HomeMy WebLinkAboutBoards, Committees, and Commissions - Members and Actions - MINUTES OF y / THE NORTHWESTERLY G_ ,4GE COUNTY COASTAL PROJECTS COG--INATING COMMITTEE f January 30, 1964 A meeting of the Northwesterly Orange County Coastal Projects Coordinating Com- mittee was held on Thursday, January 30, 1964 at 2:00 P.M. at Douglas Space Sy- stems Center in Huntington Beach. In attendance were approximately 75 representatives from various entities in the area. DAVID L. BAKER, Chairman, expressed the appreciation of the Committee and his per- sonal appreciation to Mr. John Sigrist, Vice President-Director of Operations at Douglas Space Systems Center, for providing .the fine facilities for the meeting. Mr. Sigrist welcomed those present and expressed the interest of his company in the Committee. MR. BAKER explained the purpose of this meeting was to hear progress reports from the various subcommittees who had been working very hard during the past three months in assembling pertinent information. GEORGE POTTER, Chairman of the Planning and Zoning Subcommittee, reported on the findings of the subcommittee and presented a very fine map with the information illustrated. MR. POTTER called on WILLIS WARNER, Planning Director of Huntington Beach, to elaborate 'on specific figures signified on the map.. Mr. Warner pointed out that the projection showed there would be one-half million people in the area with 150,000 families which means 150,000 dwelling units. This is about five times the population as of this date. He estimated there would be one and a half million vehicle trips per day, 200,000 jobs, $4,000,000 per day brought home in salaries. He stressed that these figures were conservative. MR. POTTER then called on FOREST DICKASON, Acting Planning Director of Orange County. Mr. Dickason stated this map is a combination of all entities in the area, not just one. Where do we go from here? Perhaps we need to divide this map into small areas and develop statistics for any given area on the map. Deficiency areas will become apparent. Mr. Dickason suggested we may take advantage of the State Division of Highways computers in arriving at the pertinent data. RICHARD S. HOLLINGSHEAD, Chairman of the Schools Subcommittee, reported on the projected school needs of the area, and the problems which may arise. HAROLD E. NISSEN, Harbors and Waterways Subcommittee Chairman, presented the report of this subcommittee and called on JIM BALLINGER of the Orange County Harbor District, to point out some of the aspects of the proposal. Mr. Ballinger explained the poss- ible locations of breakwaters. He stressed he was not suggesting where they should be put but was giving some idea as to size. He explained there would be the problem of breakwaters,' bridges and beach erosion control between Anaheim Bay and Warner Ave. Any sand traps mean a revision of erosion project by United States Corps of Engin- eers. MR. BAKER stressed the importance of coordination and cooperation of staff and know- ledge of all agencies in this particular area so the outcome will be a practical approach. -•.r+' S _. Page 2 WILLIAM E. FOSTER, Chairman of Water Supply, Conservation and Pollution Sub- committee, reported on the progress of this subcommittee. He called on CARL NELSON of the Orange County Flood Control to give the facts of where salt water intrustion exists and how it gets there. - Mr. Nelson explained salt water intru- sion through the use of .the map prepared by the Orange County Water District. He stated there were three major sources of salt water intrusion, and explained them with a diagram on the blackboard. GEORGE SHERIDAN; Chairman of the Roads and Traffic Subcommittee, presented the progress thus far of this subcommittee. JOHN WILLIAMS, Seal Beach City Manager, asked Mr. Deffebach of the State Division of Highways when they expected to establish a route for the freeway. Mr. Deffe- bach stated that the State Division of Highways feels that the northwesterly end of this area through Seal Beach is the most critical part of the freeway. He stated they will continue to make a study of this area and come up with a' proposed route as rapidly as possible. CAPTAIN HALL of the U. S. Navy Weapons Station explained that that the attitude of the Navy has not changed since July, 1962 when they expressed their full cooperation on the matter of the freeway and he felt they should not be considered as a hold up to the program. MR. WILLIAM HERRON of the United States Corps of Engineers stated that at the re- quest of Congressman Hanna, they would go to the best sources to develop a study of salt water intrusion. He stated he was happy to report that there is now about 500 ft. of sand on the beach at Surfside. CHIP CLEARY, Harbor Commissioner from the 5th District expressed the thought that the coastline planning should reach through the 5th District. JOHN SIGRIST explained the reasons Douglas had moved to this area were the recrea- tion, the housing, the coastline, the schools, etc. They felt there would be a harbor deep enough for transportation of the Saturn vehicle. He stated they were most happy to be adjacent to military land. The freeways tie the plants together. He stated that the things