Statement of Issue: The Mobile Home Advisory Board has four vacancies. The City
Council is asked to approve the appointment of Brenda Wooten Schock and Cynthia L.
Goebel to fill two of these vacancies. City Council is also asked to approve the
reappointment of Board Members, Steve Gullage and Daniel Kittredge to the Mobile Home
Advisory Board.
Funding Source: Not applicable.
Recommended Action: Motion to:
1. Approve the appointment of Brenda Wooten Schock as Mobile Home Resident
Representative, and Cynthia L. Goebel as Mobile Home Park Owner Representative, to
the Mobile Home Advisory Board, both with terms to expire August 5, 2009.
2. Approve reappointment of Steve Gullage as Mobile Home Resident Representative, and
Daniel Kittredge as Resident At -Large Representative, to the Mobile Home Advisory
Board, both with terms to expire August 5, 2009.
Alternative Action(s): Do not fill the vacancy with the proposed candidates and do not
approve reappointment of existing members. Direct staff accordingly.

Analysis: The Mobile Home Advisory Board (MHAB) is an advisory body to the City
Council that works to ensure the quality of life in Huntington Beach mobile home parks. The
MHAB addresses issues that affect the City's 18 mobile home communities by providing a
forum for communication among mobile home residents, park owners, and the City Council.
Such issues range from the City's mobile home park conversion ordinance to park rules and
regulations. From time to time the board works to mediate certain disputes that arise
between landlords and tenants.
The MHAB currently has four vacancies. One ongoing vacancy has been due to the lack
of qualified mobile home park owners who are able or willing to serve on the MHAB. Two
of the vacancies were recently created when former Board Members, Thomas K. Sobek
and Steven Kato, completed their two full terms. The fourth vacancy was a result of the
resignation of Board Member Craig Houser from the MHAB. The replacement Mobile
Home Park Owner Representative, Cynthia L. Goebel, will occupy former Board Member
Steven Kato's former position on the MHAB. The replacement Mobile Home Resident
Representative, Brenda Schock, will occupy former Board Member Thomas Sobek's
position.
For the past two months the City informed the public of the MHAB recruitment through the
following means: the City Clerk posted an announcement at all public libraries and at the
Civic Center, the recruitment was advertised on the City's HBTV3 scroll, and local
newspapers carried an article about the vacancies. Subsequent to their review of the four
applications submitted, MHAB Council Liaisons Debbie Cook and David Sullivan
recommended Ms. Goebel and Ms. Schock for appointment to the Board.
City Council is also being asked to reappoint Board Members, Steve Gullage and Daniel
Kittredge, whose terms expired on August 5, 2005, in their current representative
capacities, to the MHAB. Steve Gullage has been serving a partial "gap -term" as a Mobile
Home Park Resident Representative since May of 2003. If reappointed, he will be serving
his first full term on the Board. Daniel Kittredge has recently completed his first, full four-
year term on the Board as a Resident At -Large Representative. If reappointed, he will be
serving his second four-year term. Both Gullage and Kittredge have expressed their
desire to be reappointed to the MHAB for another four year term.
Attachment 1 presents a current MHAB Board Member roster, including the new appointees
and reappointees, for your approval.
