us to look into .the. economic feasibility of providing a solar assisted
hot water system for this- proposed residential product.
Attached is a report from our energy consultant , Mr, Richard Palmer,
indicating that it is not economically feasible to -incorporate any
solar assisted hot water systems into our project.

For Solar Hot Water
The project contains 164 bedrooms (8 are (2) bedroom units). If 1 .5
people are assumed to occupy the units the project would house approximately
246 people. With hot water utilization at 20 gallons/person it appears that
approximately 5000 gallons of hot water are required per day.
The economic evaluation considers full gas hot water heating versus 25%,
50%1 75% and 100% solar back up systems. Assuming an average solar collector
capacity of 1100 Btu/sq.ft./day the following table denotes the collector area
required.

Conclusion
Based on 30 year life cycle cost analysis it appears that the solar system is
not effective when a large solar system is contemplated. In all cases solar is not
cost effective.
Recommendations
Rough-in only for solar collector system if solar may prove more cost effec-
tive in the future.

portion of the property generally known as the Old Civic
Center. This property is owned by the City of Huntington
Beach and has been designated as a site for senior citizen
housing, and the City Council has expressed the intention
to lease this property to the Lyon Company by approval of
a Participation Agreement (August 8, 1979) .
This letter is only to allow you to file a conditional use
permit application on the subject property, it is not a
general authorization or entitlement to use, nor does it
imply any approval of the application on the subject
property.

On May 6, 1980, the Planning Commission approved Conditional Use Perm-i-t
; No. 80-11. This conditional use permit will allow for the development
of a 157 unit elderly housing project located between Fifth and Sixth
Street; north of Orange and south of Main Street. Attached is an
inter-departmental communication from Dan Villella, Acting Director
of Finance to Jim Palin, Director of Development Services indicating
that due to the results of the California Housing Finance Agency,
several modifications have been made to the originally approved site
;:,Ian. The . applicant is requesting that the Planning Commission review
a and approve these alterations in order for this revised site plan to
be the approved site plan. The staff has reviewed. these modifications
and does not see any major difficulties with them. This revised I
site plan complies with the provisions of the specific plan and there-
:ore the staff recommends the Planning Commission approve this revised
site plan.
Also attached is a letter from the William Lyon Company requesting that
Conditional Use Permit No. 80-11 be extended fora one year period.
The applicant has indicated due to the numerous delays by the
California Housing Finance Agency, additional time will be tequired
in order to break ground on this project. ,

RECOMMENDATION:
The staff is recommending that the Planning Commission approve the
revised site plan received and dated 4/19/81 and further recommends
that the Commission grant a one year extension of time on Conditional
Use Permit No. 80-11 to May 6, 1982.

HOUSING REVISED SITE PLAN
As a result of the California Housing Finance Agency review of the architectural
plans for the Huntington Seaview elderly housing project, minor. changes have been
i made to the building configurations. The principal changes are as follows:
i 1. The number of units has been reduced from 157 to 155.
.2. The 4,000 square feet of commercial have been eliminated.
3. An additional elevator has been added in the west wing (adjacent to
Sixth Street).
4. The configuration of the interior community spaces has also been
amended.
5. The east wing (adjacent to Fifth Street) has been shortened slightly
and now provides a larger setback between this facility and .the Senior
Citizens Recreation Center than is required by the specific plan.
As you can see, the primary changes wrought by the California Housing Finance
Agency review have resulted in interior modifications rather than any dramatic
alterations to the footprint or exterior configurations of the structure. The
building still retains the "step back" character at the ends of both wings as
originally-proposed.
I would like to request your assistance in bringing this revised site plan to the .
attention of the Planning Commission at its meeting of March 17, 1981. Also at
that time the developer of Huntington Seavi.ew; the William Lyon Company., intends
to request an extension to the current Conditional Use Permit which will expire
on May 6; 1981 I appreciate your assistance in scheduling this matter for. the
Commission's consideration as well .
Attached are eleven copies. of the revised site plan and unit plans for your review
and transmittal .to the Planning Commission.. If you should have any questions, you

