Wilson, City Manager PREPARED BY: Stanley Smalewitz, Director of Economic Development SUBJECT: Postpone appointments to the Mobile Home Advisory Board (MHAB) Statement of Issue: The City Council is requested to postpone the appointments to the Mobile Home Advisory Board. On July 5, 2011, the City Council postponed consideration of three appointments to the Mobile Home Advisory Board (MHAB) and staff is now asking for further postponement until after IRC has reviewed the recommendations. Financial Impact: Not Applicable Recommended Action: Motion to: Delay appointments to the Mobile Home Advisory Board. Alternative Action(s): Do not delay appointments to the Board. HB -661- Item 24. - I REQUEST FOR COUNCIL ACTION MEETING DATE: 8/1/2011 DEPARTMENT ID NUMBER: ED 11 - 34 Analysis: On July 5, 2011, the City Council considered three appointments to the Mobile Home Advisory Board (MHAB). However, the item was continued in order to allow the Intergovernmental Relations Committee (IRC) to review the MHAB Mission Statement, By- laws, and the current Ordinance. At the July 7, 2011, Intergovernmental Relations Committee (IRC) meeting, a discussion of the City's boards and commissions was on the agenda, including the MHAB. The IRC discussed how to make the board more effective. The discussion included composition of the board and term limits. The IRC requested that the MHAB review its Mission Statement, By-laws, and current Ordinance at their next meeting on July 25, 2011. The MHAB will develop their recommendations, return to the IRC for further input, and then take the final recommendations to City Council for approval. Funding Source: Not Applicable. Recommended Action: Motion to: A) Approve the appointment of Sharon Dana, as a Mobile Home Resident Representative to the Mobile Home Advisory Board for a four.year term beginning on August 5, 2011, through August 5, 2015; and, B) Approve the appointment of Tim Geddes, as a Resident-at-Large Representative to the Mobile Home Advisory Board for a four year term beginning on August 5, 2011, through August 5 �g1� and, C). Approve the appointment of Dare Kalmick, as a Reside nt-at-i_arge Representative to t o Mobile Home Advisory Board for a four year term beginning on August 5, 2011, through August 5, 2015. Alternative Action(s): Do not appoint the proposed candidate(s) and direct staff accordingly. REQUEST FOR COUNCIL ACTION MEETING DATE: 7/5/2011 DEPARTMENT ID NUMBER: ED 11-24 Analysis: The Mobile Home Advisory Board (MHAB) is an,advisory body to the City Council that works to ensure the quality of,life in Huntington Beach mobile home parks. The MHAB addresses issues that affect the City's 18 mobile home communities by providing a forum for communication among mobile home residents, park owners, and the City Council. The MHAB consists of nine (9) members: three (3) property owners; three (3) mobile home residents; and three (3) at-large members. The MHAB currently has six vacancies. Three vacancies are due to the lack of mobile home park owners interested in serving on the Board. Two vacancies for Residents-At-Large will occur on August 5, 2011, when Residents- At-Large Members, Barbara Boskovich and Dan Kalmick's terms will end. Member Dan Kalmick was appointed in April 2011, to fill an unexpired term. One vacancy for Mobile Home Residents Member is due to a resignation. The proposed replacements for the Residents-At- Large Representatives are the reappointment of Dan Kalmick and appointment of Tim Geddes and for Mobile Home Residents representative, Sharon Dana. The City has posted the announcement at the public libraries, community centers, mobile home parks, and at the Civic Center; as well as HBTV3, the City website, and articles in the City Manager's Report. Applications were received from three Residents-At-Large and three Mobile Home Residents who expressed interest in serving on the Board. Dan Kalmick, Sharon Dana, and Tim Geddes are recommended to serve_on the Mobile Home Advisory Board for a four year term beginning on August 5, 2011 through August 5, 2015. It was the first meeting I had attended. I quickly realized how dedicated the board members are for the best interest of the mobile home owners and senior citizens in Huntington Beach. I feel that it is very very important that we have this representation and voice at city board meetings and any other meetings that would be appropriate. Therefore please keep this Board active for the benefit of our beautiful community and its citizens.
