SUBJECT: Approve Appointments to the Mobile Home Advisory Board (MHAB)
Statement of Issue: The City Council is asked to approve appointments to the Mobile Home
Advisory Board.
Financial Impact: No Fiscal Impact.
Recommended Action:
A) Approve the appointment of Patricia Taylor as a Resident Representative to the Mobile Home
Advisory Board for a four year term through August 5, 2017; and,
B) Approve the appointment of Manual Vizinho as an At Large Member Representative to the
Mobile Home Advisory Board for a four year term through August 5, 2016; and;
C) Approve the appointment of Amber Monte as a Park Owner/Manager Representative to the
Mobile Home Advisory Board for a four year term through August 5, 2017.
Alternative Action(s): Do not approve appointments and direct staff as necessary.
Analysis: The Mobile Home Advisory Board (MHAB) is an advisory body to the City Council that
works to ensure the quality of life in Huntington Beach mobile home parks. The MHAB addresses
issues that affect the City's 18 mobile home communities by providing a forum for communication
among mobile home residents, park owners, and the City Council.
The MHAB currently has three (3) vacancies: the Resident vacancy is due to member illness; the
At -Large vacancy is due to an appointment to the Planning Commission; and the Park
Owner/Manager vacancy is due to a park manager leaving his position.
The city advertised the MHAB recruitment through the following means: posting an announcement
at all public ilibraries, letter to the mobile home park owners and managers, and at the Civic Center.
The recruitment was advertised on the City's HBTV3 scroll, on the City website and in articles about
the vacancy in the City Manager's Report.
Based upon the announcement of the MHAB vacancies, applications were received from three (3)
Mobile Home Residents: Maxine Bozanic, Donna Masamitsu, and Patricia Taylor. Three (3)
applications were received from At Large Residents: Tim Geddes, Deborah J. Herrera, and Manual
Vizinho. One (1) park owner/park manager/representative applied: Amber Monte. The City
Council liaisons to the MHAB Jim Katapodis and Dave Sullivan reviewed the applications and made
recommendations to fill the three (3) vacancies.

The proposed recommendations are: Mobile Home Resident - Patricia Taylor; Resident -At Large
Representative - Manual Vizinho; and Mobile Home Park Owner - Amber Monte.
