Steiner: It is regrettable that the Supervisors ' decision .last week munt have inevitably brought keen disap,jointrment to 'thong► in your firm, and a:so members of Carlton Builders , who had worked long and hard on plans for building in Sunset beach . It Is too bad that there had to be disappointment on either side . Prior to the Supervisors ' decision to condemn the right- of-way in Sunset Beach , Southern Pacific Company apparently passed a resolution of opposition to annexation of Sunset beach to Huntington Beach . Mr. h1chard 11arri.son , Superintendent, of the Sunset Beach .Sanitary District , tells me. he now has a setter- from Southern 1'aoifie Company , adding the railroad 's assessed valuation to the assessed valuation of other protesters in an effort to block the annexation election . Southern Pacifi c ' s opposition to annexation prior to the upervi sore ' decision was understandable , but it would seem that the situation has now changed considerably , and it is to be hoped that the railroad will now reconsider ,its stand on the annexation . if condemnation is completed as now planned , Southern Pacific Cumpa.7y would not be concerned with all the matters of police and fire protection, sewage di.sposal , and the innumerable matters now of great concern to the resldento turd , smaller property owners of Sunset Beach who are trying very hard eo secure a higher . level of municipal services for this area . It seems very unforunate , indeed , that the Sunset Beach electorate now facea the possibility of being depriTed of paten the chance to vote on annexation due , in large kart , to the large amount or aaseened valuation tha railroad has lodged with annexation opponents . Mr. Harrison , as head_ of a Sanitary District *ii.ch is ' cuzreiatiy in need or repairs amounting to at least It"150 ,000 according to the District kngineer, and which is now being sued as a nuisance beceuse of the unpleasant odors being suffered by nuntington Harbour home- owners , obviously has strong personal reasons for opposing on aanelx-- etion which cells for elimination of the disposal plant , connection to District 11 for sewage disposal , and construction of a modern fire station on the sewage plant site . To the teeny people who favor this annexation , the ab'Ove ,solu- tiori seem a very. desirable , forward»looking and long-awaited answer 'to a dtrficult and � unpl easant problem. It seems very unfortunate that the large block .of potential support held by the `railroad is presently. being� directed toward perpetuating rather than solving thi's roblem. Small lot sizes , high land values , sand . concern for the preservation of a community character pres,gnt problems that cannot be solved by standard planning practices . The landowner ' s desire ;o develop the highest yield from the � land must be related to the long term effect of such develop- 'aen t on flip total community . The City of Huntington Beach is completing the details of how a total master plan of Sunset Beach , including an action ,(prograo of implementation , will be developed. ,1 coordinating council of Sunset Beach residents are assisting the City in outlining the community ' s involvement in this process . A seven member Planning Commission ,ts appokated for 'fotw year over lapin& tc.rms. The City's budget for fiscal year 1969 projected a total revenue of $:2, 230,400. Huntingtcn Beach recognizes the taportance of Sunset Beach's proper development ; +, according to an appropriate master plan. The unique character of Sunset Beach will be maintained and enhanced through dealing with its extating problems and establishing proper guidlines for its further development. It is held that the City is in a position to generally upgrade the level of governmental service to the area by providing a more localized and responsive unit I of government. Police c , Access to Sunset Beach is limited by the fact that it is bordered an two sides by water. Huntington Beach's helicopter patrol offers the most efficient means of providing instant police protection and assistance to this area. ' Presently Sunset Beach is served by the County Sheriff=s Department which operates out of Santa Ana. According to their, records, Sunset is a small part of a Larger I . one-car patrol axe& ,which includes Midway City and Rossamor. The maxim= response time to Sunset Reach by the Sheriff' s Office is approximately 25 cainutes. If, through annexation, Huntington Beach were to service the area the t&axiesum , response time would be appronLmately 1 1/2 minutes by the city' s helicopter patrol and approximately 3 1/2 minutes by patrol car dependent upon beach traffic. Fire Sunset Beech presently has an affective 'county volunteer fire station yet, due to, serious deficiencies in the; total fire defense structureO the coasrunitr is rigid a costly class 8 by the Pacific Fire Rating bureau. At the last rs•ting` Huntington r Beach came out as a class 5. The present treatment facility appears to be inadequate since during the last rains the plant could not handle the flow and was forced to dump sewerage in the channels of Huntington Harbos. Furt%. er, odor probla w treated by the plant have bought legal action against the District. Thnre is preliminary evidence that ommrage is aseping into public water ! wars due to leakage of the treatment plant. The most efficient and least costly solution to sewer service can be offered by annexation to M=tington beach. The City presently hen existing alma mains paralleling Sunset beach along Pacific Coast highway. The City desires the existing treataent plant site f,or ti nnodern land and water fire atstion site. The City would assume the cost of vexation tees to District 11, cost of comection to existing City suer lime01, and drswslitiOn cost of the sawc.T plant in return for the sewer treatment site thus relleviog the community from these financial burdans. . Water Water is presently provided by the City of Huntington Beach.Through assaasatlan, service could be improved by cross connection with axisting City miss along Pacific Coast Highway. Tbia facility will basically serve the Youth of Sutmet Duch. Presently the City is developing plans for first phase dsvalop�t of a 136 acre cantsal city park. This facility upon its final completion will be expanded to 250 acres and will include such activities as galf, Maio* bike trails, natural areas, two natural fresh water lakos, boating, fishingg baseball, picnicking, central city library, and others. The city' s Recreation and Parks Department maintains a complete city Xfm and operates two high school gyms. These facilities offer classes in umbliog, trampline, weight lifting, and complete swimming courses -'for begimier to instructor.
