Hi city council,
Wintersburg embodies the history of immigrants. They left friends and family in far off lands to come here
seeking America's shining promise as the land of opportunity. A better life was in reach for those willing to
work hard.
Sadly, it is also the history of government depriving immigrants of their constitutional rights, based not on just
cause, but rather on the color of their skin, religious beliefs or land of origin.
But despite this, it is ultimately a history of perseverance of faith in the American dream by those who endured
so many wrongs.
This year is the 75th anniversary of the executive order that forcibly removed and incarcerated all legal
residents of Japanese ancestry from Wintersburg. Anybody paying attention to national and world headlines
would know that we still have much to learn from this history.
The Wintersburg Task Force has assembled a team of experts with the necessary legal and fundraising expertise
to acquire, preserve, and enhance this incredibly important piece of local and national history.
A win-win solution is within grasp. Republic will get fair market value for the land and a buffer for their
operations. The Oak View community and other nearby residents will get badly needed open space suitable for
holding community events. And a heritage park that tells the history of this place will educate future
generations. What happened here must never be forgotten or repeated.
Getting this done during the 75th anniversary year would serve as a poignant capstone. I urge all stakeholders to
exercise the will to make it happen. Thank you.

I am a retired professor at the University of Colorado. I am writing to urge the City Council to
redouble its efforts to preserve Historic Wintersburg. The Council is undoubtedly aware of the
main arguements for doing this, but I want to make one additional point.
I am not affiliated with any of the groups advocating on behalf of Historic Wintersburg. I live in
Boulder, Colorado over 1,000 miles from Huntington Beach. I am writing because Wintersburg
is more than a significant part of the story of Orange County, Japanese America, and the
development of the West Coast. It represents a critical piece of United States history, my
history as well as that of all Americans. I know there are others across the country who share
my feelings.
The City Council has a rare opportunity to preserve a site that will be continue to be meaningful
far into the future. I hope they will do everything in their power to take advantage of this
unique situation.

Dear City Council Members,
I first became aware of the Wintersburg Japanese American buildings when my family moved to
Huntington Beach in 1972.
Later, because of my deep interest in Japan and Japanese American culture, I participated in the
2°d Student Exchange with Huntington Beach's sister city, Anjo, in 1984. From 1989-1991, I
worked in the city of Anjo. And in the mid-1990s, I served as president of the Huntington Beach
Sister City Association for three years. I am still active as an advisor.
For the past 24 years, I have worked at the Japan America Society of Southern California, where
I now serve as president. I am also a member of the Japanese American National Museum, and
have served on several committees for the Japanese American Cultural & Community Center. In
my capacity at the Japan America Society, I have work closely with both of those organizations,
as well as with the US—Japan Council,the Japanese Chamber of Commerce of Southern
California, and the Orange County Japanese American Association.
Based my extensive involvement and knowledge of the history of the Japanese American
experience in the U.S., I believe I am qualified to state the enormous significance that Historic
Wintersbura has been recognized as a National Treasure, and that it has been noted by the
National Park Service as eligible for the National Register of Historic Places.
Accordingly, II provide my highest possible recommendation for the H.B. City Council to bring the
negotiations with Republic Services forward, and to allow the Trust for Public Land to help in the
purchase of the property permanent preservation as a national historic site and heritage park.

Dear Council Members,
Thank you for allowing the Historic Wintersburg Preservation Task Force the opportunity to
provide an update to the city on its progress on Monday, July 17. At Preserve Orange County,
our mission is to promote the conservation of the architectural and cultural heritage of the
county. We strongly support the preservation of Historic Wintersburg and urge the City and
Republic Services to bring the current negotiations forward so the property can be purchased
for preservation as a historic site.
Historic Wintersburg is a gem in our county. Its significance to the agricultural, religious and
cultural heritage of Huntington Beach and of Orange County cannot be underestimated. Little
Tokyo in Los Angeles and Manzanar in the Central Valley are well known sites of Japanese
American history in the state but the history of the Furuta family, and the broader Japanese
American community associated with the mission church has significance for our own county
and, as a National Treasure, for the nation.
Preserve Orange County supports the vision that the task force has for Historic Wintersburg.
Restoring and reusing the historic structures and establishing programming that conveys the
site's history and benefits the current needs of the surrounding community accomplish goals
that can be championed by Huntington Beach, and can serve as a model in our county as we
develop cities that are more livable, culturally diverse, and sustainable.
Historic Wintersburg will enrich the lives of our citizens and contribute to the cultural fabric and
appeal of Huntington Beach. We urge the City of Huntington Beach to support and move
forward expeditiously on this exciting initiative.

