The Huntington Beach Fire Department has reviewed all documents pertaining to the
project and will be able to provide adequate fire protection to the site. The closest fire
station to the facility is approximately 1/4 of a mile and houses a ladder company, an
engine company, a paramedic unit and is staffed by 10 firefighters.
The senior citizens' facility is fully sprinklered and is surrounded with sufficient fire
hydrants and an adequate fire flow.

of units planned.

The Department of Public Works has forwarded to the architect and to
Steve Kohler, on .two separate occasions, fire hydrants to be installed as a part
of this development.
Three locations have.been determined to be appropriate. Those locations were
transmitted on June 26, 1979 and again on July 17, 1981. If you wish, we will
forward copies of correspondence and maps to you. Please advise if these are

spaces 'are paved, with the 'eXception of the small portion of the,
existing library lawn that will remain. The architect welcomes your
input regarding selection of plant materials to assure low maintenance.,
3. The architect has no means of calculating future maintenance and
operation costs. However, he suggests that you might compare this
facility with another •existing -comomunity center of similar size, Since
this will be a new facility, no repairs should be necessary for' some
years. Regarding r6utine. maintenaance, the gXchitact intends to des qn
a simple, efficient structure of durable materials. Again, your
assistance will be solicited at the time finish materials are selected.
It is not possible at this time to provide you with specific costs for the
maintenance and operation of these new facilities. Please be assured,
however, that we will. draw upon your, experience to help create facilities '
that will both serve the needs of the intended users and reduce mainten-
ance demands to a minimum.
May I request that you provide us with a breakdown of maintenance and '
operation costs for someof the newer ewer -community centers (i.e. , Edison
and Murdy) for submission to the architect? If you should have any ques-

projected maintenance and operational costs that will be
associated with this development , most particularly for
the public portions of the project, such as the library
and recreational facilities . Additionally, this department
is concerned with who will be maintaining the landscaping.
As you are well aware , Proposition 13 and the Gann Initia-
tive are beginning to be realities and our department,
although in support of the project , is very concerned about
our m and o costs and the effect on long range operational
costs . I would appreciate you getting this information to
us at the arliest date possible .

Subject SENIOR CITIZEN COMPLEX Date June 29, 1979
In reviewing the attached plans there are several areas which should be
addressed. You have already covered some of them in your memo to Steve
Kohler, but I will mention them anyway.
New Seniors' Center. In view of the utilization of the present center, it is
anticipated that the new center, which will also house T.L.C. , will be
inadequate. Limited funds precluded building larger facilities. Center will
be staffed by those presently at 17th and Orange. Building maintenance should
be addressed prior to final plans.
Center at 17th and Orange. Since no determination has been made relative to
utilization of Center, maintenance has not been addressed.
Deli/Pharmacy, Cafe, Beauty Shop. Since it is adjacent to Center, who will
maintain outside landscaping? Who will administer contract? Will clients pay
for trash pickup?
Shuffleboard Courts. Will they be open for use by public when Seniors' Center
closed? Is area unfenced? Assistance with supervision from apartment manager
may be necessary. Experience at 17th and Orange has indicated skates and
skateboards can cause considerable damage in short time. Who will maintain?
Parking Lot. Parking for 50 cars as indicated will be inadequate. There are
presently 67 spaces at 17th and Orange plus grass overflow and street
parking. This complex will have present clientele from Seniors' Center, plus
library and T.L.C. participants. Where will visitors to apartments park?
Fountain in Patio. Inasmuch as this can be a high maintenance item, will
detailed plans be analyzed to make certain it is constructed in a manner to
assure low maintenance.
Outdoor Landscaping. Has maintenance been addressed regarding cost? Perhaps
Parks should have input.
Utility Meters. Direction should be given to assure that there is
accountability for utilities used. This will be reflective of determination
of responsibilities - i .e. seniors' apartments, seniors' center, library, park
maintenance and commerical . In view of the minimal amount of space allocation
to Seniors' Outreach, this could be included as part of Seniors' Center.

FACILITIES ON OLD CIVIC CENTER SITE
The following are suggestions and comments regarding security for
the proposed Senior Citizen Facilities. Per your request, more
high cost security systems, such as sonic alarms and TV monitors,
have been precluded from the list.
One must bear in mind, in devising security precautions for a
population of usually vulnerable senior citizens, that the downtown
area of Huntington Beach receives more calls for service than any
other area of the city. During the summer months, this area has
a high population of transient individuals.
.Card type entry for apartment parking lot.
.Card type entry for all entries into the housing area itself.
.High density lighting, specifically located at the drop off area
of 5th Street and the Senior Citizens Center Parking Lot on 6th
Street.
.Install a six foot wrought iron fence around the perimeter of the
housing area and Senior Citizens Center. Specifically, along 6th
Street, Orange and 5th Streets, to include Citizen Center Parking.
.Design landscaping to allow for high police patrol visibility in the
central areas of the complex, to include the courtyard, suffleboard
area, cafe/pharmacy area, and lounge/game room areas.
The main thrust for security considerations should be centered around
keeping non-authorized transients from entering into the complex and
wandering around at will.
Further, proper lighting around the perimeter of the complex and
within open courtyard areas provide officers with a high visibility
of unauthorized intruders during nighttime hours.

1. On-street parking must be reduced as shown to provide for the
following:
(a) Right turn lane on Main Street.
(b) Bus zone.
(c) Sight distance for STOP signs.
(d) Sight distance for driveway entry/exit.
2 . Show traffic signal existing at Main/5th and sidewalk at inter-
section.
3 . Consider integrating bus shelter into development.
4 . Consider placing planting area (parkway) and other on-street
"furniture" (street lights, fire hydrants, etc. ) behind the side-
walk.
(a) Ease of maintenance.

Subject : Old Civic Center Buildings Date : July S, 1979
We have heard very little lately regarding the status of the Senior G
Citizen Housing Project, in so far as schedules, and I will appreciate being
kept up to date, particularly in regard to demolitions. We would anticipate
being able to tour these buildings to determine items of present or future
value to salvage. For examples: the former computer room air conditioning
unit, various furnaces, large electrical main panels, some of the locks and
hardware, and other items which may be revealed during inspection. Obviously,
the salvage work would take time, therefore lead time is important. It is
our thought that perhaps the former annex could be moved to the Corporation
Yard and be used to store the salvaged items until a warehouse is built.
If you wish, we could discuss this further.