Subject COMMENTS REGARDING INTERIOR DESIGN Date October 1.5, 1980
OF NEW SENIOR CITIZENS' RECREATION
CENTER
On Tuesday, October 14, 1980, I met with Vivian Borns and Bill Fowler of your
staff and Mr. Mike Rodgers of the Council on Aging to review the schematic
design for the interior room arrangements at the new Senior Citizens' Recreation
Center to be constructed at the Old Civic Center site. There follows- the
comments received at that time:
1) The three classrooms included in the structure should be reduced to two
larger rooms and the interior partition separating these spaces should
be moved toward the planned T.U. room. In addition, one of these two
classrooms should be approximately 25 ' by 30' , or should accommodate 50
to 55 people. In reworking this portion of. the center, storage for
folding chairs and tables should be provided.
2) The gameroom should be divided into two rooms : (1) for pool tables, and
(2) for a "quiet room This quiet room will be used for playing cards
and other activities.
3) A conference room should be added at the north end of the "outreach
offices" of a size that would accommodate 1.5 people.
4) A typical "coffee center" should be devised with outlets, sink and
countertop. These coffee centers should be located in each classroom,
in the general offices, and in the quiet room.
5) The area designated for offices requires one enclosed space that will
accommodate three desks, and an additional enclosed space to be used by
the Council on Aging.
6) The ,storage space adjacent to the Director ' s office should be enlarged
by reducing the size of the Director's office. C �(�uc&v ,F.�.

7) Reception counter should be relocated outward into the room to provide
additional space in the offices behind the counter.
8) The supply room should be, increased in size by the incorporation of the
triangular shaped space behind the kitchen door.
9) The architect is to confirm that the large assembly hall planned will ,
in fact, accommodate the simultaneous operation of the Transportational
Lunch Counseling Program and the Senior Citizens' Club bingo game. It's
understood that this will require a' capacity of approximately 300 people.

FINDINGS :
1 . The proposed 157 unit senior citizen housing complex complies with
all applicable provisions.of the Huntington Beach Ordinance Code
and specifically Article 914 , the Old Civic Center Specific Plan.
2 . The General. Plan sets forth provisions for this type of land use as
well as setting forth objectives for implementation of .this type 'of
housing .
3 . The Planning Commission has received the staff report and all pertin-
ent information submitted to them for their deliberation.
CONDITIONS OF APPROVAL:
1 . The site plan received and dated March 25, 1980 shall be the approved
layout.
2 . The floor plans and elevations received and dated March 25 1980
shall be the approved floor plans and elevations .
3 . The .applicant shall comply with all of the conditions set forth in
the approved and signed participation agreement between. the City of
Huntington .Beach and the William Lyon Company .
4 . Fire protection system, including automatic sprinkler system, stand-
pipe system, fire hydrants , fire alarm system, and any other required
fire protection and detection devices or systems shall comply with
the specifications of_ . the Iluntington. Beach Fire Code . Plans for such
systems and devices shall be submitted to the Fire Department and shall
be subject to approval by the. Departments of Fire and Public Works .
5.. Natural gas and 220V electrical shall be stubbed in at the location
of clothes dryers. ,

6 . Low-volume heads shall be used on all indoor showers .
7 . All building spoils, such as unusable lumber, wire, pipe, and other
surplus or unusable material, shall be disposed of at an offsite
facility equipped to handle them.
8 . The structures on-the subject property, whether attached or detached,
shall be constructed in compliance with the state acoustical stand-
ards set forth for units that lie within the 60 CNEL contours of the
property. -Evidence of compliance shall consist of submittal of an
acoustical analysis report prepared under the supervision of a person
experienced in the field of acoustical engineering; such report shall
be submitted with the application for building permits . All measures
recommended to mitigate noise to acceptable levels shall be incor-
porated into the design of the project.
9 . If lighting is included in the parking lot, energy efficient lamps
shall be used (e.g . , high-pressure sodium vapor, metal halide) . All
outside lighting shall be directed to prevent ".spillage" onto ad-
jacent .properties .
10 . A detailed soils analysis shall be prepared by a. registered soils
engineer . This analysis shall include onsite soil sampling and
laboratory testing of materials to provide detailed recommendations
regarding grading, chemical and fill properties , foundations ,
retaining walls , streets, and utilities . .
11 . A plan for silt control for .all storm runoff from the property dur-
ing construction and during initial operation of the project shall
be submitted to the California Regional Water Quality Control Board
staff for its review prior to the issuance of grading permits .
.12 . . The. applicant. shall provide a solar-assisted hot water system for
the entire proposed residential project. If the applicant subse-
quently can provide information to the Director of Development
Services proving that the solar system is not economically feasible
at the time of construction, this condition maybe waived and a gas-
fired central hot water system shall be installed .
13 . The developer shall provide individual cable television hook-ups to
each residential dwelling unit within the complex at the time .of
construction.

