Ocean Annexation Gentlemen : I In cooperation with the Public Works Department, Finance Depart- meet, and Planning Department, we have taken a look at the advantages and disadvantages of the above mentioned subject. Based on present oil production of leases contiguous to this area, we estimate a yearly income of approximately $30, 000 from tidelands oil , inasmuch as the area being coneidered H is a county road and t:hree miles of ocean, we would not anticipate land use problems . We Lind, however, that during the February-March storms of 1963, in four days, 24 hours each day, the Orange County Highway Department and the Orange County Flood Control District spent $6, 600 in labor and equip- ment alone to protect homes .in the area from total demolition. We find an estimate for beach maintenance costs'-in the area of $15, 464 annually. plus an initial capital outlay of $17, 250 in order to adequately maintain the beaches . Although this in purely an assumption an the part of the Administrator. , 1 feel that the Local Agency Formation Cuvnfssion action, based on existing State statutes rryulating annexations of ocean in ,front of beach communiti.est would be unanimous denial of a 'request to annex this area . .
