At the request of the City Administrator and the
Library Director, we transmit herewith resolution
establishing Lake Park Boy Scout Cabin as a landmark
significant to the history of the City of Huntington
Beach. This has been requested by Mr. Jerry Sapp ,
representing the Boy Scouts , and recommended by the
Huntington Beach Historical Society.

LAKE PARK
SCOUT CABIN & BOY SCOUTS
The area between Main Street, Lake Street, 12th Street
and 11th Street in the year 1912 was the lowest point in the
area and acted as a sump forrunoff rain water. It was a
lake all year round with no means of draining it. On December
3, 1912, the Huntington Beach Company through Alex Mills the
j President presented the city with a deed to the property for
$10.00 in gold with the provision it be used for park and
recreation purposes and the city being responsible for
maintenance and upkeep. During the next 8 years some of
the area around the east end was filled with fill dirt and
street sweep rigs and a drain line was run along 13th Street
to the Ocean to bypass the lake with the winter' s storm waters.
During these years 1913 to 1921 , the city was very short
on funds and little effort made to improve the park. The oil
boon of 1920 caused oil to be deposi'ced in the lake making it
virtually a ' sump hole and it* was not until June 1 , 1923, . when
city crews were ordered to set fire to the oil and attempt
to clean u-) the lake . The eastern part of the property was
cleaned up; levelled and some trees planted, but it was not
until the riddle 1930' s that the park was completely filled
and Mr. Richard Bieson, Park Superintendent, planted trees,
shrubs, flowers and established a picnic area and built a
clubhouse finally creating a nice park.

Boy Scouts.
In the early part of 1917 Mr. M. A. Turner, F. L. McElfresh,
merchants, and Mr. T. C. DCLapp, City Post Master, advertised
for someone to organize a boy scout troop and act in capacity
of Scoutmaster. The Reverend M. W. Coates, minister of the
First Baptist Church, 5th and Orange Streets, agreed to become
scoutmaster and was accepted. He organized a troop 2.1 of
boys from the age of 12 to 18 years. They were : Rawlings
Weinman, Ashley Davis, Francis McElfresh, Harold Fink,- George
Bundschuk, Glen Turner, Robert Winn., Charles Bickmore, Henry
Bickmore, Charles Hazzard, Thomas McR.ay, Gerald Rodemacher,
Vincent Rosenberger, Theodore Tarbox, Earl Cochran, Joe
Copeland, Russell Hall, Sargent Grey, Ralph Kinsley, James
Lake, Gordon Talbert and Cecil McCoy.
The troop was approved by the Scout Council on April 26,
1917.
On July 1 , 1917, the Reverend Coates was transferred to
another church and the troop was without a scoutmaster and
very shortly disbanded.
In the early months of 1922, Mr. C. E. Morris, who was
interested in youth work, met with Mr. R. J. Prescott, a'
merchant and member of the very ac .ive Lion' s Club, with the
request that a Boy Scout troop be organized and sponsored
by the Lion' s Club. The Lion' s Club was receptive to the
request and President, Ed Manning, appointed a commitee of
Mr. R. J. Prescott as Lion' s Chairman, and Mr. Jack Whitney
and the Reverend P. G. Swan as members.
The committee met with Mr. Roland Dye of the Orange
County Scout Council who outlined the steps necessary to
obtain a charter. Mr. C. E. Morris was approved and
appointed Scoutmaster with Mr. M. A. Moomau as Assistant
Scoutmaster.
Boys were recruited for Troop 1 and it was found that
due to the influx of families due to the oil boon, that
there were some boys with previous scout experience. On
June 9, 1922, Troop 1 was officially organized and approved
by the Orange County Council and would be granted a Charter
when certain measures were taken.
On September 1 , 1922 scouts had earned badges and
10 scouts were granted second class and 18 Rokili Badges
were granted at Camp "Peggie. "
In September of 1922 Mrs. Ruth Biery, with Mrs. F. G.
Swan assisting, organized the first Girl Scout troop.
Friday, October 20, 1922 was Charter night and a
celebration was held in the grammar school auditorium where
the total City Council was in attendance to present the
Charter. The Charter was actually presented by Mr. Victor
Yeary of Santa Ana, Assistant County Scout Executive. During
the evening Scoutmaster C. E. Morris and his assistant Mr.
Moomau presented and introduced Troop 1 of 23 members inclu;:;.ing: .