This statement. has been prepared to .provide a better understanding of
procedural standards for public 'hearings before the Planning Commission.
Regular meetings of the Commission are held on the first and third
Tuesdays of each month at 7 :00 p.m. , in the Council Chambers . Study
Sessions and Special Meetings may be scheduled at other times , however.
Planning Commission proceedings are governed by Robert' s Rules of
Order; the following is the typical sequence of events on public
hearing items :
a. The staff report is presented.
b. Commissioners' questions concerning the staff report may
be answered at this time.
C. The public hearing is opened by the Chairman. *
d. The applicant is given an opportunity to address the
Commission.
e. Individuals favoring and opposing the proposal are given
an opportunity to address the Commission.
f. Commissioners may ask questions of persons addressing the
Commission.
g. The public hearing is closed.
h. The Commissioners may discuss the proposal at this time.
i. The Commission then acts on the proposal by either con-
tinuing, approving, conditionally approving, or denying
the application.
The Planning Commission receives a staff report packet on the Friday
preceding the meeting, allowing the Commissioners time to review
each case and make further investigations in the field prior to the
scheduled meeting. -
Staff reports are available in the Planning Department office any time
after Friday noon preceding the Planning Commission meeting.
Anyone wishing to address the Planning Commission on any matter may
do so under "Oral Communications" at the regular meeting. Those who

2.0 GENERAL INFORMATION:
Conditional Use Permit No. 80-11 is a request to construct a 157
unit senior citizen housing complex on Site I of the Old Civic
Center Specific Plan. The subject site is located between 5th and
6th Streets and north of Orange Avenue. The proposed project
consists of one three story building which contains 157 living
units and4, 000 sq. ft. of commercial floor area. This apartment
complex will be built on City-owned property which has been leased
to the developer. This apartment complex is a portion of the
overall senior citizen center, which when completed will utilize
the entire Old Civic Center Site.

3. 0 SUMMARY OF ISSUES:
After reviewing the proposed project, the major issues of concern are;
1. Compliance of the proposed project with Article 914, Old Civic
Center Specific Plan.
2. Incorporation of the Ad-Hoc Design Review Board comments.
4.0 ENVIRONMENTAL STATUS:
At the December 4, 1979 Planning Commission meeting, the Commission
approved Environmental Impact Report No. 79-1. This EIR- was prepared
in conjunction with the preparation of the specific plan for the Old
Civic Center site and the future development of the proposed project.
Since the proposed project is substantially the same as the project
discussed in EIR 79-1, no additional environmental review is required
at this time.
5.0 SURROUNDING LAND USE, ZONING, AND GENERAL PLAN DESIGNATION:
The proposed apartment complex will be located on Site I of the Old
Civic Center Specific Plan. The entire site consists of 3.64 acres and
is located between 5th and 6th Streets north of Orange Avenue and south
of Main Street. The entire site is presently zoned Old Civic Center
Specific Plan and presently is occupied by multiple buildings used for
storage and lease office space, the Huntington Beach Community Clinic,
and the Main Street Branch Library. The General Plan designation on
the subject property is Mixed Development.
The properties located to the west of the subject site, across 6th
Street, are zoned Townlot Specific Plan, Area One, designated on the
General Plan as Low Density Residential and are currently developed
with a mix of older and new single family residential units. The
properties surrounding the subject site to the north, east, and south
are zoned C-3, General Business District, designated on the General
Plan as Mixed Development and are presently developed with small
commercial buildings.
6.0 ANALYSIS•
6.1 Statistical Summary

Total square footage of commercial - 4, 000 sq. ft.

