Many of Lhe problems of the aren , particularly in the field of zoning, are si:.tiilar to those of areas currently in the City and therefore could receive localized attention. As the proposed annexation area is irwacdiately adjacent to the city Any development , growth And/or lack of develop.:%ant ►•ill affect , to some extent:, the rcwainin;; portions of thv city, particularly any developments that will occur within the city (or the city ' s sphere of influence) in the south- easterly area of the city. lc is contended that the representation providt-d by a city ,overrment would be more responsi.ve to local tiveds and that a combination cf city representative asid county supervisorial representation would be beneficial to Viv aria prupused to be annexed. Police. Protection : PresentlV police protection is provided along beach areas and streets adjacent co the proposed annexation. The size of the area and population would not seemly impose an undue -burden on the present policy s :rcn,.Lh. As most of the beach area iF private property and restricted by tho layout of the resideiltia l area from extens ivy! us,: by ..ic general public , it is not anticipated that beach crowds ...LL present a problem. By having a police station within two miles, an adequately canned department including sufficietit patrol strength, the amount of patrol time devoted to the area will undoubtedly be increased and thereby enable the colony to either dispense vi th or reduce the us* of private patrol services. i. f r fry, 1 1 i Bead for Advitional ,Cover wntal services and Controls (coat d) Police trotection (eont'd) The city will also enforce traffic regulations 'within the; colony an the private streets , in accordance with the State Yahicle Cody., and thereby offer a partial solution to the area parking prob lests. Fire Protection : The area is currently classified as 9 B by the Pacific Tire Ruing Bureau for insurance purposes. T!!is is a very undesirably: rating and ind.icatcs a need for increased fire protection and fire defense services . r Present services are provided by a volunteer fire fighting force. The City of Seal Beach has on order an aerial platform (snorkle) truck and an additional 1 , 500 gpo punper, which together with the c1cy ' s three 1 ,000 Mom pumpers and other equipment, provides considerable ilexibility in fire fighting apparatus , The City has initiated a program of staffing fire station:, with full time professional fire fighting persoiinc:l . It is anticipated that the company which will be the "first in" for the proposed annexation area will bps staffed w; th full time personnel within approximately 1, years and will be the ` third full time fire fighting company. "Second in" response would be provided by a company with full time personnel. The proposed annexation area is within -vo miles rtuin in;; + distance of the first response fire companv as reco=ended , by the American Insurance Association (National board of Fire Underwriter•) for residentail areas . There is little doubt .therefore that the present fire fighting capabilities will be somewhat improved currently and that ever the succeeding years, the service will improve substantiallys nark and Recraation: The area' s basic recreation area is the beach f ror.:, both private and publ Ica l ly owned. The city would be responsible for lifeguard service in the public-ally ou-ned areas and would staff the area with personnel during the sureier iand provide rvvia+d checks during the winter season. This follow the Psalm pattern of cutireat services, t k Sb. i F. 4. What alternative courses of action exist for meting the need described above : 1 . Alternative : The area pro"sed to be annexed to Seal beach might be annexed to another c Lty. Evaluation : The proponents have not indicated A desire or wMingness to be annuxed to their other neighboring city. The proposed annexation area is within the Seat leach Elementary School OLstrict and the residents jai the area tend to do much of the shopping in Sea ! avach. A portion of the area is bounded on the north by Seal heath and annexation to another city could present boundary difficulties. 2. Alternative : Incorporation. Evaluation : Completssly insufficient tax basu even when combi»ed with other nearby untncorporatee areas. 3. Alternativa: Remain an unincorporated terrtitory. Evaluation: The proponents contend that Kovernmental services would be enhanced by a local governmesit. with the representation of a locally elected council. Zoning problems could receive consideration by an agency faced with similar problems in adjacent areas. By consolidating work forces with the city the cost to the Colony for street and beach maintenance could be reduced. The residents of the area appear to recognize that them: i.i a need for municipal type services and des i rL to have aii opportunity to determine the city of their choice. It is recognized that in arriving at solutions to sewer treatment and water service problems, the asaLstaance of a municipalLty' s staff mould be helpful even though the financial problems are haled by the annexation area. see G. Secotxl, the most logical boundary between the, cities of Iluntington Beach and - Seal Beach would be the Anaheim Bay and its waterways. To avoid duplication of municipal services it would - ;P;-em desirable that the Anaheim FAy-Sunset Ray waterways continue to be a natural city limit. The only means of access for safety services twtwcen Seal Beach and Surfside is the bridge across the: Sunset Bay waterwayu. A traffic accident or heavy weekend traffic would isolate Surfside from all safety services provided by Seal Beach. Surfaide has no common boundary with the populated area of Seal iiesch . The two communities are separated by a one milt military reservation and a waterway. The following comments are highlights- from the individual department reportx. The most logical haindary Ix-tween the cities of Huntington 11each and Seal leach would be the Anaheim My and its waterways. Such a boundary would minimize duplication of services and resulting problems. • • - valuation Surfsidt. s tax rats will ineras , 1. 2K5( ix.r SIUtI n tee.sst.d v► lu ion by annexing to Seel lk-ach. Surfsldc's poor fire rating of 913 is not a fire de lwirtment issue. 'ncc poor rating is caused by a substandard water system, Iuntington Bench has existing water mains in Highway I which are engincered to .-crviee the Surfside -Sunset Reach area. Huntington lk-ach at present has a fully rnann:d fire station located at the south eastern end of the annexation. If Surfside were cvcr to lx annexed to Huntington Beach the poor fire rating of 911 could cosily tk reduced to a Class 5 for residential and A Class 6 for cornmercinl due to close proximity of existing water niaf.ns and existing fire station owned And operated by lluntingtox Beach. The reduced cost in fire insurance Mould cover the Cltyrof Huntington 1kach tax rate of $1. 33 in some instances. Surfside's sewer system is at of near capacity. , Huntington Beach has sewer mains presently located in Highway 1 which are engineered to handle the Surfside-Sunset Beach area sewage. 4 'j•:, ....• , .' .,. 1. • 1. 2. i The highway along the Sunset-Surfside area Iy presently served by three lxablie police patrol agencies. The annexation would create a fourth. The annexation would cause Huntington N.-ach to have 2150 feet of frontage on a street which would be controlled by Seal Peach's devclWnent requirements. Surfside Colony. The following comments a"re highlights from the IndiN'idual department reports. The most lbgicaI 'bounda ry between the ci dens of Huntington leach and Seal Beach would be the Anaheim Bay And its waterways. Such a boundary wo•id minimize duplication of services And resulting problems. Surfside's tax rate will increase $1. 28Sb wr $I(lf) assessed valuation by annexinf4 to Seal Beach. Surfsldc's poor fire rating of 9B is not a fire department issue. The poor rating is caused by a substandard water systeni. Huntington Beach has existing water mains in Highway I which are engineered to set-vice the Surfside -Sunset peach area. Huntington Beach at present liar, n fully rnantwd fire: station located At the youth eastern end of the annexation. If Surfslde were ever to be annexed to Huntington k-ach the Peor fire, rating of 90 could easily bt! reduced to a Class. S for residential and a Blass b for commercial due to close proximity of existing water mains and existing fire station owned and operated by Huntington Beach. The reduced cost 'n fire Insurance would cuver the City of funtington, karh tax rate of i1. 33 in sonic instances. Surfside's sewer system Is At or near capacity. Huntington Reach has sewer mains presently located in Highway I which are engineered to handle the Sin ris ide-Sunsct beach area sewage. +++...•.♦+..