this committee is doing are the same things they were looking forward to in the future. Their present plans call for building through the 1970 period. MR. BAKER stated that more than 15% of the population of California will live with- in a 40 minute drive of this area. What will we do with the tourist trade when the freeways are opened? We owe the people who invest their future in this County some- thing. MR. BAKER suggested the City Councils consider this plan, and that the Planning Director present this plan to the County for inclusion in the Master Plan. It was moved and seconded that the Planning and Zoning Subcommittee and the Roads and Traffic Subcommittee be merged into one. Motion carried. It was moved and seconded that the Harbors and Navigation Subcommittee and the Water Supply, Conservation, and Pollution Subcommittee be merged into one. Motion carried. TOM WELCH, Councilman of Huntington Beach, moved a Parks and Recreation Subcommittee be appointed to work with the Planning and Zoning Subcommittee. Motion carried. 1. Page 3 DICK RUIZ suggested the merged subcommittees work out their own chairmanships, 0 It was moved and seconded that the Committee endorse the recommendation of the Roads and Traffic Subcommittee for an inland freeway route. Motion carried. MR. BAKER stated he felt there had been an oversight in not appointing an Airport Study Subcommittee and indicated he would appoint such a subcommittee. MR. BAKER expressed his personal appreciation for the work done and asked for con- tinued support of the Committee. The meeting adjourned at 4:30 P.M. Nellie White, Secretary IF August 2, 1965 Members of the Charter Revision Committee Huntington Beach, California Attn• Mr. Kenneth Lawson, Chairman Ladies and Gentlemens On Friday afternoon I learned that your Committee was inviting all City officials to appear and present any ideas they may have in the proposed revision of the City Charter. I have been anticipating an opportunity to meet with your group for this purposes, as I would like to present a few ideas for your consideration. Unfortunately for me, I find that this meeting has been set for Wednesday, August 4th, and I must be in Berkeley to attend a commit- tee meeting of the League of California Cities to which I have been appointed. I therefore request that you give me an opportunity to meet with you at your next meeting. There are two items which I feel are of considerable importance which I would like to discuss with your Committee as you prepare a rough draft of a new City Charter. One is the method proposed for selecting a City Clerk. In this, I wish to go on record in stating that I feel this office should remain elective, and I am aware that this is not the method proposed in the draft I have read. The City Clerk covers a multitude of facets in City Government, and under our i present set-up, he is one of the few full time elected officials to I which the people can turn when they need assistance. It may be some matter to do with elections - an inquiry on procedure in applying for zoning or a building permit - or it may be a problem with a neighbors dog4 In any case, many citizens and electors turn to the City Clerk in such matters on the premise that they were responsible for his election. Although the Clerk may not be able to solve their problems, he can at least put them in contact with the people who can. Further, an elected Clerk, although he must and should cooper- ate with the Mayor and Council, the City Administrator and the var- ious heads of departments withingthe City, is responsible directly to the people who elect him to office. Their are additional fringe benefits to the;City in,that�his i status�,as an' elected official earns contacts in various phases of County' and`State government, which are normally not acquired by city clerks who are appointed. As a results information from these sources is often more readily available to the City. Another item which I feel merits consideration by your Committee is the possibility of including therein the adoption of a City Elect- ion Code by reference. This procedure permits the City Council to adopt and amend by Resolutions election procedures which can be of benefit to the City which would be compatible and yet more applicable to our particular situations in relation to the State Election Code. Such procedure would allow for a change in the method of conducting the canvass of ballots following an elections as well as other changes which could be desireable. The City Charter of Los Angeles provides for this procedures and it appears to have worked very well. Again let me say that I am sorry to have to miss your meeting on August 4ths and I trust you will consider my request to appear at a later date. We find the following compensation to be in effect at this time: Planning Commission $15 per meeting, maximum three meetings per month Recreation and Parks Commission $15 per meeting, maximum one meeting per month Personnel Board No compensation Library Board No compensation Urban Land Institute Citizens Steering Committee No compensation Architectural Review Board $15 per meeting, maximum three meetings per month Honorable Mayor and City Council February 17, 1967 