Re: Historic Wintersburg site/Warner-Nichols Project
Dear Honorable Council Members:
The Little Tokyo Historical Society(LTHS)and its members urge you to save and preserve National
Treasure Historic Wintersburg for future generations. The historic site,neglected over the years by its
owner, Republic Services/Rainbow Environment, is at a critical moment. If the owner does not move
forward and finalize a purchase agreement with the Trust for Public Land on behalf of Historic
Wintersburg Task Force,the Historic Wintersburg site may be lost forever.
If the Historic Wintersburg site envisioned by the Historic Wintersburg Task Force, its partners,and
community stakeholders,becomes a reality the City of Huntington Beach and its residents will benefit to
learn about the pioneer Japanese immigrants in Orange County in the early 206'century. The Trust for
Public land would assist with a planned heritage park planning that would include educational,
environmental sustainability and city-public partnership aspects for all residents and visitors to enjoy.
As an organization established to preserve, educate and share the stories of Los Angeles' historic Little
Tokyo district,LTHS stands firmly to support the efforts of the Historic Wintersburg Task Force. Little
Tokyo was established in 1884 not far from the birthplace of Los Angeles and we are very proud of the
fact that there are several structures and a living tree that have been designated an Historic-Cultural
Monument by the City of Los Angeles as well as the north side of East First Street being declared a
National Historic Landmark District by the U.S. Department of Interior in 1995.
Our members are aware of the Huntington Beach City Council meeting on July 17 and our support of
Historic Wintersburg over the years has been steadfast. Thank you for your consideration and we urge
the City Council Members to support Historic Wintersburg Task Force's vision for the Historic
Wintersburg site.

Dear Members of the Huntington Beach City Council,
I am a sociology professor at the University of Southern California and have conducted research
and published on historic preservation. Historic Wintersburg is an extremely valuable and rare
historic site that is representative of the history of the city, state, and nation. The involvement of
the National Trust for Historic Preservation and the Trust for Public Land to preserve this site
shows the national recognition that this landmark has earned.
I hope that you will do all that you can to work with Mary Urashima and Republic Services to
preserve this site because of its historic value and the contribution it can make to the future of
Huntington Beach by enriching the city's cultural and tourism resources.
I toured the site with Mary Urashima in April 2017 when she led a group from the Little Tokyo
Historical Society of Los Angeles. I was very impressed with the site structures and the history of
the area. It is truly a cultural and historic treasure of national importance.

Among the communications you have received regarding the presentation on Historic Wintersburg are emails
from the Kowta family, the descendants of the Reverend Sohei Kowta and his wife, Riyo.
Reverend Sohei Kowta and his family lived in the manse (parsonage) at Historic Wintersburg from 1938 to
1942. Reverend Kowta was interrogated by the FBI in the 1934 Wintersburg Japanese Church on the property,
just as Charles Furuta was interrogated in the 1912 bungalow on the property. Reverend Kowta was allowed by
the FBI to remain in Orange County until he, his family, and his congregation were forced to leave in May 1942
for confinement at the Colorado River Relocation Center (Poston) in Arizona. He is mentioned specifically by
the War Relocation Authority in their final report for Poston, as having brought together the various faith
groups at Poston.
In 2014, the Los Ranchos Presbytery (Presbyterian Church USA) in Orange County issued a formal apology to
the present-day Wintersburg Church for "abandonment" during World War II confinement, during which time
the three structures of the Wintersburg Japanese Mission were boarded up. There remain today many who are
directly connected to this history.
It is important to note this history is complex. There were local residents who remained in communication with
and provided support to families in confinement, such as those who watched over the Furuta Gold Fish Farm,
Wintersburg Japanese Mission, Masuda farm, and Pacific Goldfish Farm. Nellie Wardlow DuRall of the
pioneer Wardlow family for whom Huntington Beach's Wardlow Park is named, came forward to speak at the
FBI hearing in Los Angeles on behalf of Wintersburg Japanese Church elder Kyutaro Ishii to obtain his release.
There were Huntington Beach High School teachers who supported their students--such as Ray Elliott and
Margaret Bliss--and other local teachers who helped their students graduate from Poston. There were two local
families, Lopp and Delaverne, who Yukiko Furuta remembered in her oral history four decades later as making
the family lunch and staying with them until they left for Poston. There were the "ladies of the Baptist
Church"---also remembered in an oral history decades later---who came with coffee and donuts to the Pacific
Electric Railway station to wait with those leaving for confinement.
Historic Wintersburg also is connected to the valor displayed by members of the "Go For Broke" 442nd
Regimental Combat Team and 100th Battalion. There are Congressional Gold Medal recipients who were
congregants of the Wintersburg Japanese Church and a local VFW Post named after Kazuo Masuda.
Huntington Beach High School alumni Kazuo Masuda was cited by President Ronald Reagan during his signing

of the Civil Liberties Act of 1988 and congregants of the Wintersburg Japanese Church were with President
Reagan at the signing. Kazuo Masuda's memorial was held in the Wintersburg Japanese Church when he
finally returned home in 1948, with full military honors. Part of the historic interpretation of Historic
Wintersburg should include its connection with the Go For Broke soldiers, President Reagan, and the Civil
Liberties Act of 1988.
The history of Historic Wintersburg is of national importance, yet also is connected to many local families
whose stories can be shared with future generations at the National Treasure historic property.

It boggles the imagination as to why Republic is putting up roadblocks to those who wish to improve the Wintersburg
property!
For what purpose did they forbid university professors access to the property to determine how to best utilize their
graciously offered archeological survey of the property?
Again, for what purpose does Republic shun the possibilities of restoring the landscape and possibly producing food for
local food banks?
When the Trust for Public Land as well as the National Trust for Historic Preservation are involved, why does Republic
refuse to even allow discussion on these issues? Where is their civic pride?
