bring an analytic open minded point of view to most issues. In my career, I solve problems. I take in all the
information,talk to stakeholders,talk to experts in the field and talk to people who've already done what we're
attempting to do and then draw parallels to our issue and then attempt to solve or come up with a better
solution than is being presented.All while compromising to the specifications of the client. This is a perfect
analog to bring to public service. I rarely approach a problem with a preconceived notion of the what the correct
answer is. I've found that this is folly and rarely works.

I believe that every citizen can and should make a difference to the city they live in. Volunteering is one way to
contribute. I am volunteering for the Mobile Home Advisory Board because I have lived in a Mobile Home Park
for 14 years,and therefore I believe that I know something about it. I have submitted an application for this
Board previously. Both applications are truthful. If the 2 applications do not match,it's bacause I did not keep a

How Will You Qualifications Best Serve the Needs of the Community?
The City Council specifically set up the MHAB to have six members with knowledge of mobile home parks-3
park resident representatives and 3 park owner representatives. I am a mobile home park owner. I also work
closely with all of the owners of Huntington Beach mobile home parks. I have over 30 years of experience
working in the mobile home park industry and understand the needs of both the residents of the parks and the
mobile home business owners who own the parks. It is very important to have people serving on this Board
who are experienced and knowledgeable about mobile home parks,the laws that govern the parks and, most
importantly, the unique specifics of the individual Huntington Beach mobile home parks. I have that knowledge
and experience.

I am applying to serve on the Mobile Home Advisory Board to represent the owners of Huntington Beach
mobile home parks who have not had representation on this Board for the past several years. I have the

Statement of Issue: The City Council is asked to approve appointments to the Mobile
Home Advisory Board.
Financial Impact: No fiscal impact.
Recommended Action: Motion to:
A) Approve the re-appointment of Dan Kalmick as a Resident-at-Large Representative to the
Mobile Home Advisory Board for a four-year term through August 5, 2016; and,
B) Approve the appointment of Merle Moshiri as a Resident-at-Large Representative to the

REQUEST FOR COUNCIL.ACTION

Analysis:
The Mobile Home Advisory Board (MHAB) is an advisory body to the City Council that works
to ensure the quality of life in Huntington Beach mobile home parks. The MHAB addresses
issues that affect the City's 18 mobile home communities by providing a forum for
communication among mobile home residents, park owners, and the City Council.
The MHAB currently has six vacancies. Three vacancies were due to the lack of mobile
home park owner's interest in serving on the Board. Two vacancies for Residents-At-Large
members are due to Chairman Barbara Boskovich expired term and Member Dan Kalmick's
gap-term ends. One vacancy for Mobile Home Residents Member is due to member
resignation.
Over the last six months, the Intergovernmental Relations Board and City Council have
reviewed the composition and goals of the MHAB. As a result of the review, the City Council
amended the MHAB Ordinance to allow for the appointments of not just mobile home park

The City informed the public of the MHAB recruitment through the following means: posting
an announcement at all public libraries, community centers; letters to the mobile home park
mangers; letters to all mobile home park owners; and at the Civic Center. The recruitment
was advertised on the City's HBTV3 scroll, on the City website, and in articles about the
vacancy in the City Manager's Report.
Based upon the announcements of the MHAB vacancies, applications were received from
four (4) Residents-At-Large residents: Dan Kalmick, Merle Moshiri, Binh Nguyen, and Daniel
Kittredge. Two (2) Mobile Home Residents applied: Sharon Dean and Patricia Taylor. Four
(4) park owners/park managers/representatives applied; Don Castleman, Michael Cirillo,
Horace Ed Pike and Vickie Talley. The City Council liaisons to the MHAB, Keith Bohr and
Joe Shaw reviewed the applications and made recommendations to fill the vacancies.
The proposed Residents-At-Large Representatives are Dan Kalmick and Merle Moshiri, The
Mobile Home Residents Representative is Sharon Dana. The proposed appointments for
Mobile Home Park Owners are Don Castleman, Michael Cirillo, and Horace Ed Pike.
