In order to facilitate. -the. Commission's review of the factors

(a) Population, population density; land area and land use; per
capita assessed valuation; topography, natural boundaries, and drain-

porated areas, during the next 10 years .
(b) Need for organized community services; the present cost and
adequacy of governmental services and controls in the area; probable
future needs for such services and controls; probable effect of the
proposed incorporation, formation, annexation, or exclusion and of
alternative courses of action on the cost and adequacy of services and
controls in the area and adjacent areas.
(c) The effect of the proposed action and of alternative actions,
on adjacent areas, on mutual social and economic interests and on the
local governmental structure of the county.
(d) The definiteness and certainty of the boundaries of the ter-
ritory, the nonconformance of proposed boundaries with lines of as-
sessment or ownership, the creation of islands or corridors of unincor-
porated territory, and other similar matters affecting the proposed

That by proceedings under the Annexation Act of 1913, and amendments
thereof and additions thereto, consented to by the City Council of the
City met October 23, 1967, by its Resolution No. 2648 and completed by
said City Council on December 18, 19679 by final adoption of its
Ordinance No. .1379, said City annexed the territory referred to in that
certain certified copy of Ordinance No. 1379 and the map delineating
such boundary which are annexed hereto and by this reference incorpor-
ated herein. The boundary descriptiop of said annexed area is set
forth in Ordinance No. 1379.
That on the 18th day of Januarys 1968 a certified copy of Ordinance
Wo. 1379 and a map of territory therein designated as 'Newland Annex-
ation No. 300 was transmitted to the. Secretary of State and was received
and filed by the Secretary of State on January 24, 1968.
That all requirements of the laws relating, to such proceedings have
been complied with.

Dear Mr. Jones:
Enclosed is our letter of acknowledgment for your
filing covering the Newland Annexation No. 3. Last Sept-
ember, you sent us a filing for the minor correction of
a portion of the city boundary lying just south of New-
land Annexation No, 3. It is too bad both filings could
not have been made in the same calendar year as they log-
ically should be worked together.
As it now stands, we will reflect the Boundary Cor-
rection on the 1968 Board roll. The Newland Annexation
No. 3 cannot be processed until we begin the map work for
the 1969 Board roll.

now and at ali times herein mentioned was the duly appointed qualified
and acting Clerk of the City of Huntington Beach, a municipal corporation,
and ex-officio Cleric of the City Council of said City.
That by proceedings under the Annexation Act of 1913, and amendments
thereof and . additions thereto, consented, to by the City Council of the
City on October 23, 1967, by its Resolution No. 2648 and completed by
said City Council on December 18, 19679 by final adoption of its
Ordinance No. .1379, said City annexed the territory referred to in that
certain certified copy of Ordinance No. 1379 and the map delineating
such boundary which are annexed hereto and by this reference incorpor-
ated herein. The boundary descriptiop of said annexed area is set
forth in Ordinance No. 1379.
That on the 18th day of January, 1968, a certified copy of Ordinance
No. 1379 and a map of territory therein designated as ',Newland Annex-
ation No. 3" was transmitted to the Secretary of State and was received
and filed by the Secretary of State on January 24, 1968.
That all requirements of the lags relating, to such proceedings have
been complied with.

TIME OF HEARING ON NEWLAND ANNEXATION. #3a•
The City Council of the City of Huntington Beach does
ordain as follows:
WHEREAS$ on the 23rd day of October, 1967, the Council
of the City of Huntington Beach did pass and adopt Resolution
No. 2648, giving notice of the proposal to annex certain unin-
habited territory to the City of Huntington Beach, said territory
being therein designated as"Newland Annexation #3", and said Res.
olution described the boundaries of the territory proposed to be
annexed; and
WHEREAS, said Resolution No. 2648 did contain a notice
of the day, hour and place when and where the Council of the
City would hear protests made by any person owning real property
within the said territory proposed to be annexed, , the time. of
said hearing not less than 40 nor more than 60 days from the
date of passage of said Resolution; and
WHEREAS, on the 4th day of December, 19640 at the hour
of 7:30 P.M. in the Council Chambers in the City Hall of Hunting-
ton Beach, County of Orange, State of California, said time and
place being the day, hour and place fixed in said Resolution Noe
2648 for hearing protests to the same annexation, sold City

NOW, THEREFORE, the City Council of the City of Hunt
ington Beach does hereby determine that protests have not
been made by the owners of one-half of the value of the pri-

