Attention: Tyr. Doyle Miller ......
Ladies and Gentlemen of the Council, 42- ty
The purpose of this letter is to submit to the of
Huntington Beach a proposal concerning the future use of the
Pavalon.
I propose to establish a non-profit organization for the
purpose of developing the Pavalon into an area Youth Center.
The Youth Center to include facilities for both beach and off
street eating and areas for supervised indoor recreation such
as billiards or pool, shuffleboard, table tennis, chess,
checkers, etc. There would also be areas for hobbies and crafts,
drama, banquets, musical programs, amateur art displays .
The program of youth activities would operate twelve
months of the year with a full-time paid staff, adequate to
meet the needs of the program. The director will be an in-
dividual trained and experienced in youth work. The program
will be geared to be available at those times of the year and/
or week when young people are most likely to be looking for
something to do .
he corporation would finance the remodeling and furnishing
of th Pavalon into an adequately designed and equipped Youth
Center and would assume complete responsibility for its program,
While at the same time working hand in hand with the City of
Huntington Beach. This would, of course , involve a suitable
lease agreement with payment to the city.

Such a Youth Center would provide a much needed service
to our young people and our community. It would, in the long
run, benefit the entire area, and is not intended as a profit
venture for individuals, organizations, or even for the City.
It is simply a positive step toward preventing episodes similar
to those of recent date on the "Strip " in Los Angeles by pro-
viding a program of wholesome activity for our youth and just a
good place to go and meet friends.
I know of the concern of the council for our youth and of
your desire to make Huntington Beach a wholesome place to live
and raise families and I know you will give this proposal every
consideration.
Sincerely,
Johnie Crumpler

Honorable Mayor and City Council:
I would like to request a waive of fees for the
rental of the Pavalon on Friday and Saturday evenings
September 25, and 26, 1964. A pre-arrangement with
the Executive Committee of the U. S. Surfboard Committee
was made for me to put on a dance each evening and provide
the musical entertainment for the Sunday aft4rnoon awards
program. After the expenses were deducted the Committee
(or City) was to get 30% of the net.
If I am required to pay the fee for both nights as
well as the 30% of the net, the City will receive slightly
more than 50% of the net.
A breakdown of admissions and expenses are enclosed.
Sincerely,
Mike Major

Gentlemen:—I own and opperate the Huntington Beach check stan ..l.ower ' oor of the
Pavalon Building.
This concession was built six years ago, consisting of change rooms, hot showers
and .clothesi'cheeking facilities, providing the bathers a clean place to change in comfort.
Also a safe place to check thbir belongings at a reasonable rate.
Since then you have provided a change section in the 1st. ,and 8th.,st.,rest
roome. The rest rooms under:. the Pier do not have change facilities and prior to remoder-
ization a year ago had signs on the walls informing the public that ordinance
prohibited the changing of clothes .Since the remodeling the signs were never replaced
and as a result hundreds change there daily.
I know it would be an impossibility to inforce this ordiancebut the posting
of the :law over the doors as before and on the inside walls would be noticedeand observed
by many, thereby benifiting our concession which was put in at a large expen@e.
Many hundreds of residents and visitors. alike have complemented us on our
facilities, stating there is n$tiling to compare with them along the entire coast of
Southern California.
I am a resident of Hunting.Beach for 12 years and own property at 479)ceanAve.
'I hope you will understand and appreciate our position in this matter-Replacing of the
signs on the rest rooms walls stating the ordiance would help us immeasurably.
Thank you.
Our prices are Reap.,
