Statement of Issue: The City Council is asked to approve the appointment of John Sisker
to the Mobile Home Advisory Board to fill an interim term that will expire on August 5, 2007
and a subsequent full term that will expire on August 5, 2011.
Funding Source: Not Applicable.
Recommended Action: Motion to:
Approve the appointment of John Sisker as Mobile Home Resident Representative to the
Mobile Home Advisory Board, serving a gap term until August 5, 2007 and thereafter a full
term that will expire on August 5, 2011.
Alternative Action(s): Do not appoint the proposed candidate and direct staff accordingly.
Analysis: The Mobile Home Advisory Board (MHAB) is an advisory body to the City Council
that works to ensure the quality of life in Huntington Beach mobile home parks. The MHAB
addresses issues that affect the City's 18 mobile home communities by providing a forum for
communication among mobile home residents, park owners, and the City Council. Such
issues range from the City's mobile home park conversion ordinance to park rules and
regulations. From time to time the board works to mediate certain disputes that arise
between landlords and tenants.
The MHAB currently has three vacancies. Two vacancies are due to the lack of mobile home
park owners interested in serving on the board. One vacancy was created when Pauline
Robison recently resigned from the Board. The proposed replacement Mobile Home
Resident Representative, John Sisker, will occupy Ms. Robison's former position on the
MHAB.

For the past few months the City informed the public of the MHAB recruitment through the
following means: the City Clerk posted an announcement at all public libraries and at the
Civic Center, the recruitment was advertised on the City's HBTV3 scroll, and local
newspapers carried an article about the vacancy. Applications were received from four
mobile home park residents who expressed interest in serving on the board. After reviewing
the applications, City Council Liaisons Debbie Cook and Joe Carchio have recommended
John Sisker for appointment to the board.
Because the term of the vacant resident representative board position will expire in only three
months, staff recommends appointment of the proposed candidate, John Sisker, for a gap -
term to expire on August 5, 2007 and also for a full four-year term which will expire on August
5, 2011.
Attachment 1 presents a current membership roster of the MHAB showing the recommended
appointee.
Strategic Plan Goal: ENGAGING THE COMMUNITY - Increase community
involvement, dialogue, and outreach by educating residents about opportunities for
involvement such as how to donate to projects, volunteer, access information, and
offer opinions through the website and other means. The MHAB has been directed to
recruit members from the business, public and non-profit community to speak to and educate
guests and members on mobile home related subjects and issues. The proposed candidate
is being recommended because of his personal experience as a mobile home owner and
park resident, his past experience as a member of a non-profit organization that represents
the interests of mobile home residents and, as a business person, his familiarity with the
marketing, purchase, sales and installation of manufactured housing. By recruiting and
appointing such members to the MHAB, the City is encouraging involvement, dialogue and
outreach within the mobile home community.

Grant Agreement With the State Water Resources Control Board for the East Garden
Grove Wintersburg Channel Urban Runoff Diversion Project — Phase II; Approve
Future General Fund Expenditure of $687,500 as a Matching Fund Requirement; and,
Appropriate the State Award of $2,062,500 to the Project Account — (1) Adopt
Resolution No. 2007-31, "A Resolution of the City Council of the City of Huntington Beach
Approving the Proposition 50 Grant Agreement With the State Water Resources Control
Board for the East Garden Grove Wintersburg Channel Urban Runoff Diversion Project —
Phase //,"and (2) Approve $687,500 from the General Fund reserve for grant match
requirement. Funds to be expended in FY 2007/2008 — FY 2009/2010; and (3) Appropriate
$2,062,500 to the project account, and increase estimated revenues by $2,062,500 to the
Water Quality Grant Fund from the State of California, 89288005.82500. Submitted by the
Director of Public Works. Funding Source: (1) The State will award $2,062,500 for the East
Garden Grove Wintersburg Channel Urban Runoff Diversion Project — Phase II. Grant
Funds and offsetting revenue will be appropriated to the project account; and (2) A 25%
grant match amount totaling $687,500 is required. Anticipated grant funds for the City
match are not available at this time. Match funds to be expended in FY 2007/2008 — FY
2009/2010; and (3) Funds will be appropriated to Water Quality Grants, Talbert Lake
Diversion Project Phase II, Drainage Improvements, 89288005.82500.