one-half of the value of the publicly owned territory prOpos-

A'RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FOUNTAIN VALLEY CONSENTING TO THE CITY OF
HUNTINGTON BEACH INITIATING PROCEEDINGS TO
CLARIFY SAID CITY'S COk-]NON BOUNDARY LINE WITH
THE CITY OF FOUNTAIN VALLEY
WHEREAS, a portion of the existing common boundary between the City of
Huntington Beach, California# and the City of Fountain Valley, California, is
not clearly delineated and bisects certain properties owned by the same person;
and that portion of said common boundary line, which is not clearly delineated
lies within Section 36, Township 5 South, Range.11 West, San Bernardino Base
and Meridian, Orange County, California; and
This boundary line was first established by the description of the
boundaries of the City of Fountain Valley in its incorporation documents which
effected the incorporation of said City on June 13, 1957; and
l
This boundary line was referred to as the easterly boundary line of an
annexation to the City of Huntington Beach, California, known as Harper Annexation,
certified on April 4, 1958, and thereby making said boundary the common boundary
line; and
The map of Tract No. 3534, within the City of Huntington Beach, recorded
. in Book 127, pages 31 and 32 of Miscellaneous Maps, Records of Orange County,
California, relied upon this common boundary line by means of proper surveying
and engineering practice provided a reasonable and definite metes and bounds
description for said common boundary line; and
Due to the erroneous plotting of the former general description of this
common-boundary line, several property owners are being taxed on the same pro-
perty by both the City of Huntington Beach and the City of Fountain Valley; and
The City Councils of the cities of Huntington Beach and Fountain Valley
are desirous, first, to clearly define the original line, and second, to adjust
.certain portions of the boundary line to coincide with individual property
ownership boundaries.
- NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Fountain Valley, California, does hereby find and declare the need to define and
adjust the common boundary line between the City of Huntington Beach and the
City of Fountain Valley, and does hereby consent to the correction, relocation
and determination of an exact and definite description of that portion of the
subject boundary line lying within the southeast one quarter of the southwest
one quarter of above mentioned Section 36,�nd agrees to aid and support the
City of Huntington Beach and the property owners with the preparation and
submission of a petition to exclude territory lying within the northeast one
quarter of the southwest one quarter and within the southeast one quarter of
the northwest one quarter of above-mentioned Section 36, from the City of
Fountain Valley and to annex the same territory to the City of Huntington Beach,
said petition and action to conform to the provisions of Title 4, Division 2,
Part 2, .Chapter 1, Article 4 of the Government Code of the State of California.
BE IT FURTHER RESOLVED AND ORDERED that the above described petitions
and subsequent actions shall be initiated and prosecuted to completion by the
City of Huntington Beach entirely with our consent and cooperation.

The Orange County Planning Department has reviewed this
proposed annexation. This request represents a land exchange
between the Cities of Fountain Malley and Huntington Beath
and appears to be a logical realignment of present city
boundaries.
Such mutually agreeable adjustments in the interest of
more orderly development should be commended and encouraged.

54796. Factors to be considered. Factors to be considered in the
review of a proposal shall include but not be limited to:
(a) Population, population density; land area and land use; per
capita assessed valuation; topography, natural boundaries, and drain-
age basins; proximity to other populated areas; the likelihood of sig-

RESOLUTION NO. 4050
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FOUNTAIN VALLEY CONSENTING TO THE CITY OF
HUNTINGTON BEACH INITIATING PROCEEDINGS TO
CLARIFY SAID CITY'S COMON BOUNDARY LINE WITH
THE CITY OF FOUNTAIN VALLEY
WHEREAS, a portion of the existing common boundary between the City of
Huntington Beach, California, and the City of Fountain Valley, California, is
not clearly delineated and bisects certain properties owned by the same person;
and that portion of said common boundary line, which is not clearly delineated
lies within Section 36, Township 5 South, Range 11 West, San Bernardino Base
and Meridian, Orange County, California; and
This boundary line was first established by the description of the
boundaries of the City of Fountain Valley in its incorporation documents which
effected the incorporation of said City on June 13, 1957; and
This boundary line was referred to as the easterly boundary line of an
annexation to the City of Huntington Beach, California, known as Harper Annexation,
certified on April 4, 1958, and thereby making said boundary the common boundary
line; and
The map of Tract No. 3534, within the City of Huntington Beach, recorded
in Book 127, pages 31 and 32 of Miscellaneous Maps, Records of Orange County,
California, relied upon this common boundary line by means of proper surveying
and engineering practice provided a reasonable and definite metes and bounds
description for said Common boundary line; and
Due to the erroneous plotting of the former general description of this
common boundary line, several property owners are being taxed on the same pro-
perty by both the City of Huntington Beach and the City of Fountain Valley; and
The City Councils of the cities of Huntington Beach and Fountain Valley
are desirous, first, to clearly define the original line, and second, to adjust
certain portions of the boundary line to coincide with individual property
ownership boundaries.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Fountain Valley, California, does hereby find and declare the need to define and
adjust the common boundary line between the City of Huntington Beach and the
City of Fountain Valley, and does hereby consent to the correction, relocation
and determination of an exact and definite description of that portion of the
subject boundary line lying within the southeast one quarter of the southwest
one quarter of above mentioned Section 36, and agrees to aid and support the
City of- Huntington Beach and the property owners with the preparation and
submission of a petition to exclude territory lying within the northeast one
quarter of the southwest one quarter and within the southeast one quarter of
the northwest one quarter of above-mentioned Section 36, from the City of
Fountain Valley and to annex the same territory to the, City of Huntington Beach,
said petition and action to conform to the provisions of Title 4, Division 2,
Part 2, Chapter 1, Article 4 of the Government Code of the State of California.
BE IT FURTHER RESOLVED AND ORDERED that the above described petitions
and subsequent actions shall be initiated and prosecuted to completion by the
City of Huntington Beach entirely with our consent and cooperation.
