SUBJECT: Approve 2011 Housing Element Progress Report and forward to the
California State Department of Housing and Community Development
(HCD) and the Governor's Office of Planning and Research (OPR)
Statement of Issue:
Transmitted for your consideration is the Housing Element Progress Report for the 2011
calendar year. Pursuant to Government Code Section 65400, each jurisdiction is required to
prepare an annual report on the status of the housing element and progress in its
implementation by April 1 for the prior calendar year. The City Council approved an update
to the City's Housing Element for the 2008-2014 planning period in 2008, which was
subsequently certified by the Department of Housing and Community Development (HCD).

Recommended Action: Motion to:
Approve the "Annual Element Progress Report, Housing Element Implementation" and
forward to the California Department of Housing and Community Development and the
Governor's Office of Planning and Research.
Alternative Action(s):
The City Council may make the following alternative motion:
Continue the Housing Element Progress Report and direct staff accordingly.

Analysis:
A. PROJECT PROPOSAL:
Applicant: City of Huntington Beach
Location: Citywide
The Housinq Element Progress Report represents a report on the progress of the Housing
Element of the City's General Plan. The Housing Element is a citywide plan for housing,
including the provision of affordable housing, in the City of Huntington Beach and was
updated in 2008 for the 2008-2014 planning period in accordance with State law.
Section 65400 of the California Government Code establishes a requirement for each
jurisdiction to prepare an annual report on the status of the housing element and the
progress in its implementation. Although charter cities are exempt from preparing an annual
report, an annual report is necessary for funding eligibility of programs that require submittal
of the report. The City has prepared the Housing Element Progress Report utilizing forms
adopted by HCD in accordance with the California Code of Regulations.
B. BACKGROUND:
The 2008-2014 Housing Element was adopted by the City Council on June 16, 2008, and
forwarded to HCD for final review. On July 29, 2008, HCD certified the City's Housing
Element. Previous year Housing Element Progress Reports were approved by the City
Council on May 17, 2010, and May 16, 2011, and forwarded to the State agencies.
The 2008-2014 Housing Element consists of five sections that include an identification and
analysis of existing and projected housing needs in the City, an inventory of resources and
constraints relevant to meeting the City's housing needs, and a statement of goals, policies,
quantified objectives, financial resources and scheduled programs for the preservation,
improvement and development of housing.
C. STAFF ANALYSIS AND RECOMMENDATION:
The Housing Element Progress Report (Attachment No. 1) consists of a report on the
following items:
1. Annual Building Activity Report (2011) — Low and Very-Low Income Units and
Mixed-Income Multi-Family Units (Table A);
2. Annual Building Activity Report (2011) — Summary for Units Rehabilitated, Preserved
and Acquired Pursuant to Government Code Section 65583.1(c)(1) (Table A2)
3. Annual Building Activity Report (2011) — Summary for Moderate and Above-
Moderate Income Units (Table A3);
4. Regional Housing Needs Allocation Progress (Table B); and
5. Program Implementation Status (Table C).
The report also contains a section for general comments that includes the status of pending
housing project applications and an update of potential future projects in the City.

Annual Building Activity Report (Tables A—A3)
Tables A through A3 include building permit activity for the 2011 calendar year. Although
economic growth and housing production has continued to be slow, building permit activity
more than doubled from the 2010 calendar year when only 25 units were permitted. In total,
53 building permits were issued for new units including 12 single-family dwellings, one
duplex, and 39 units as part of the 201-unit multi-family Pacific Shores project, which was
entitled in 2006.
In terms of income mix, the 12 single-family dwellings and 34 of the Pacific Shores units
would be categorized in the above-moderate income category. Four of the Pacific Shores
units would be in the moderate income category and one would be in the low income
category. The duplex, a Habitat For Humanity project, includes two low income units. No
permits were issued for the provision of very-low or low income units as a result of
acquisition/rehabilitation, acquisition/conversion or preservation of "at-risk" housing projects
in 2011. However, 10 units were rehabilitated by Habitat for Humanity although these units
cannot be counted toward meeting the City's regional housing need.
Regional Housing Needs Allocation Progress (Table B)
State Housing Element Law requires that each city and county develop local housing
programs to meet its "fair share" of existing and future housing needs for all income groups,
as determined by the jurisdiction's Council of Governments. In the Southern California
region, the agency responsible for assigning the regional housing needs to each jurisdiction
is the Southern California Association of Governments (SCAG). For the 2008-2014 planning
period, Huntington Beach was determined to have a regional housing need (RHNA) of 2,092
units. Table B of the Progress Report provides a breakdown, by income category, of the
City's progress in meeting the RHNA allocation for the years 2006 through 2011 and is
summarized in the table below. It should be noted that years 2006 and 2007 are not
included in the 2008-2014 planning period. However, the previous planning period ended in
2005 and these two years are considered a "gap period," and therefore, the City can count
184 units for these years toward the 2008-2014 RHNA.