6. 2 Analysis
The proposed project is the living portion of the Old Civic Center
Specific Plan, which is a total development for housing and recreational
use for senior citizens. This overall project was developed through the
Housing and Community Development Program. The residential portion of
this project will be subsidized housing for the elderly.
The applicant for this project was selected by the Planning Commission
and the City Council early in 1979 through an open competition. The
proposed project is the same project that was presented to both the
Commission and Council during the selection process. In the latter part
of 1979, a specific plan was prepared modeled after the selected project.
This specific plan covers both the residential and recreational portions
of the entire senior citizen development and was reviewed and adopted
by both the. Planning Commission and City Council.
In August. of 1979, an Ad-Hoc Committee of the Design Review .Board was
formed to review the proposed site plan. The Committee requested that
any future theme of Main St. right-of-way treatment to be extended to
the corner of Main and 6th Sts. Also discussed was a further review of
the exterior building colors and textures and a landscape plan prior
to issuance of permits. The Design Review Board endorsed the structural
and architectural aspects of the housing and public facility components
of the project with the above referenced concerns expressed. The Board
also concluded that the architect' s submission to the California
Housing Finance Agency conform to the original proposal submitted to
the City (copy of the minutes are attached) .

The proposed project will include a large outdoor recreation area
including a putting green, outdoor barbecue, .and patio area, a gazebo,
a small garden area, laundry facilities, a main lobby and lounge,
several large multi-purpose rooms, an indoor jacuzzi, and 4, 000 sq.
ft. of commercial area devoted to support commercial for the residents
i of the -proposed project.
I The applicant has expressed a desire to provide a solar assisted hot
water system. This will help provide a considerable savings of energy
for a complex of this size. The staff is encouraging the applicant
to pursue this system for the project.
Upon extensive review of the proposed project, it is indicated that
it complies with all applicable provisions of Article 914, Old Civic
'Center Specific Plan. Therefore, staff is recommending that the
Planning Commission approve Conditional Use Permit No. 80-11.
7.0 RECOMMENDATION:
The staff is recommending that the Planning Commission approve Conditional
Use Permit No. 80-11 with the following findings and conditions.

FINDINGS:
f 1. The proposed 157 unit senior citizen housing complex complies with
all applicable provisions of the Huntington Beach Ordinance Code
' and specifically Article 914, the Old Civic Center Specific Plan.

2. The General Plan sets forth provisions for this type of land
use as well as setting forth objectives for implementation
of this type of housing.
1. The Planning Commission has received the staff report and all
pertinent information submitted to them for their deliberation.
SUGGESTED CONDITIONS OF APPROVAL:
1. - The site plan received and dated March 25, 1980 shall be the
approved layout.
2. The floor plans and elevations received and dated March 25, 1980
shall be the approved floor plans and elevations.
3. The applicant shall comply with all of the conditions set forth
in the approved and signed participation agreement between the
City of Huntington Beach and the William Lyon Company.
4. Fire protection system, including automatic sprinkler system,
standpipe system, fire hydrants, fire alarm system, and any
other required fire protection and detection devices or systems
shall comply with the specifications of the Huntington Beach
Fire Code. Plans for such systems and devices shall be submitted
to the Fire Department and shall be subject to approval by the
Departments of Fire and Public Works.
5. Natural gas and 220V electrical shall be stubbed in at the
location of clothes dryers.
6. Low volume heads shall be used on all indoor showers.
7 . All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at
an offsite facility equipped to handle them.
8. The structures on the subject property, whether attached or
detached, shall be constructed in compliance with the state
acoustical standards set forth for units that lie within the
60 CNEL contours of the property. Evidence of compliance
shall consist of submittal of an acoustical analysis report,
prepared under the supervision of a person experienced in the
field of acoustical engineering, with the application for
building permits. All measures recommended to mitigate noise
to acceptable levels shall be incorporated into the design of
the project.
9. If lighting is included in the parking lot, energy efficient
lamps shall be used (e.g. high pressure sodium vapor, metal
halide) . All outside lighting shall be directed to prevent
"spillage" onto adjacent properties.

10. A detailed soils analys' shall be prepared by a registered
soils engineer. This nalysis shall include on-site soil
sampling and labor ory testing of materials to provide detailed
recommendations r garding grading, chemical and fill properties,
foundations, re aining walls, streets, and utilities.

during construction and during initial operation of the project

j This meeting was scheduled for the review of the schematic drawings
for the Old Civic Center Project; John Cotton, architect for the
project, summarized the concept of the project.
j The following points were of concern to the Design Review Board mem-
bers:
1. Parking for housing project is not below grade, but bermed and
landscaped. This will qualify as "semi-subterranean" parking and
permit wood frame construction above. Lack of storm sewer in
area preempts depressed parking.
*DRB requests additional elevation or rendering of project
depicting view of structure from Fifth Street and details of
berm and landscaping treatment. The DRB expressed concern regard-
ing turf-block parking at entrance to garage . .