On Friday, November 19, 1922, Hugo Westfall and Herman
Moomau were appointed assistant Scoutmasters.
On November 17, 1922 a special program on scouting was
held by the Lion' s Club and funds allotted to pay expenses
of Troop 1 and the Lion' s Club held a clothing sale and other
events to help the scouts. During this time the scouts were
meeting at the grammar school and were raising and lowering
the flag each day.
On February 2, 1923, it was announced that the scouts
were to have their own house as arrangements were underway
by the scout committee of the Lion' s Club to erect a
temporary building for the scouts of Huntington Beach.
They had been meeting in the school and various buildings and
presently were meeting in a building located at 215 Main
Street. The Lion' s planned to put on entertainment to raise
additional funds. They had 20 boys in the troop at this
time and could organize another troop if a suitable meeting
place could be found. It was decided to hold a grand ball
in the Pavillion on March 5, 1923, with tickets selling at
$5. 00 per ticket. It was a huge success and considerable
funds were raised.
On April 27, 1923, considerable activity centered -aroui-d
a site of a proposed scout cabin where a lot was offered to
the Boy Scouts located at the rear of the ice plant south
of Atlanta Street at the end of Alabama. It was proposed
that a scout cabin be built here with a rifle range in the
rear and a committee of R. J. Prescott, Police Chief Jack
Tinsley, Reverend Luther Arthur, J. A. Morris and F. V.
Swan were working with Pacific Telephone Company for a
carload. of -telephone poles to start a cabin. The scouts
measured the location and cleared the weeds and on May
25, 1923 the scouts performed at this location for their
parents and had their first camp-out at the rear of the ice
plant.
The Lion' s Club committee were looking for a better
site, more centrally located, for the cabin and it was
decided to request permission to locate the cabin in Lake
i Park.
On Page 151 of the City Council Minutes of 1923 appears
the following:
June 4, 1923 a letter of R. J.
Prescott, President of the Boy Scouts
of the City of Huntington Beach was
read requesting permission to use
Lake Park for recreation purposes by
the Boy Scouts of Huntington Beach.
On motion of Macklin, second by
O'Hare, permission was granted with
Mayor Drew, Onsan, Macklin, Obator,
and Andrews voting. (Note : This
motion was the permission given to
the S7couts to use Lake Park and
erect the Scout Cabin and there has
been no other agreement. )
On June 15, 1923 the boy scouts met at Lake Park and
raised the American flag at the site of a proposed Scout
cabin and located in the new recreation park "Lake Park. "
On October 28, 1923 several months after the City
Council grarted permission to use the park, the Carpenters
Union under Frank Swartz, who was also a Lion, offered to
turn out on October 29 with 40 carpenters to meet with

members of the Lion' s Club to build -the cabin. Mr. E. H.
Cookerly who had purchase(J. the telephone company from the
Huntington Beach Company had donated enough poles to raise
the cabin six tiers high. All turned out that day, the
, scouts furnished the lunch, the Lion' s rolled the poles,
the carpenters sawed, notched and placed the logs and in
one day the cabin was one-third complete. There was addi-
tional need for materials and poles and Mr. Dale Peters,
District Manager of the Southern California Edison requested
that usable poles and materials be given to complete the
cabin. Mr. Dave Todd, Assistant Superintendent, ordered
the crews to drop poles and materials at the cabin and
to use the boom trucks to raise the logs. One crew under
direction of Arch Snodgrass was instructed in placing the
last logs in place.
With the help of the Lion' s, carpenters, Edision and
scouts, the cabin was completed on April 2, 1924 and a three-
day celebration was held. On this date the cabin was dedi-
cated. The Lion' s Club who sponsored the Boy Scouts met
in the cabin for lunch and held a dedication ceremony. Both
boy scout troops were in attendance and put on a show of t1le
various phases of scouting. The City Council was present
and the main speaker was Ed Manning, President of the Lion'.s'
Club, who thanked all who had a part in the wonderful effort-
of building -the scout cabin and stated that his was the most
completely furnished scout cabin in Southern California.
In the meantime , on January 8, 1924, Troop 2 was orga-
nized with 15 boys signed and still taking applications.
A re-organization of the staff was necessary and the
following were the new leaders : C. E. Morris, Scoutmaster
of Troop 1 and 2, Lawrence Nollin, 1st Assistant Scoutmaster,
Robert McGuire , 2nd Assistant Scoutmaster, Kenneth Ward,
Assistant 1 and 2, Kenneth Hotchkiss, Senior Patrol Leader.
The basic structure of the Scout cabin has remained
intact for 49 years but from time to time the city has made
repairs to electricity and plumbing and painted the cabin
and in later years the Scouts added a kitchen. The Club
house has had constant use for 49 years by Troops 1 and 2
and 3 and for many gears by the Girl Scouts.
