Wilson, City Manager PREPARED BY: Bob Hall, Deputy City Manager/Director of Economic Development SUBJECT: Approval of Mobile Home Advisory Board By-Laws Statement of Issue: The City Council approved the current Mobile Home Advisory Board (MHAB) By-Laws on June 3, 1996. Since 1996 and the adoption of the MHAB By-Laws, the Board has made changes and desires to update the By-Laws, including meeting dates. Financial Impact: No fiscal impact. Recommended Action: Motion to: Approve the Mobile Home Advisory Board By-Laws. Alternative Action(s): Do not approve the MHAB By-Laws and direct staff as necessary. Analysis: On February 22, 2011, City Council appointed new members to the Mobile Home Advisory Board (MHAB), including representatives from the Mobile Home Property Owners/Manager. Due to the new appointments, the MHAB reviewed the past activities of the Board, including the By-Laws. On July 23, 2012, at the MHAB meeting, the Board reviewed and recommended changes to the adopted By-Laws. The City Council approved the current Mobile Home Advisory Board (MHAB) By-Laws in June 1996. Since 1996 and the adoption of the MHAB By-laws, the Board has made changes and desires to update the By-Laws, including meeting dates. Item 4. - I HB -68- REQUEST FOR COUNCIL ACTION MEETING DATE: 10/15/2012 DEPARTMENT ID NUMBER: ED 12-39 The recommended changes include: - Quarterly Meetings; not monthly - Special Meetings can be called by a majority or the Board or City Council liaisons; changed from Chair person or three (3) members of the Board - A majority of the members are required to cancel meetings - Meeting minutes are kept; deleted audio taping of meetings - Deleted that MHAB members could have business cards. Proposed By-Laws xB -69- Item 4. - 2 ATTACHMENT # 1 BYLAWS , HUNTINGTON BEACH MOBILE HOME ADVISORY BOARD ARTICLE I: MEETINGS Section 1. Board Meetings 1. Regular meetings shall be held on the forth(4th)Monday of each month at [time] and [place]. 2. Special Board meetings may be convened by the Chair or by written request by three(3) or more of the members of the Board. Section 2. Officers The officers of the Mobile Home Advisory Board are the Chair and Chair Elect. The officers shall be selected from the three independent members of the for a one year term. Once officers are elected, after the first.year, the Chair Elect shall rotate to Chair, and a new Chair Elect shall be elected Section 3. Duties 1. Chair: The Chair shall preside at all meeting and serve as the official spokesperson of the Board and carry out the decisions of the Board. 2. Chair Elect: The Chair Elect shall assume all duties of the Chair in any absence of the Chair or until any vacancy in that office is filled. 3. Chair Pro-Tempore: Chair Pro-Tempore shall be elected by ballot(for that meeting only), in the event of absence of the Chair, Chair Elect, and the third independent member. 1 SF\c:PCD:Ordinance:Moblhome 6/7/96 RLS 96-312 HB -71- Item 4. - 4 Section 4. Annual Report The Board shall prepare a report annually for the City Council for review. The report shall include, but not be limited to the following information: • Number of meetings held • Board member attendance • Staff support and involvement • Number of written complaints by citizens and/or request for Board assistance • Action and activities • Review expenses incurred and any recommended budget allocation request for the following year. Section 5. Meeting Procedures l. Minutes(written and audio) shall be kept of all Board meetings by city staff and approved by the Board. 2. Public comments shall be heard at the beginning of each Board meeting. Each public comment shall be allotted a maximum of five (5) minutes. Section 6. Representation No Board member shall act in an.official capacity as a representative of the Board unless directed to do so by a majority vote of all member of the Board. Only authorized business cards shall be issued to or used by Board members. Board Meetings 1. Regular meetings shall be held quarterly on the fourth (4t") Monday at City Hall unless otherwise noticed. 2. Special Board meetings may be convened written request of a majority of the Board or by City Council Liaisons. 3. Majority of Board can determine a meeting can be cancelled. Section 2.