2 . Some small changes to floor plans of handicapped apartment units
were required to meet CHFA standards . Ten percent of units will be
designated for handicapped persons and one-half of these will be
j designed for physically disabled.
DRB questioned if two parking spaces would be sufficient for
planned handicapped population.
3. Screening wall of senior center and library was discussed.
*DRB requested additional design alternatives to wall treatment.
4 . .Integration of right-of-way improvements at site with future
downtown theme was discussed.
*DRB endorsed extending any future theme for Main Street right-
of way treatment to the corner of Main and Sixth Streets .

CONCLUSION:
The Design Review Board endorsed the structural and architectural

company within or without such boundaries, and the Developer
shall secure any permits required for any such installation
without cost or expense to the City.
(4.) Library and Senior Center. The City shall nego-
tiate and enter into a separate Agreement with the Architectural
firm of Ramnitzer Cotton Vreeland for their services in developing
architectural schematics, and full working drawings and specifica-
tions on both the Senior Center and Library.
(5) Competitive Bids . City shall advertise for bids
in the normal process for the work to be done on the construc-
tion of the Senior Center and improvements to the Library.
SECTION 12. Responsibilities of Developer Prior to Construc-
tion of Improvements
(1) Conditional Use Permit. Developer shall initiate
At its own cost and expense an application for a Conditional Use
Permit (CUP) immediately after the City Council adopts the EIR
and Specific Plan.
(2) Specific Plan. The Developer agrees to abide by
the requirements of the Specific Plan with respect to such things
as:
(a) Installation of sidewalks and street trees
(b) Street signs

City and Developer shall negotiate on
the respective cost of installatioq of
such additional fire hydrants.
(3) Development Fees. The Developer agrees to pay_
the normal processing fees as may be adopted for the development
of the Property as were specified in the City's Request for Pro-
posals for such things as:
(a) Plan Check and Building Permits
(b) Water and Sewer Connection Fees
(c) Park and Recreation Fees
(d) Environmental Impact Report
(e) Conditional Use Permit
(f) County Sanitation District Fees
(g) Cultural Enrichment Fee
(h) Street Improvement Fee
(4) Schedule of Performance. The Developer shall pre-
pare a Schedule of Performance outlining the general processing
time-table for the processing of the application for mortgage
financing as well as the construction period and for the administra-
tive processing and approvals required. Such Schedule of Perform-
ance shall be attached to this Agreement as Exhibit °C. "
(5) Mortgage Financing. Developer shall immediately
submit an application to the Mortgagee for site and Developer
approval.
SECTION 13. Changes or Repair of Work After Public Improve-
ments are Constructed or Completed
Once Public improvements are constructed or completed any
changes required by the Developer shall be at the expense of the
Developer. The City. shall .not be responsible for the removal,
restoration or repair of any pending, finished or completed work
which work must be or is removed or otherwise damaged by the
Developer in developing the Property.
The Developer shall bear all expense for restoring or re-
pairing any such work. These repairs, improvements and restoration
shall be constructed in accordance with the technical specifica-
tions and practices of the City. The City shall coordinate all
uncompleted work required under this Sect'. .n with Developer's
schedule and activities so that all work may be completed in a
manner consistent with Developer's construction efforts. Any
other work to be performed by the City with reference to the Pro-
perty shall be as specified in the Development Plan and within
the times specified in the Schedule of Performance.
SECTION 14. Restrictions on Use of Property
(a) Restriction on Use. The Developer agrees for itself,
and its successors and assigns, and every successor in interest
to the Property, or any part thereof, and the Lease shall contain
covenants on the part of the Developer for itself, and such suc-
cessors and assigns, that the Developer, and such successors and
assigns, shall:
(i) Devote the Property to, and only to and in -
accordance with, the uses specified in this
Agreement; and
(fi) Not discriminate upon. the basis of race, color,
marital status, religion, sex or national origin