Page two It seems unlikely that the City can, at this time, establish a policy of compensation for- all commissions, boards and committees who are assisting in advisory capacities. The specific inquiry at the last Council meeting was for payment for the Urban Land Institute Citizens Steering Committee . I do not feel it would be fair and equitable to pay this committee without also considering the Personnel Board and Library Board . Shipley Mayor of Huntington Beach City Hail Huntington Beach, California 92648 Dear Dr. Shipley, As you may be aware, a group of civic-minded citizens have been meeting periodically under the leadership of the American Association of University Women to study the Human Use of Urban Space. Perio- dically in the discussions the tax base which supports our civic activities has been discussed. We have realized that, as in most suburban areas, the residential development has outstripped the commercial-industrial development to an extent that the cost for even the minimal services required by the citizens is excessive to the homeowner. We would like to propose a direction which may well help alleviate some of the problem. We propose that an I.ndustrial Development Commission be installed under the City Charter in much the same way that the commissions are already instituted. The charge of the commission would be to advise and propose plans to the Council for the attraction of industrial and commercial enterprises and their subsequent developers, to the city. They would work with your present industrial coordinator to develop formal presentations which -would be made to major and minor in- dustrial concerns all over the country. For example, vie suspect that if the presentation which was made for the All-American City Contest were made before a major industrial firm, we might well have a new tenant in our city. Of course the Commission members would be. selected by the City Council in the usual fashion. We would urge that consideration -be given to residents who already work for major corporations who may be involved in various facets of site selection for their .firms. We believe we should make good use of such human resources. We would appreciate your consideration of this matter and would be more than happy to discuss it further at a future City Council meeting. The HRC shall seek to enhance communication, cooperation and coordination among agencies, organizations and individuals providing human services to the residents of the greater Huntington Beach area. The HRC shall serve as a recommending party to the City Council and West Orange County United Crusade, and perform such other duties as may, from time to time, be properly assigned or designated to it by the City Council. LIBRARY BOARD - 6/09 - Ord. 18 Board ' s Purpose: There shall be a library Board consisting of five me ers w ich shall have the power and duty to: a) Make recommendations to the City Council for the operation and conduct of City libraries. b) Recommend to the City Council rules and regulations and by-laws for the administration and protection of City libraries. c) Recommend to the City Council the duties and qualifications of the librarian and other HUNTINGTON BEACH BC DS & COMMISSIONS Page 3 officers and employees of the libraries. d) Make recommendations concerning the acquisition of books, journals, reports, maps, publications, and other personal property. e) Make recommendations concerning the purchase or lease of real property and the rental or provision for adequate facilities, buildings or rooms for library purposes. f) Make recommendations concerning the borrowing of library materials from and lending library materials to and exchanging library materials with other libraries subject to any costs and expenses approved by the City Council. g) Consider the annual budget for library purposes during the process of its preparation and make recommendations with respect thereto to the City Council and the City Administrator. h) within sixty days after the close of each fiscal year, report to the City Council on the .condition of the libraries for the preceding fiscal year and on such other matters deemed expedient by the Library Board. i) Exercise such other functions not inconsistent with this Charter as may be prescribed by ordinance. - PERONNEL BOARD - 6/66 - Ord. 1225 Board ' s Purpose : There shall be a Personnel Board consisting of five members, none of the members of which while a member of said board or for a period of one year after he has ceased for any reason to be a member, shall occupy or be eligible for appointment to any salaried office or employment in the service of the City. The Personnel Board shall have the power and be required to: (a) Act in an advisory capacity to the City 'Council and City Administrator on personnel administration. (b) After a public hearing thereon recommend to the, City Council, the adoption, amendment or repeal of personnel rules and regulations. (c) Make any investigation upon request of the City Council concerning the administration of personnel in the municipal. service and report its findings to the City Council and City Administrator. (d) Hear appeals of any officer or employee under the Personnel System who is suspended for a period of more than thirty days, demoted or removed, and report in writing to the appointing power and City Council; its findings, conclusions and recommendations. (e) Exercise such functions with respect to personnel or the Personnel System, not inconsistent herewith, as may be prescribed by ordinance or requested by the City Council . PLANNING COMMISSION - 5/46 - Ord . 