Nevertheless the Commission felt_ that the needed facilities and improvements could be developed within the area and that the community could become a valuable and desirable asset to the City. Therefore the Commission recommends that Your Honorable Body _ ' consent to the commencement of proceedings for annexation and to the filing of the boundary description with the County Boundary Commission. i The Commission also wishes to suggest that the residents and property owners in the area be advised that at. such time as they desire extension of sewer and water service, street improvements and other public improvements , such would be done only if they will pay all costs incurred.
