Strachan Geat'amens ® Your letter of June 21 was received upon our return from ra survey of the beach property owned by your Cp mpany o James Gates, Entomologist and I did an extensive survey of the beach on June 22, 1966, evaluating the beech clean up and rodent control program. D We noted that a clean up crew was working at the time, but no one had really instructed them on the extent of the clean sap required or the signif- icant factors involved. Thera was much waste food left by people and a con- siderable number of dead fish, in addition to a dead seal which the crew evi- de-atly did not plan to rmoveo The clean asp crew wee concentsetiug on picking up glass, beer catno, and paper an the cliff. We did note that the beach from 12th Street to approximately 21st Street weaa relatively free of refuse. There ly was however a considerable amount of human excrement noted all along the cliff area0 ` A cheek on the incidents of rodent signs revealed that rapt activity is still present and its appears to be on the incrreaaase� It was further noted that acme poison bait had been thro^an in various spots along the cliff. &lay question the effectiveness of this material and its attractiveness to rats. Ve believe' it should be placed so as to be inaaccomaible to children playing, nearby. We believe the HyDrex pest Control Company should be instructed to -do as move thorough job of rodent control which would include pro-batting to determine the type of food the rate will accept and then baiting with a;t poison in that type of food. Also, an actopasrasite control program should be practiced, this would necessitate duating the burrows and runways with an Lmnacticidao As ycu know this Department had the rodents sander conntral. aras of March 1966, i Huntington Beach Company June 27, 1966 Page Two It is our opinion, based on todays observations, that than beach should be cleaned a m1nimum of every other day during the summer and they cliff area should be cleaned at least once a week. Also, the woods on the bluff should be re- moved. Refuse containers and adequate toilet facilities are an Important part of the rat control program. Thank you for your interest in this matter, which is vital to maintaining Grange County`s beaches second to none. We will be happy to provide any further assistance and advice which you may desire. The property which you lease is now under the ownership of Pacific Electric Railway Company and, effective with the 1958-59 tax roll, this property will be valued and assessed by the State Board of Equalization instead of the local assessor, as in the past. It is our experience that the valuations placed on properties by the State Board of Equalization are generally higher than those placed on the. properties by the local assessors. It will probably follow that the valuation and taxes paid on account of the property which you lease will be increased, commencing with the 1958-59 tax year. We have no way of knowing at this time just how much the increase will amount to but I felt it only fair to advise you that the tax bill which you will receive from us in December 1958 account of the 1958-59 taxes will be higher than last year's tax bill. Henricksen: Kindly refer to your letters of October 15, 1947, February 6, 1948 and my letter of December 24, 1947 in reference to the proposed development of the beach front area between 6th and 9th Streets. At present two agreements are pending between Huntington Beach Company and City of Huntington Beach regarding these improve- ments. One is a license agreement whereby the City covenants to remove trash and keep the beach clean between 6th and Main Streets extended. The other is a lease whereby Huntington Beach Company grants to the City use of that portion of the beach frontage be- tween 6th and 9th Streets extended for beautification purposes. Since this latter agreement was first written, am additional request was made from City of Huntington Beach to erect a rest room building and a• beach concession unit at the foot of 8th Street as evidenced by plans delivered at our office February llth. This request would involve modification of the original agreement and I have been wait- ing for authorization indicating the Company's acceptance of the proposed building additions before advising you that a modification of the lease would be in order. I am happy to say that permission to erect the buildings in line with your architect's plans was granted at our Board of Directors meeting last week and modification of the lease is now in progress. No suggestion has ever been made by or on behalf of the City which has not received such consideration and prompt reply, and any i-mpres- sion to the contrary must be due to misap-orehension. However , it is believed to be in the interest of rarmony that discussion of such matters be avoided, and that all parties get together in an earnest effort to arrive at a conclusion which will at once conserve both vublic and private interests.