495 Commission' s Purpose: There shall be a Planning Commission consisting of seven members who shall have been residents of the City for at least two years immediately preceding their appointment. The City Attorney and Director of Public Works, or their assistants, shall attend all meetings of the Planning HUNTINGTON BEACH BG _ (DS & COMMISSIONS Page 4 Commission unless excused therefrom. The Planning Commission shall have the power and be required to: (a) Recommend to the City Council after a public hearing thereon, the adoption, amendment or repeal of a Master or General Plan, or any part thereof, for guidance in the physical development of the City. PUBLIC FACILITIES CORPORATION- 11/27/70 - Res. #3294 Corporation' s Purpose: The purposes for which this corporation is formed are to render assistance to the City of Huntington Beach by constructing or providing for the construction of public buildings and structures including without limitation, a city hall and library building and to provide parking facilities for motor vehicles in connection therewith, together with structures and related facilities for the use,. benefit and enjoyment of the public, including ways of ingress and egress and such other facilities and improvements as are necessary or convenient for or incidental to their use on a site or sites located in the City of Huntington Beach. RECREATION & PARKS COMMISSION - 3/49 - Ord.. 539 - Amended Ord.1113, 4/65 Commission' s Purpose: The Recreation & Parks Commission shall act in an advisory capacity to the City Council, the boards of trustees of the school districts and the Director of Recreation & Parks in all matters pertaining to park acquisition, development and maintenance, and recreational programming or facilities. Also, to cooperate with other governmental agencies and civic groups in the advancement of sound park and recreational planning under the direction of the City Council. Commissioners may study, report and interpret the needs of the public to the City Council and may assist in securing financial support from the community for park and . recreational needs. Civic Center, the 12-foot ;entitled work- contrasts strongly with the angular, light colored, smooth concrete walls of the Kurt-Meyer-designed civic center. It represents in its curves and rough texture the artist's desire to soften the effect of tall buildings, yet it carries with it an angularity of its own which -� mimics its surroundings so not to leave it completely foreign to its locations. Zajac says that "it was my intention to create a sculpture that has within some lyricism and grace, a shape which moves the eye upward, but at the same time has the ability to hold interest against the broad space of the plaza." A painter turned sculptor, Zajac has in his 47 years V attracted and held the attention of the world of the arts with tortured struggles of bound goats, the yearning and tensions of mankind in portrayals of man and his relationship with his work and his gods, V the serenity of nature expressed in barely perceptible - movements in solid forms, or the grace of more movement in a world fixed in bronze, marble or fiberglass. Though the scale differs, the Huntington Beach work is reminiscent of the soaring grandeur of works much smaller such as the swans of a decade ago. Zajac began this work in Santa Cruz early in 1975 and went to Rome, Italy, to work intermitently for some eight months at the Cavallari foundry. It was cast in bronze in Rome in July, 1976,and set on the plaza in February 1977. William G. PUBLIC FACILITIES CORPORATION - 11/27/70 - Res. #3294 Corporation' s Purpose: The purposes for which this corporation is formed are to render assistance to the City of Huntington Beach by constructing- or providing for the construction of public ;buildings and structures including without limitation, a city hall and library building and to provide parking facilities for motor vehicles in connection therewith, together with structures and related facilities for the use, benefit and enjoyment of the public, including ways of ingress and egress and such other facilities and improvements as are necessary or convenient for or incidental to their use on a site or sites located in the City of Huntington Beach. RECREATION & PARKS COMMISSION - 3/49 - Ord. 539 - Amended Ord. 1113, 4/65 Commission' s Purpose: The Recreation & Parke, Commission shall act in an advisory capacity to the City Council , the boards of trustees of the school districts and the Director of Recreation & Parks in all -matters pertaining to, park acquisition, development and maintenance, and recreational programming or facilities . Also, to cooperate with ether governmental agencies and civic groups in the advancement of sound park and recreational planning under the direction of the .City Council.
