STATEMENT OF ISSUE
As part of the pier reconstruction project, city staff request
the City Council appoint an oversight committee to supplement the
Landmark Campaign's efforts to promote and identify items to be
placed into the new pier's time capsule.
RECOMMENDATION
Appointment of the following persons to serve on the oversight
committee to review and recommend items to be placed into the
time capsule for the new pier.
Chairman of the Community Services Commission
Chairman of the Historical Resources Board
Chairman of the Pier Group
Chairman of the Landmark Campaign Special Gifts
Committee.
City Councilperson.
ANALYSIS
During the month of April, the 1914 time capsule, removed from
the cornorstone of the old Huntington Beach pier, will be on
display at the Huntington Center mall. In the first week of May
1991, the time capsule will be moved to the City Council Chambers
where Mayor Peter Green will officiate at a press conference. The
purpose of the press conference will be to provide the news media
and the public an opportunity to witness the opening of the 1914
time capsule and for the mayor to officially charge the Oversight
Committee and the Landmark Campaign Cabinet with the
responsibility for the development of guidelines and
recommendations regarding items to be placed in the new time
capsule for the new Huntington Beach Pier.

be displayed at either the City Hall, Downtown Library or the
Surf Museum until such time as the permanent home for the capsule
is identified and readied for placement.
OVERSIGHT COMMITTEE
The role of the oversight committee will be to provide a big
picture perspective and insure that the materials placed into the
new time capsule (beyond that authorized under the "Landmark
Campaign" time capsule program) are appropriate and are
reflective of the city and its residents. Also, the oversight
committee would work with city staff to promote the time capsule
program to the residents of Huntington Beach. The committee would
review the material proposed to be placed in the time capsule and
would recommend to the City Council those items to be included.
LANDMARK CAMPAIGN
The Landmark Campaign has developed a time capsule program which
focuses on providing an opportunity to private donors to have
their name and/or words based upon the size of their donation
placed into the new time capsule. This program is outlined in
attachment A of this Request for City Council Action (RCA) and is
in compliance with the City Council approved Donor Recognition
Program.
In addition to the donor recognition program, the Landmark
Campaign has developed a Pier Chronicles Contest (Attachment B)
which provides an opportunity for any person, in 150 words or
less, to tell their most memorable tale about the old Huntington
Beach Pier or, in 150 words or less, what they imagine the new
pier and Huntington Beach will be like in the future. Joanne
Vogelsang has been asked by the Landmark Cabinet to put together
a panel of judges to review the entries and select the winners.
FUNDING SOURCE
Cost of the time capsule and associated time capsule promotion to
come from the Pier Reconstruction Fund and the Landmark Campaign.
ALTERNATIVE
Not form an oversight committee, and direct the city staff to
develop and promote the time capsule program at the staff level
and bring a recommendation of those items to be placed into the
time capsule directly to the City Council.

Huntington Beach Pier Landmark Campaign
The 1991 Huntington Beach Pier Time Capsule will be one of the final communications
our generation will leave to the future citizens of Huntington Beach, California. It is a
chance to leave a lasting record of the commitment of this community to one of Orange
County's most important monuments. The Time Capsule will preserve the historical
leadership of the donors and volunteers of the Landmark Campaign for coming
generations.
Special rme Capsule Entries
Donor Proclamation
Donors of $25, 000 and above will place individual donor proclamations in the Time
Capsule. The proclamation may include the donor's personal or corporate background
and personal testimony along with a corporate or family photograph.
Donor Declaration

Donors of $5,000 - $24,999 will be able to write a personal message to the future
generations of Huntington Beach.
Commemorative Honor Roll
All donors of $25 - $4,999 will be able to sign the Honor Roll for inclusion in the Time
Capsule. Huntington Beach Pier Grant Deeds can also be purchased for $25 which
entitle the owner to sign the Honor Roll.

Pier Chronicles Contest..
Rules
Contest will begin March 1, 1991, with "entry. deadline set for, May .15,` 1991. Each month, a First, Second and Third,
place -winner will be chosen. All entries received by the 15th of each month willbe judged against all other entries received
that same month. The overall First, Second and Third prize winners will be chosen from the. monthly winners on June 1,
1991. .
Winning contestants will receive publicity in the.Landin, Campaign's newsletter, local newspapers, on local cable
`television stations,. and in the Huntington Beach pier displays throughout Orange County:
`All monthly entrants will receive ari "ultimate challenge" surfer hologram. Monthly First, Second and Third place
winners also -will receive a limited edition Huntington Beach piermemento, a P.I.E.R. Group sweat shirt; and the following
prizes: Monthly first place winners will receive a one-year Huntington Beach parking pass. Second place winners will
`receive a Huntington Beach weekend camping certificate. Third place.winners will receive one grant deed for the new pier.

THE FINAL, OVERALL, FIRST, SECOND AND THIRD PLACE WINNERS WILL HAVE THEIR MEMORIES
PERMANENTLY PLACED WITHIN THE TIME CAPSULE WHICH WILL BE SEALED AT AN EVENT IN
JUNE AND PLACED.IN THE NEW PIER.. .
A GRAND PRIZE WILL BE AWARDED. TO THE OVERALL FIRST PLACE WINNER.