Program Implementation Status (Table C)
The 2008-2014 Housing Element identifies 24 programs for meeting the City's housing
needs. Each program includes a goal and objective, responsible agency, funding source and
program schedule as required by State law. For each of the 24 programs, Table C identifies
the program by name in the Housing Element, the objective, program schedule and current
status of the program. To date, the City has been able to achieve or make progress on most
of the program goals specified in the Housing Element including the following items, which
occurred in the previous two years:
- Provided assistance and administered the acquisition/rehabilitation of the 164-
unit Emerald Cove senior apartment complex to an affordable housing developer
to remain affordable in perpetuity;
- Provided HOME, State, NSP and redevelopment fund assistance to Collette's
Children's Home for the development of six affordable housing units;
- Provided 22 loans and grants during the 2010-2011 fiscal year for the
rehabilitation of 21 properties;
- Entitled 1,344 units, which includes 170 affordable housing units for very-low,
low, and moderate income households; and
- Assisted 111 households through the Project Self Sufficiency program.
Additional Information
Of the entitled projects, the City has issued building permits for the 467-unit Village at Bella
Terra rental development. Additionally, the City is anticipating plan check submittal for the
385-unit Red Oak rental mixed-use project and 487-unit Boardwalk rental mixed-use project.
Both projects are located within the Beach and Edinger Corridors Specific Plan area. The
City has also completed environmental review for another 307 multi-family units within the
Beach and Edinger Corridors Specific Plan.
There are several pending housing projects totaling 215 multi-family units and 131 single-
family units with entitlement applications anticipated to be considered for approval this year.
In addition, the City is currently evaluating conceptual proposals for another 540 units,
although no applications have been submitted.
During the 2011 fiscal year, the City did not participate in new housing projects due to
uncertainties of pending legislation at the State level with respect to redevelopment agencies.
On March 7, 2011, the City Council approved establishment of a Housing Authority in
response to the potential elimination of redevelopment agencies and the State's budget
proposal. On January 9, 2012, as a result of the subsequent passing of State law eliminating
redevelopment agencies, the City Council designated the Housing Authority as the
Successor Agency and accepted all Redevelopment Agency assets related to housing. The
City Council subsequently adopted by-laws for the Housing Authority. The establishment of
the Housing Authority will preserve the City's ability to continue the affordable housing
program for City residents.

Environmental Status:
The Housing Element Progress Report is exempt under Section 15061(b)(3) of the California
Environmental Quality Act guidelines, which exempts activities where it can be seen with
certainty that there is no possibility that the activity may have a significant effect on the
environment.
Strategic Plan Goal: Enhance Economic Development
The Housing Element Progress Report will maintain the City's eligibility for funding for
housing programs that would require submittal of the report with the application for funding.

General Comments:
The City currently has 1344 entitled units(2 are already constructed and accounted for in Table B). Of the pending entitled units,the City
has recently issued building permits for the 467-unit Village at Bella Terra apartment development. Additionally,the City is anticipating
building permit plan check submittal for the 385-unit Red Oak rental project and 487-unit Boardwalk rental project. Both projects are
located within the Beach and Edinger Corridors Specific Plan area. The City has also completed environmental review for another 307
multi-family units within the Beach and Edinger Corridors Specific Plan.
x There are several pending housing projects totaling 215 multi-family units and 131 single-family units with entitlement applications
W anticipated to be considered for approval this year. In addition,the City is currently evaluating conceptual proposals for another 540 units,
I�o although no applications have been submitted.
During the 2011 fiscal year,the City did not participate in new housing projects due to uncertainties of pending legislation at the State
level with respect to redevelopment agencies. On March 7,2011,the City Council approved establishment of a Housing Authority in
response to the potential elimination of redevelopment agencies and the State's budget proposal. On January 9,2012,the City Council
designated the Housing Authority as the Successor Agency and accepted all Redevelopment Agency assets related to housing. The City
Council subsequently adopted bylaws for the Housing Authority on January 31,2012. The establishment of the Housing Authority will
preserve the City s ability to continue the affordable housing program for City residents.
