shall require the posting of "no alcohol
beverage consumption" signs as well as educational message signs such as " Don't Drink and Drive,"
or other educational advertisements appropriate to the occasion.
3. Approval of alcohol sponsorship does not constitute approval for alcohol consumption.
The provisions of Huntington Beach Municipal Code Section 5.68 shall be strictly enforced.
4. All specific events approved with alcohol beverage sponsorships shall be subject to an
additional fee set by resolution of the City Council that will specifically be used for substance abuse
prevention programs.
