It is my understanding that the cost will not exceed $2, 500. I would also like to determine the cost of a topographic survey of the Talbert site and request that you review this matter with Public Works Director Cook and give me such information as soon as possible. Also, determine the time span which such information could be developed. It would also . be useful to have soil borings and I would like to have estimates of that work also. Dear ,Stephen, Per our telephone conversation, we propose to compute the leasehold boundary from information supplied by the Architect and show it on our topop-r aphic map for $1,000. Therefore the proposal is now to convert the topographic map to an ALTA Survey, and show the lease- . hold boundary for total sum of $2,500. Your letter to us dated September 19, 1980 outlined work to be .done with a not-to-exceed price of $2,500. This proposal and addendum basically substitutes the ALTA Survey work .for the work of place- ment of building footprints and new utilities on the site survey. Since the City has already prepared a plan for the latter and the Architect has a plan for the former, it would appear to be a good trade off. Since the Architect is in a hurry to meet a deadline of this Friday, your verbal authorization will allow us to get right on this, thereby not delaying him. We look forward to hearing from you soon. Gentlemen, We propose to convert the topographic map we provided you to an ALTA Survey for $1,500.00. After the demolition is complete we will have to do some more field work and revise the plan to conform to ALTA re- quirements. It is.our understanding that the Library building and a few trees are all that will remain onsite after demolition. We will complete our survey within 5 days from the time you notify. . us that demolition is complete. We will complete the plan within the next 5 days. providing the City has supplied us with existing utility locations. Our price does not include locating existing utilities in the field since the City should have records which preclude the necessity of that work. In the event the City cannot provide this information, we will give you a proposal for locating th6se facilities in the field. Civic Center site, the City is responsible for the completion of a site .`survey. Under previous contract to the City, the firm of Emerald Engineering prepared a topographic survey of the site, the results of which have been presented to the project architect. . Attached please find a copy of a letter from Helena Toister, Architect with the architectural firm of Kamnitzer, Cotton, Vreeland, stating that the California Housing Finance Agency will require that the previously completed topographic survey be updated and amended to qualify as .a full A.L.T.A. survey before the loan for the project may be closed. Of special concern is the potential disruption of sewer service to the Main Street Branch Library subsequent to the demolition on the site. The Department of Public Works has researched their records regarding the location of existing sewers, but this search has proved unsuccessful ., Therefore, I am recommending that we contract with an outside service to use electronic equipment to locate the existing sewers prior. to .letting the bid for the demolition of existing structures. Consistent with Chapter 3.03 :of the Municipal Code, we may contract directly with outside services without requesting bids if the amount of the contract will. not exceed $2,500. The City adver- tised for the necessary engineering services, and three bids were received (copies attached) . In evaluating these proposals, it is recommended that Emerald Engineering be retained to conduct the site survey/analysis. Emerald Engineering is a locally based firm, has extensive knowledge of the services required, and has submitted a very reasonable bid. Pursuant to Chapter 3.03, Section 100 of the Municipal Code (Professional Services: _ Contract for Services less than $2500) , I am requesting your approval of Emerald Engineering to conduct the old Civic Center site survey. Our fee for the above services will be $AQOQ, not including any blueprinting or reproduction costs. Normally our work is billed with a 25% retainer and the balance due and payable within 20 days, after acceptance by the necessary city agencies. As Pace Engineering is the largest civil engineering firm handling redevelopment sites of this nature in the Southland, I think that we are more than capable of supplying the City with a very prompt and complete survey.
